Tobias Schwarz\/AFP<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He was forced to confirm a report that he had been playing the match with his partner, Katharina Gunther-Wunsch, Berlin&#8217;s education minister.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He said: &#8220;I was neither bored nor putting my feet up, but was on the phone all day trying to co-ordinate and get as much information as possible,&#8221; adding that he had &#8220;literally locked myself in my office at home&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Yes, I made mistakes in communication,&#8221; he admitted on Friday, describing his handling of the episode as &#8220;c&#8211;p&#8221;.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;I can no longer get my message out because another debate is overshadowing everything else,&#8221; he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Berlin will go to the polls in September to elect a new city parliament.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Wegner <a data-ylk=\"slk:wrested control;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2023\/02\/12\/conservatives-set-take-control-berlin-first-time-20-years\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrested control<\/a> of Berlin&#8217;s Rotes Rathaus (town hall) from the Social Democrats for the first time in decades in 2023 on a promise to modernise public services that had become synonymous with dysfunction.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, as revelations about his handling of the blackout emerged, support for his party slipped and it now appears increasingly unlikely to retain its majority in city hall alongside the Social Democrats as its junior coalition partner.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Leading the polls is Die Linke, the hard-Left party that has campaigned on expropriating homes owned by large property companies and bringing them into public ownership.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For a long time one of the poorest cities in Germany, Berlin&#8217;s fortunes have been transformed by an influx of start-ups and highly skilled workers from around the world in the past two decades.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, the new arrivals have also placed pressure on the city&#8217;s housing market and public services.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-ylk=\"slk:Try full access to The Telegraph free today.
