{"id":57740,"date":"2026-08-28T20:36:14","date_gmt":"2026-08-28T20:36:14","guid":{"rendered":"https:\/\/www.europesays.com\/golf\/57740\/"},"modified":"2026-08-28T20:36:14","modified_gmt":"2026-08-28T20:36:14","slug":"orange-city-considers-ordinance-allowing-golf-carts-on-city-streets","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/golf\/57740\/","title":{"rendered":"Orange City Considers Ordinance Allowing Golf Carts on City Streets"},"content":{"rendered":"<p class=\"text | article-text\">ORANGE CITY, Iowa (<a href=\"https:\/\/siouxcountyradio.com\/local-news\/orange-city-considers-ordinance-allowing-golf-carts-on-city-streets\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/siouxcountyradio.com\/local-news\/orange-city-considers-ordinance-allowing-golf-carts-on-city-streets\/\">Sioux County Radio<\/a>) &#8211; Orange City could soon allow golf carts on most city streets under an ordinance considered by the City Council at its August 17 meeting. <\/p>\n<p class=\"text | article-text\">City staff has discussed the issue periodically for several years as communities respond to the growing use of golf carts, utility vehicles, electric bicycles and scooters. Officials compared regulations adopted elsewhere, including nearby Alton, before presenting a proposal. <\/p>\n<p class=\"text | article-text\">Matt Van Schouwen, city administrator, says the increasing presence of golf carts eventually forced the city to make a policy decision. <\/p>\n<p class=\"text | article-text\">\u201cTechnically, by ordinance, it was not allowed,\u201d Van Schouwen said. \u201cAnd so we thought, you know, we either have to reevaluate our position on that ordinance, or we need to start ticketing golf carts and enforcing the past ordinance on that.\u201d<\/p>\n<p class=\"text | article-text\">Van Schouwen also says the city and council received limited feedback, with no overwhelming response either for or against allowing golf carts. Officials ultimately determined they could permit them while establishing boundaries governing who may operate them and where they may travel. <\/p>\n<p>Age and Operating Requirements<\/p>\n<p class=\"text | article-text\">The proposed ordinance would require operators to have a driver\u2019s license and be at least 16 years old. Van Schouwen says the age provision clarifies that a younger teenager with only a moped would not qualify. <\/p>\n<p class=\"text | article-text\">Operators would also need liability insurance and a city organization. Golf carts could not be driven on Highway 10, Albany Avenue or Albany Place. The proposed equipment requirements also factored into when carts could be used.<\/p>\n<p class=\"text | article-text\">\u201cThe sunrise to sunset is just simply for visibility and safety,\u201d Van Schouwen said. \u201cI think that\u2019s a safe way to allow golf carts to be on the streets \u2014 not after dark, essentially.\u201d<\/p>\n<p class=\"text | article-text\">Golf carts would need a slow-moving vehicle sign or appropriate lighting. Van Schouwen added that allowing them would not create a separate set of road rules. <\/p>\n<p class=\"text | article-text\">\u201cThey\u2019re essentially a vehicle equivalent to an automobile at that point as far as their space on the road and the traffic laws they have to abide by,\u201d Van Schouwen said.<\/p>\n<p>Landsmeer Rules Would Not Change<\/p>\n<p class=\"text | article-text\">The city consulted with Landsmeer Golf Club representatives and the golf board while developing the ordinance.<\/p>\n<p class=\"text | article-text\">Landsmeer owns its golf-cart fleet and allows some people living next to the course to take those carts home. Any decision to expand that practice would remain with the golf course.<\/p>\n<p class=\"text | article-text\">\u201cThis ordinance does not impact that,\u201d Van Schouwen said. \u201cThat golf course won\u2019t be allowing private carts on the course as a result of this.
