Germany also leads the <a data-ylk=\"slk:European Sky Shield Initiative;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2025\/09\/13\/anger-at-israel-blows-hole-europe-iron-dome-plans\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">European Sky Shield Initiative<\/a>, which relies heavily on American Patriot and Israeli-American Arrow 3 systems, while France says Europe should favour home-grown equipment.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Even so, Mr Macron has appealed for the two countries to keep building weapons together.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Despite the failure of FCAS, which I deeply regret, we would be wrong to stop there,&#8221; he told French military chiefs before Bastille Day.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Patriotism, yes; nationalism, never. Berlin will also help develop radar and space-based systems for detecting ballistic and hypersonic missiles.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Macron has insisted that the decision to use France&#8217;s arsenal will remain his alone, but he has overturned decades of doctrine by offering to place French deterrence more firmly at Europe&#8217;s service.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Standing before one of France&#8217;s nuclear submarines in Brittany earlier this year, he announced &#8220;forward deterrence&#8221;, under which nuclear-capable French Rafale jets could temporarily deploy to allied bases, supported by local fighter escorts and air defences.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Britain, Germany, Poland, the Netherlands, Belgium, Greece, Sweden and Denmark have agreed to participate.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It builds on a nuclear rapprochement between Britain and France, Europe&#8217;s only two nuclear powers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Under last year&#8217;s <a data-ylk=\"slk:Northwood Declaration;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/us\/comment\/2025\/07\/10\/putin-laughing-britain-france-pointless-nuclear-gambit\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Northwood Declaration<\/a>, London and Paris said their independent deterrents could be coordinated against an extreme threat, while British officials have attended a French strategic air force exercise.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Macron&#8217;s new doctrine means Rafales capable of carrying nuclear-armed missiles could, in theory, be temporarily stationed in Britain, although no such deployment has been announced and Paris would retain sole authority over any weapons.<\/p>\n<p><img alt=\"Friedrich Merz\" loading=\"lazy\" width=\"960\" height=\"640\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/germany\/wp-content\/uploads\/2026\/07\/https:\/\/media.zenfs.com\/en\/the_telegraph_258\/207b804c6bacd4a104d44f312a9963b5.jpeg\"\/><\/p>\n<p>Friedrich Merz, right, has turned Germany into Europe&#8217;s biggest defence spender &#8211; Ludovic Marin\/AFP via Getty Images<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Merz stressed that cooperation with France would complement, rather than replace, Nato and Germany&#8217;s existing role under the <a data-ylk=\"slk:American nuclear umbrella;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/06\/02\/us-in-talks-expand-nuclear-weapons-in-europe\/\" class=\"ck-custom-link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">American nuclear umbrella<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He also announced that German forces would join a French-led exercise this autumn as part of the &#8220;coalition of the willing&#8221; supporting Ukraine.
