The abuse suffered by the dog came to light after it was hit by a car.
There is outrage in Co. Wexford this week after a dog found with deep rope indents in her neck died in the care of the WSPCA.
The dog, found in Clonroche, was handed into the charity by someone who had had come across the injured animal after being hit by a car in hopes that the organisation could help the dog before it was too late.
