Milner Library is pleased to announce a new agreement with Elsevier that expands open access publishing support for Illinois State University authors. This is the 13th open access agreement Milner Library has entered since 2021, adding to existing agreements with publishers including ACS, Sage, Springer Nature, Taylor & Francis, and Wiley.

The three-year agreement (2026-2028) with Elsevier waives Article Processing Charges (APCs) for 26 articles accepted by Illinois State corresponding authors in hybrid journals each year. Eligible corresponding authors include current Illinois State faculty, staff, and students.

Publishing open access increases the visibility of research produced by Illinois State authors, removing barriers so that their work may reach a wider audience. Over 200 articles have been published with Milner Library’s support, saving authors upwards of $700,000 in publishing fees. The agreements support both faculty and student success. Between 2023 and 2025, 110 student authors published open access as corresponding author or a co-author under Milner Library’s agreements.
