The next weeks could decide whether the project faces prolonged legal delays.

Showcase scenario of the Trump administration’s actions regarding a large-scale project in Washington repeats a well-known trend: moving forward by rushing the process without prior approval from the main oversight authorities. It concerns transforming the 300-acre East Potomac Park and its public golf course into a championship venue – an ambition that reflects the leadership style.

According to the two principal regulators on site – the National Capital Planning Commission and the Commission on Fine Arts – the administration had not sent them any official plans for the golf course for review. Both bodies said they do not plan to meet by August, while construction was to begin as early as next month.

According to officials, executing such a scale typically requires months of regulatory reviews: environmental impact assessment, preservation of historical heritage, as well as detailed planning and design.

There is, in fact, a capacity to ignore regulatory guardrails, rules, and protocols that existed previously. And we keep seeing this again and again, and the golf course is, unfortunately, another example of this.

– Charles Birnbaum, Cultural Landscape Foundation

Timeline of events and community response

On Friday, the administration provided the court reviewing the case with new information about the project. Specifically, it turned out that the government had not completed soil testing after the demolition of the East Wing, which was allegedly transported to the golf course before its safety could be confirmed. This, according to experts, opens up the possibility of questioning officials under oath.

DC Preservation League and two local golfers filed a lawsuit to halt further actions by the administration. Meanwhile critics argue that even prior disputes did not stop the president from moving forward.

We are not opposed to golf; we are opposed to turning a beloved municipal course into a championship venue and turning the rest of the peninsula into a single-use – golf.

– Alex Rosen, Save East Po

On Saturday, in collaboration with local councilors, a public event is planned to support the park and protest the reduction of public space for biking, walking trails, running, birdwatching, and fishing.

The President wants to create “one of the largest golf courses in the world” and make it publicly accessible – this should become a reality as quickly as possible.

– Tom Fazio

According to sources on the project, Tom Fazio could serve as the course architect, but official agencies have not yet confirmed formal ties between him and the Department of the Interior or the Park Service. There is currently no answer regarding the nature of the collaboration or whether a bidding process for the contract will be used.

Following the hearings, Judge Ana Reyes emphasized that the parties should agree on a government report to the court regarding the new actions on the golf course at early stages of the case. She noted that without proper environmental safeguards and the preservation of historic objects, the justification for further steps could be called into question.

The situation around East Potomac Park reflects a broader approach in Trump-related projects: moving quickly without a full systemic evaluation and a protracted legal dispute over environmental impact and public access. While the courts review the case, the community and local residents continue to protect the park’s public space and historical heritage, seeking a balance between ambitions and the needs of citizens.

A sudden campaign to remake East Potomac Park has alarmed regulators and locals.
