{"id":18626,"date":"2026-06-10T00:13:43","date_gmt":"2026-06-10T00:13:43","guid":{"rendered":"https:\/\/www.europesays.com\/golf\/18626\/"},"modified":"2026-06-10T00:13:43","modified_gmt":"2026-06-10T00:13:43","slug":"johnsonville-has-5-2m-of-debt-may-need-to-sell-golf-club","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/golf\/18626\/","title":{"rendered":"Johnsonville has $5.2M of debt, may need to sell golf club"},"content":{"rendered":"<p>JOHNSONVILLE \u2014 Straining under $5.2 million in debt, a small South Carolina city may resort to selling its own city hall and the municipal golf club it reopened three years ago to pull the city out of its financial pit.<\/p>\n<p>A healthy city should have enough money in its general fund to operate for three to six months, said attorney Marc Wood who has been consulting city officials on budget matters.<\/p>\n<p>Johnsonville has no reserves. The <a target=\"_blank\" href=\"https:\/\/www.postandcourier.com\/pee-dee\/\" rel=\"nofollow noopener\">Florence County<\/a> city\u2019s general fund has negative $2.1 million.<\/p>\n<p>To claw its way out of debt, Wood suggested the city sell the municipal golf club and the $2 million city hall that was built in 2021. He also suggested cuts to the police force.<\/p>\n<p>Johnsonville\u2019s debt<\/p>\n<p>Johnsonville interim City Administrator Jimmy Brown is tasked with balancing the city\u2019s budget, but it is proving difficult because of the $5.2 million in debt.<\/p>\n<p>That debt comes from the golf course and city hall building, but also from a history of the city borrowing money from its other departments, Brown said.<\/p>\n<p>Past city councils may have been under the impression that money borrowed from one city department for another does not need to be paid back, Brown said, but it\u2019s required.<\/p>\n<p>Just a year after its new <a target=\"_blank\" href=\"https:\/\/www.postandcourier.com\/pee-dee\/news\/florence-county-johnsonville-sc-city-hall-debt\/article_89e90350-d8e7-44d2-afc7-811cb9409045.html\" rel=\"nofollow noopener\">city hall opened<\/a>, Johnsonville used money from its reserves and water and sewer revenues, which are typically used for upgrades to those systems, to cover its first payment of nearly $200,000, according to previous reporting from The Post and Courier.<\/p>\n<p>                        <img loading=\"lazy\" decoding=\"async\" src=\"data:image\/png;base64,iVBORw0KGgoAAAANSUhEUgAAAAQAAAADCAQAAAAe\/WZNAAAAEElEQVR42mM8U88ABowYDABAxQPltt5zqAAAAABJRU5ErkJggg==\" alt=\"DSC_1559.JPG (Copy)\" class=\"img-responsive lazyload full default\" width=\"1763\" height=\"1175\" data- data-\/><\/p>\n<p>Johnsonville\u2019s new city hall as seen on Wednesday, May 13, 2026.<\/p>\n<p>                                    <a href=\"https:\/\/www.postandcourier.com\/users\/profile\/Deirdre%20Weaver-Currin\" rel=\"author nofollow noopener\" target=\"_blank\">Deirdre Weaver-Currin\/Staff<\/a><\/p>\n<p>Previous budgets were passed by administrators without taking debt into account, a practice that is abnormal, Wood said. Already, the city has passed a continuing budget ordinance, meaning last year\u2019s budget will remain until a new budget is passed.<\/p>\n<p>Brown said he wouldn\u2019t support a budget that doesn\u2019t include the city\u2019s debt. He also said he won\u2019t support raising the city\u2019s debt millage because it would be unfair to residents whose tax money \u2014 $3.9 million from the capital project sales tax \u2014 already went to the rebuilding of the golf course.<\/p>\n<p>\u201cIt&#8217;s unfair, you know. You should be held to some sort of standard,\u201d Brown said.<\/p>\n<p>The proposed budget will, Brown said, include a small \u201cpalatable\u201d rate increase for water and wastewater rates. Historically, the city has raised rates significantly when in need. Now, they\u2019ll try raising rates incrementally, a common practice in other cities, including Florence.<\/p>\n<p>The city\u2019s police department is taking a large chunk of its general fund, Brown said \u2014 totaling $443,293 of the city\u2019s negative fund balance. Wood has suggested getting rid of the Johnsonville Police Department and contracting with the county to provide public safety services instead. Of the multi-million-dollar bond, $656,000 went to the golf club.<\/p>\n<p>City hall has a half dozen offices, council chambers with the capacity to hold more than 100 people, a conference room, a small kitchen area and multiple bathrooms. Only three employees man the building today, and Brown previously said <a target=\"_blank\" href=\"https:\/\/www.postandcourier.com\/pee-dee\/news\/florence-county-johnsonville-sc-city-hall-debt\/article_89e90350-d8e7-44d2-afc7-811cb9409045.html\" rel=\"nofollow noopener\">it\u2019s more building than the city needs<\/a>.<\/p>\n<p>Florence County Council is set to vote on first reading for whether it will take over the building and the debt at its upcoming council meeting June 18. The city\u2019s accounting firm believes it needs to close its doors immediately, to the disapproval of some councilmembers.<\/p>\n<p>The course was <a target=\"_blank\" href=\"https:\/\/www.postandcourier.com\/news\/back-on-course-will-wellman-golf-clubs-reopening-drive-johnsonvilles-revitalization\/article_40ad99da-0959-11ee-a0a9-fbf6869687b7.html\" rel=\"nofollow noopener\">rebuilt after years of neglect<\/a> using $3.9 million from the capital project sales tax, which can only be issued every seven years and must be approved by voters. It took $5 million total to rebuild the club. Saving the municipal course was a focal point of the June meeting, where the body also recognized members of Johnsonville High School\u2019s golf team as state champions.<\/p>\n<p>&#8220;This is an asset to the city, and it could be for a long time coming,&#8221; Councilman Olin Altman said about the course at the meeting. &#8220;Now, we all have to figure out how to keep it and figure out this debt that we have that none of us up here voted on.&#8221;<\/p>\n<p>Mayor Dipen Khambhaita was not immediately available for comment.
