The Department of Personnel & Training (DoP&T) has successfully completed its Special Campaign 5.0, which ran from October 2 to October 31, 2025. The initiative aimed to enhance operational efficiency by reviewing and eliminating outdated records, reducing backlog, and improving decision-making processes. The campaign also focused on promoting digital governance and environmental sustainability through various activities, including workshops and cleanliness drives.
Achievements in Records Management
During Special Campaign 5.0, DoP&T made significant strides in records management and operational efficiency. The department reviewed a total of 115,576 physical files, resulting in the weeding out of 97,188 outdated documents. Additionally, 128,306 e-office files were reviewed, with 76,378 files closed. This extensive review process not only streamlined operations but also freed up 11,753 square feet of valuable office space. The campaign emphasized the importance of digitization, leading to improved records management and a reduction in physical clutter across all attached offices and autonomous bodies.
The department also reported a revenue generation of ₹33,15,649 from the disposal of e-waste and scrap materials. This financial benefit underscores the campaign’s dual focus on efficiency and environmental responsibility. By adopting a saturation approach to records management, DoP&T has set a benchmark for effective governance and resource management.
Public Grievance Resolution and Cybersecurity Initiatives
A key component of the campaign was the resolution of public grievances and appeals. DoP&T successfully addressed 1,842 public grievances and 343 appeals, along with 16 pending references from Members of Parliament. This proactive approach reflects the department’s commitment to citizen-centric governance and accountability. The campaign also prioritized the review of Parliamentary assurances and Inter-Ministerial Consultation references, ensuring that all communications were addressed promptly.
In addition to grievance resolution, DoP&T organized two workshops on cybersecurity to enhance awareness among employees. These workshops aimed to promote efficient digital resource management and reduce data clutter, ultimately improving overall system performance. The enthusiastic participation from middle-level officers and staff highlights the department’s dedication to fostering a culture of cybersecurity awareness.
Environmental Initiatives and Cleanliness Drives
As part of its commitment to environmental sustainability, DoP&T engaged in various initiatives during the campaign. Officers participated in a tree plantation drive under the theme “Ek Din, Ek Ghanta, Ek Saath, Shramdaan,” promoting environmental protection and conservation of natural resources. This initiative not only contributed to greening efforts but also fostered a sense of collective responsibility among employees.
Moreover, the department undertook extensive cleanliness drives across more than 1,000 sites, focusing on improving workplace hygiene and sanitation. Toilets in different offices were renovated for public use, and deep cleaning of surrounding areas was conducted. These efforts reflect DoP&T’s commitment to maintaining a clean and healthy work environment, aligning with the broader goals of the Swachh Bharat Mission.
Through these initiatives, DoP&T has demonstrated its dedication to efficient governance, digital transformation, and environmental responsibility. The successful implementation of Special Campaign 5.0 showcases the department’s commitment to achieving maximum governance with minimum government, reinforcing its role in enhancing public service delivery.
