During the conference, attendees also discussed other related issues and agreed on a common framework for the recognition of European \u201ceffective occupation\u201d of African coastal territory elsewhere on the continent. After the conference, the pace of European claims being made on African territory increased, part of the <a href=\"https:\/\/www.britannica.com\/event\/Scramble-for-Africa\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Scramble for Africa<\/a> that had already begun.<\/p>\n<p class=\"topic-paragraph\">German chancellor and <a href=\"https:\/\/www.britannica.com\/topic\/prime-minister\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">prime minister<\/a> <a href=\"https:\/\/www.britannica.com\/biography\/Otto-von-Bismarck\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Otto von Bismarck<\/a> issued invitations to the conference, which aimed to resolve competing claims along the Congo River and elsewhere in Africa. Though spurred in particular by <a href=\"https:\/\/www.britannica.com\/topic\/history-of-Portugal\" class=\"md-crosslink \" rel=\"nofollow noopener\" target=\"_blank\">Portugal<\/a>\u2019s pursuance of its claim to control of the Congo estuary, which was in conflict with the territorial claims of Belgian king <a href=\"https:\/\/www.britannica.com\/biography\/Leopold-II-king-of-Belgium\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Leopold II<\/a>, the broader reason for the <a class=\"md-dictionary-link md-dictionary-tt-off eb\" data-term=\"conference\" href=\"https:\/\/www.britannica.com\/dictionary\/conference\" data-type=\"EB\" rel=\"nofollow noopener\" target=\"_blank\">conference<\/a> was the jealousy and suspicion with which the great European powers viewed one another\u2019s attempts at colonial expansion in <a href=\"https:\/\/www.britannica.com\/place\/Africa\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Africa<\/a>. It held the Congo River basin to be neutral (a fact that in no way deterred the Allies from extending the war into that area in <a href=\"https:\/\/www.britannica.com\/event\/World-War-I\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">World War I<\/a>); guaranteed freedom for trade and shipping for all states in the basin; forbade slave trading; provided for free navigation of the Congo River; provided for free navigation of the Niger River; and established a framework for recognizing any new occupation of African coastal territory by European powers.
