{"id":4720,"date":"2026-04-14T16:04:15","date_gmt":"2026-04-14T16:04:15","guid":{"rendered":"https:\/\/www.europesays.com\/germany\/4720\/"},"modified":"2026-04-14T16:04:15","modified_gmt":"2026-04-14T16:04:15","slug":"berlin-summit-aims-to-shape-sudans-post-war-future-despite-boycott-by-warring-groups-euobserver","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/germany\/4720\/","title":{"rendered":"Berlin summit aims to shape Sudan\u2019s post-war future \u2013 despite boycott by warring groups \u2013 EUobserver"},"content":{"rendered":"<p>An EU-hosted summit on\u00a0Sudan\u00a0in\u00a0Berlin\u00a0on Wednesday (15 April)\u00a0is set to focus on\u00a0the country\u2019s political future after three years of civil war \u2014\u00a0despite the absence of the\u00a0two armed\u00a0groups in the conflict\u00a0and with no end of the war in sight.\u00a0<\/p>\n<p>Around 50 civilian politicians and civil society leaders are set to attend\u00a0the Berlin summit, but the Sudanese government, which is supported by the Sudan Armed Forces,\u00a0one of the rival militias fighting the war,\u00a0has boycotted the meeting\u00a0after claiming that it was not invited to\u00a0participate.\u00a0<\/p>\n<p>The most prominent attendee\u00a0in Berlin\u00a0is\u00a0former prime minister\u00a0Abdalla Hamdok, who heads the\u00a0Somoud\u00a0coalition,\u00a0and\u00a0led a transition government that was toppled by\u00a0the leaders of the militia groups now fighting the war.<\/p>\n<p>\u201cThe only assured way is to go through a political process that will address the root causes of the conflict,\u201d he told\u00a0The National\u00a0before traveling to Berlin for the conference.\u00a0<\/p>\n<p>\u201cWe have been saying from day one, there is no military solution to this war, and none of the belligerents will be able to achieve outright victory on the other,\u201d he added.\u00a0<\/p>\n<p><a href=\"https:\/\/euobserver.com\/202243\/eu-says-concerns-raised-with-uae-over-its-role-in-sudan-war\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"398\" src=\"https:\/\/www.europesays.com\/germany\/wp-content\/uploads\/2026\/04\/2eebf0a293a4e6e210160bf9eeb89698-600x398.jpg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p>The meeting\u00a0is\u00a0being hosted by Germany, the African Union, the European Union, France, the United\u00a0Kingdom\u00a0and the United States, known as the Quintet.\u00a0<\/p>\n<p>In a statement on Tuesday (14 April), <a href=\"https:\/\/www.peaceau.org\/en\/article\/quintet-joint-statement-on-the-third-international-sudan-conference\" rel=\"nofollow noopener\" target=\"_blank\">the\u00a0Quintet<\/a> expressed\u00a0\u201cgrave concern at the continued deterioration of the situation in Sudan\u201d.\u00a0<\/p>\n<p>It added that the gathering of civilian leaders was designed to create a \u201cpolitical dialogue aimed at ending the war and laying the foundations for a peaceful political transition.\u201d\u00a0<\/p>\n<p>Quintet officials say that the invitations do not give formal status to any of the political leaders in Berlin.\u00a0<\/p>\n<p>Stalemate\u00a0<\/p>\n<p>The civil war between the Sudan Armed Forces and the Rapid Support Forces\u00a0started\u00a0in April 2023\u00a0after a dispute between their leaders; general Abdel Fattah al Burhan and general Mohamed Hamdan\u00a0Dagalo.\u00a0<\/p>\n<p>The two generals had previously worked together\u00a0to topple\u00a0Hamdok\u2019s\u00a0civilian-led government\u00a0in 2022.\u00a0<\/p>\n<p>Although the SAF has made recent territorial gains, partly because of reduced\u00a0ams\u00a0supplies\u00a0from the UAE to the RSF since Iran blocked access to the\u00a0Strait\u00a0of Hormuz, there is\u00a0no prospect of a swift end to the war.\u00a0<\/p>\n<p><a href=\"https:\/\/euobserver.com\/29623\/eu-ministers-set-to-impose-new-sanctions-amid-revelations-of-arms-sales-to-sudan-militia\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"315\" src=\"https:\/\/www.europesays.com\/germany\/wp-content\/uploads\/2026\/04\/0e270b35456589f76cf5d165fc1f5231-600x315.jpg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p>Last year, the\u00a0RSF, which controls most of north and western Sudan, launched a parallel regime to\u00a0the official government in Khartoum which is supported by the SAF.\u00a0<\/p>\n<p>Though both sides have committed atrocities in a war that has killed more than\u00a0400,000 people, in February, a United Nations expert group concluded that the RSF had committed genocidal acts during its\u00a0eighteen month\u00a0siege of El Fasher, the capital of North Darfur.