Bayer now calls for tariffs on its key ingredient"},"content":{"rendered":"<p><a aria-label=\"Go to https:\/\/fortune.com\/company\/bayer\/\" href=\"https:\/\/fortune.com\/company\/bayer\/\" target=\"_blank\" rel=\"nofollow noopener\">Bayer<\/a> has picked a fight with some of its most important customers: U.S. farmers.<\/p>\n<p class=\"wp-block-paragraph\">The German multinational pharmaceutical and biotechnology company isn\u2019t supplying them aspirin\u2014they\u2019re a lead company that develops agricultural technology that farmers rely on. Now the company is at the receiving end of ire from farm groups after asking the federal government to <a aria-label=\"Go to https:\/\/www.reuters.com\/legal\/litigation\/bayer-seeks-us-duties-chinese-made-glyphosate-angering-farmers-2026-07-01\/\" href=\"https:\/\/www.reuters.com\/legal\/litigation\/bayer-seeks-us-duties-chinese-made-glyphosate-angering-farmers-2026-07-01\/\" rel=\"nofollow noopener\" target=\"_blank\">slap import duties<\/a> on Chinese-made glyphosate, a key ingredient in weedkiller Roundup, because it\u2019s allegedly being dumped in the U.S. and sold below \u201cfair value.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Farm groups, some of which helped Bayer defend Roundup in front of the Supreme Court in <a aria-label=\"Go to https:\/\/www.cnbc.com\/2026\/06\/25\/glyphosate-roundup-bayer-supreme-court-case-monsanto.html\" href=\"https:\/\/www.cnbc.com\/2026\/06\/25\/glyphosate-roundup-bayer-supreme-court-case-monsanto.html\" rel=\"nofollow noopener\" target=\"_blank\">late June<\/a>, say the move throws already financially squeezed farmers under the bus. A recent <a aria-label=\"Go to https:\/\/afpc.tamu.edu\/research\/publications\/732\" href=\"https:\/\/afpc.tamu.edu\/research\/publications\/732\" rel=\"nofollow noopener\" target=\"_blank\">Texas A&amp;M study<\/a> found that the types of duties Bayer is seeking already cost crop growers $6.9 billion from 2021 to 2025, though a Bayer spokesperson told Fortune that the move was intended to protect farmers.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe domestic glyphosate business as it stands today is not sustainable,\u201d the spokesperson told Fortune over email. \u201cThis action is needed to support long-term U.S. production for American farmers.\u201d<\/p>\n<p>Farmers helped Bayer with RoundUp, and then Bayer blew them off<\/p>\n<p class=\"wp-block-paragraph\">Bayer secured a favorable Supreme Court ruling that let the company off the hook for a wave of state lawsuits claiming it failed to warn users the weedkiller could cause cancer. Bayer CEO Bill Anderson <a aria-label=\"Go to https:\/\/www.bayer.com\/media\/en-us\/monsanto-wins-landmark-roundup-case-at-us-supreme-court\/\" href=\"https:\/\/www.bayer.com\/media\/en-us\/monsanto-wins-landmark-roundup-case-at-us-supreme-court\/\" rel=\"nofollow noopener\" target=\"_blank\">called it<\/a> a win that \u201cprovides the regulatory clarity necessary for innovators like us to develop the agricultural tools that guarantee an affordable food supply.\u201d<\/p>\n<p class=\"wp-block-paragraph\">But getting there took help. Twelve agricultural organizations, led by the American Farm Bureau Federation and including the National Corn Growers Association, the American Soybean Association, and the National Association of Wheat Growers, filed a friend-of-the-court brief backing Bayer, warning that a loss could jeopardize farmers\u2019 access to a product they described as central to modern weed control.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Now some of those same groups say Bayer repaid the favor by turning around and asking Washington to make that product more expensive.<\/p>\n<p class=\"wp-block-paragraph\">Five days after the ruling, Monsanto\u2014Bayer\u2019s U.S. subsidiary\u2014and an affiliate, Ruveon LLC, filed petitions with the Commerce Department and the U.S. International Trade Commission seeking antidumping and countervailing duties on glyphosate imported from China. The company is asking for duties as steep as 68.9% to 446.47%, arguing that Chinese producers are selling glyphosate in the U.S. \u201cat less than fair value.\u201d Bayer is the only company still manufacturing glyphosate in the U.S., though it supplies roughly 60% of what\u2019s sold domestically, meaning a large share of the market, including Chinese supply, would be directly affected by new duties.<\/p>\n<p class=\"wp-block-paragraph\">The Commerce Department did not respond to Fortune\u2019s request for comment.<\/p>\n<p class=\"wp-block-paragraph\">The reversal in tone from farm groups was immediate. National Corn Growers Association president Jed Bower <a aria-label=\"Go to https:\/\/ncga.com\/stay-informed\/media\/in-the-news\/article\/2026\/06\/corn-growers-applaud-supreme-court-decision\" href=\"https:\/\/ncga.com\/stay-informed\/media\/in-the-news\/article\/2026\/06\/corn-growers-applaud-supreme-court-decision\" rel=\"nofollow noopener\" target=\"_blank\">called<\/a> the Supreme Court ruling in favor of Bayer \u201cgreat news for all farmers in the country\u201d when it came down. But just five days after the court ruling in June the company called for tariffs, and Bower responded by <a aria-label=\"Go to https:\/\/www.agweb.com\/news\/business\/monsanto-seeks-duties-chinese-glyphosate-drawing-pushback-farm-groups\" href=\"https:\/\/www.agweb.com\/news\/business\/monsanto-seeks-duties-chinese-glyphosate-drawing-pushback-farm-groups\" rel=\"nofollow noopener\" target=\"_blank\">saying<\/a>\u00a0Bayer\u2019s move was \u201cno act of partnership,\u201d adding that this was \u201cpurely for the benefit of the company and its shareholders.