The Porsche and Audi owner currently employs around 657,000 people.\n      \t  \t\t<\/p>\n<p>Blume has been trying to <a href=\"https:\/\/www.ttnews.com\/articles\/vw-faces-600m-hit-ev\" target=\"_blank\" rel=\"nofollow noopener\">slim down Volkswagen<\/a> as it <a href=\"https:\/\/www.ttnews.com\/articles\/vw-halts-audi-factory-us\" target=\"_blank\" rel=\"nofollow noopener\">grapples with U.S. tariffs<\/a>, persistent weakness in China and mounting competition in Europe from rivals including BYD Co. and Stellantis NV. His new strategy will be presented to the supervisory board next month and likely marks the opening position in what could be months of tense negotiations.\u00a0<\/p>\n<p>At VW, restructuring often gets watered down by labor leaders and state politicians that together have a blocking majority in the body.\n      \t\t<\/p>\n<p>Volkswagen\u2019s streamlining efforts underscore the German industry\u2019s broader struggles. Mercedes-Benz Group AG plans to\u00a0discuss deeper cost cuts\u00a0with labor representatives, while BMW AG earlier this month issued a drastic profit warning that sent its shares tumbling.<\/p>\n<p>Blume\u2019s renewed push involves cutting general overhead costs by 11 billion euros ($12.5 billion) by the end of this decade and closing four German factories in the medium term, the magazine said. They include an Audi site in Neckarsulm as well as VW plants in Hanover, Zwickau and Emden.\u00a0<\/p>\n<p>He\u2019s also considering separating components plants and, crucially, the namesake VW brand to make the group leaner, the report said. The nameplate has long struggled with low profitability.<\/p>\n<p>Volkswagen \u201cmust undergo profound change,\u201d said a company spokesperson, declining to comment on the specifics of the Manager Magazin report. The executive board \u201chas been working intensively over the past few months on a future-oriented plan to realign the company.\u201d<\/p>\n<p>Volkswagen shares rose as much as 1.2% in Frankfurt. Some 28,000 workers have agreed to leave VW, part of an already communicated push to reduce 50,000 workers across the group by 2030. VW has also whittled down its production capacity from 12 million vehicles a year toward a more realistic 9 million.<\/p>\n<p>Labor leaders were swift to push back against the new plans. They \u201cunsettle our workforce and the regions where we operate,\u201d according to a joint statement from the company\u2019s works council and the IG Metall union. \u201cShould such plans be pursued, we would oppose them with all our might.\u201d<\/p>\n<p>Pushing through job cuts at Volkswagen is difficult. Worker representatives occupy half the seats on the carmaker\u2019s supervisory board, and the German state of Lower Saxony \u2014 which tends to side with unions \u2014 has another two seats.<\/p>\n<p>VW \u201chas suffered from years of neglect in readjusting workforce numbers due to the stranglehold of the regional government and trade unions,\u201d said Matthias Schmidt, an independent auto analyst based near Hamburg.
