Junior Transport Minister Seán Canney has denied that swift government moves to ban scrambler motorbikes from public roads and parks is a kneejerk reaction to the death of Dublin teenager Grace Lynch last Sunday.
Grace was hit by a scrambler in Finglas as she crossed the Ratoath Road at a pedestrian crossing.