\u00a0\u00a0<\/p>\n<p>But despite the\u00a0claims of genocide and the\u00a0death toll, the war has been overshadowed by the wars in Ukraine and the Middle East.\u00a0<\/p>\n<p>Little progress was made at last year\u2019s\u00a0Sudan summit in London. Donor fatigue meant that\u00a0UN agencies\u00a0received\u00a0only <a href=\"https:\/\/unric.org\/en\/sudan-berlin-conference-seeks-aid-access-and-civilian-path-forward\/\" rel=\"nofollow noopener\" target=\"_blank\">40 percent\u00a0of the funding<\/a> needed for humanitarian aid, leaving a gap of\u00a0roughly \u20ac2.2bn. Aid groups say more than\u00a033 million people\u00a0now need\u00a0assistance\u00a0<\/p>\n<p>\u201cYet another year in Sudan has been marred by widespread war crimes, massive displacement of civilians, and an ongoing flow of weapons into the hands of abusive warring factions,\u201d said\u00a0Mohamed Osman, Sudan researcher at Human Rights Watch.\u00a0\u00a0<\/p>\n<p>\u201cThe conference in Berlin should not be another box-ticking exercise, but instead finally galvanize international momentum to deter further atrocities, advance justice, and protect civilians, including local aid workers,\u201d\u00a0he added.\u00a0<\/p>\n<p><a href=\"https:\/\/euobserver.com\/14189\/el-fasher-trapped-in-humanitarian-standstill-as-funding-cuts-hit-aid-agencies\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"400\" src=\"https:\/\/www.europesays.com\/germany\/wp-content\/uploads\/2026\/04\/0303c95e-54e5-42cc-87ca-b95742d3b550-b97cbd80-046e-48d7-a91e-c22cefeec37c-1290872a-b138-46fa-9ebd-83.jpeg\" class=\"attachment-thumbnail size-thumbnail wp-post-image\" alt=\"\"  \/><\/a><\/p>\n<p>The\u00a0war\u2019s\u00a0stalemate has been partly caused by\u00a0regional players on the Horn of Africa, including Egypt,\u00a0Turkey, the United Arab Emirates and Saudi Arabia backing different sides.\u00a0<\/p>\n<p>Sanctions\u00a0<\/p>\n<p>The EU\u00a0says that it has\u00a0maintained\u00a0a neutral stance, and imposed sanctions on both the SAF, RSF and their allies.\u00a0<\/p>\n<p>In late January, EU foreign ministers agreed to sanction another\u00a0five senior players\u00a0in\u00a0the RSF, including\u00a0\u00a0Algoney\u00a0Hamdan\u00a0Dagalo\u00a0Musa, younger brother of RSF leader Hemedti.\u00a0<\/p>\n<p>Two allies of\u00a0the\u00a0SAF\u00a0were also added to\u00a0the EU\u2019s\u00a0sanctions list including\u00a0Al-Misbah Abu Zaid Talha, the Commander of the Islamist militia Baraa bin Malik Battalion.\u00a0<\/p>\n<p>The SAF, for its part, has urged the EU to\u00a0designate\u00a0the RSF as a terrorist\u00a0organisation\u00a0\u2013 a move that has been resisted by Brussels.\u00a0\u00a0<\/p>\n<p>EU officials say that they have raised concerns about the UAE\u2019s\u00a0support for the RSF\u00a0with Dubai.\u00a0<\/p>\n<p>Though the EU Commission is still in talks on a trade deal with the\u00a0UAE, and\u00a0had originally hoped to\u00a0finalise\u00a0an agreement by the end of 2025,\u00a0progress has been slowed because of\u00a0political opposition to\u00a0the UAE\u2019s\u00a0role in Sudan.\u00a0\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"An EU-hosted summit on\u00a0Sudan\u00a0in\u00a0Berlin\u00a0on Wednesday (15 April)\u00a0is set to focus on\u00a0the country\u2019s political future after three years of&hellip;\n","protected":false},"author":2,"featured_media":4721,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[762,18,4817,1964,4820,4823,4815,1962,4818,4821,4816,1963,4819,4822],"class_list":{"0":"post-4720","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-berlin","8":"tag-typedefinedterm","9":"tag-berlin","10":"tag-identifier26","11":"tag-identifier4277","12":"tag-identifier4397","13":"tag-identifier4398","14":"tag-nameafrica","15":"tag-namegermany","16":"tag-namesudan","17":"tag-nameuae","18":"tag-termcodeafrica","19":"tag-termcodegermany","20":"tag-termcodesudan","21":"tag-termcodeuae"},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/posts\/4720","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/comments?post=4720"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/posts\/4720\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/media\/4721"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/media?parent=4720"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/categories?post=4720"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/germany\/wp-json\/wp\/v2\/tags?post=4720"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