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe went to bat for them for so long in those court cases,\u201d Bower <a aria-label=\"Go to https:\/\/www.dtnpf.com\/agriculture\/web\/ag\/crops\/article\/2026\/06\/30\/farmer-leaders-angry-bayermonsanto\" href=\"https:\/\/www.dtnpf.com\/agriculture\/web\/ag\/crops\/article\/2026\/06\/30\/farmer-leaders-angry-bayermonsanto\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> the trade outlet DTN. \u201cAnd then they literally win the case and just completely blow us off in one of our worst crises.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Sam Kieffer, CEO of the National Association of Wheat Growers, also <a aria-label=\"Go to https:\/\/farmpolicynews.illinois.edu\/2026\/06\/bayer-wins-supreme-court-roundup-case-to-limit-lawsuits\/\" href=\"https:\/\/farmpolicynews.illinois.edu\/2026\/06\/bayer-wins-supreme-court-roundup-case-to-limit-lawsuits\/\" rel=\"nofollow noopener\" target=\"_blank\">initially called<\/a> the RoundUp ruling \u201ca win for farmers and the broader agricultural community.\u201d But by June 30, he <a aria-label=\"Go to https:\/\/www.dtnpf.com\/agriculture\/web\/ag\/crops\/article\/2026\/06\/30\/farmer-leaders-angry-bayermonsanto\" href=\"https:\/\/www.dtnpf.com\/agriculture\/web\/ag\/crops\/article\/2026\/06\/30\/farmer-leaders-angry-bayermonsanto\" rel=\"nofollow noopener\" target=\"_blank\">warned<\/a> that \u201ctariffs on imported glyphosate will be felt by American farmers,\u201d pointing to wheat growers \u201calready facing stubbornly high input costs, weak commodity prices and continued market uncertainty.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The American Soybean Association also told Fortune that claiming duties on glyphosate would \u201climit market competition, threaten cost spikes, and ultimately hurt U.S. farmers\u201d at a time when producers are already contending with \u201ctight margins and significant economic uncertainty.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The $6.9 billion figure farm groups keep citing stems from a separate, ongoing fight over similar duties on imported phosphate fertilizer, which a Texas A&amp;M study <a aria-label=\"Go to https:\/\/afpc.tamu.edu\/research\/publications\/732\" href=\"https:\/\/afpc.tamu.edu\/research\/publications\/732\" rel=\"nofollow noopener\" target=\"_blank\">\u00a0estimated<\/a> cost U.S. growers that much between 2021 and 2025. Farm groups argue glyphosate duties would follow the same script: costs imposed on importers that ultimately harm the farmers who buy the finished product.<\/p>\n<p>Status of Bayer\u2019s ask and whether it will alienate farmers for good<\/p>\n<p class=\"wp-block-paragraph\">Bayer\u2019s subsidiary Monsanto filed its glyphosate petition on June 30, one day after President Trump authorized an eight-month suspension of certain duties on Moroccan phosphate fertilizer\u2014a farm-input tariff that major farm groups had been pushing to eliminate.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">In effect, Washington was easing one farm-input trade barrier while being asked, within 24 hours, to consider another. Trump had already signaled support for domestic glyphosate production: a <a aria-label=\"Go to https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/02\/promoting-the-national-defense-by-ensuring-an-adequate-supply-of-elemental-phosphorus-and-glyphosate-based-herbicides\/?utm_\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/02\/promoting-the-national-defense-by-ensuring-an-adequate-supply-of-elemental-phosphorus-and-glyphosate-based-herbicides\/?utm_\" rel=\"nofollow noopener\" target=\"_blank\">February executive order<\/a> invoked the Defense Production Act and told USDA to ensure a \u201ccontinued and adequate supply\u201d of glyphosate-based herbicides, while directing the department not to put the \u201ccorporate viability\u201d of domestic glyphosate producers like Bayer at risk.<\/p>\n<p class=\"wp-block-paragraph\">Nothing is decided yet. The International Trade Commission has roughly two months to issue a preliminary injury determination, and a final decision from the Commerce Department could take up to a year. Whether the same coalition that helped Bayer win in court will now show up to fight it in a trade proceeding is an open question, according to <a aria-label=\"Go to https:\/\/fapri.missouri.edu\/staff-member\/patrick-westhoff\/\" href=\"https:\/\/fapri.missouri.edu\/staff-member\/patrick-westhoff\/\" rel=\"nofollow noopener\" target=\"_blank\">Patrick Westhoff<\/a>, the former director of the Food and Agricultural Policy Research Institute at the University of Missouri.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe implications may be different if duties are imposed than if they are not,\u201d Westhoff told Fortune in reference to whether Bayer\u2019s move will alienate farm groups long-term.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"Bayer has picked a fight with some of its most important customers: U.S. farmers.
