Left-wing independent Catherine Connolly proved the most adept debater, but the episode was something of <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/four-takeaways-from-the-first-presidential-debate\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/four-takeaways-from-the-first-presidential-debate\/\">a lacklustre first direct clash between the three candidates<\/a>. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/four-takeaways-from-the-first-presidential-debate\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/four-takeaways-from-the-first-presidential-debate\/\" target=\"_blank\"> <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Fine Gael\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/heather-humphreys\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/heather-humphreys\/\">Heather Humphreys<\/a> did not have any hiccups, but made the least impact, as she largely stayed out of the fray. <a href=\"https:\/\/www.irishtimes.com\/tags\/jim-gavin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jim-gavin\/\">Jim Gavin<\/a>, Fianna F\u00e1il\u2019s political newcomer, probably exceeded expectations for his very first debate. However, he appeared anxious at times and there was much commentary on  the effusive hand gestures he made as he sought to emphasise points. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">As the week went on though, there were a series of gaffes by the Gavin campaign. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/01\/jim-gavin-campaign-shot-drone-footage-at-two-events-without-proper-permission\/ \" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/01\/jim-gavin-campaign-shot-drone-footage-at-two-events-without-proper-permission\/ \">Drone footage was shot without the appropriate permissions<\/a> having been secured for two events, which was embarrassing given Gavin\u2019s day job as a senior figure at the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-aviation-authority\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-aviation-authority\/\">Irish Aviation Authority<\/a>.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">   Meanwhile, Gavin has frequently highlighted his service as an Air Corps officer during the campaign, but  there were more red faces during the week as Fianna F\u00e1il <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/fianna-fail-removes-another-social-media-video-involving-jim-gavin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/fianna-fail-removes-another-social-media-video-involving-jim-gavin\/\">removed some Gavin-campaign social media posts relating to the Defence Forces <\/a>&#8211; including one featuring uniformed personnel &#8211; as it is an apolitical organisation. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/fianna-fail-removes-another-social-media-video-involving-jim-gavin\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/fianna-fail-removes-another-social-media-video-involving-jim-gavin\/\" target=\"_blank\"><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\"> Humphreys did a radio interview with RT\u00c9 on Wednesday where she denied T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_blank\">Simon Harris<\/a> had pressured her to drop controversial disability reforms contained in a Green Paper during her time in the Department of Social Protection,  saying: \u201cI decided that myself. I\u2019ve worked very hard to help carers and disabled people.\u201d She said she did consultations with people,  \u201cAnd there was genuine concerns out there on the Green Paper. So I did not proceed with it.\u201d <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Ellen Coyne followed  Humphreys on the campaign trail in Co Louth, <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/humphreys-campaign-trail-wee-selfies-spirit-of-big-tom-and-fianna-fail-voters\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/humphreys-campaign-trail-wee-selfies-spirit-of-big-tom-and-fianna-fail-voters\/\">where the candidate pressed the flesh with Tidy Towns volunteers and encountered a former Fianna F\u00e1il TD <\/a>who is backing her presidential bid. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/humphreys-campaign-trail-wee-selfies-spirit-of-big-tom-and-fianna-fail-voters\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/humphreys-campaign-trail-wee-selfies-spirit-of-big-tom-and-fianna-fail-voters\/\" target=\"_blank\"> Meanwhile, by Thursday, <a href=\"https:\/\/www.irishtimes.com\/tags\/catherine-connolly\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/catherine-connolly\/\">Catherine Connolly<\/a> was defending her hiring of a woman, Ursula N\u00ed Shionnain, who had a conviction for unlawful possession of firearms to work in Leinster House. A prominent member of the socialist republican <a href=\"https:\/\/www.irishtimes.com\/tags\/eirigi\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/eirigi\/\" target=\"_blank\">\u00c9ir\u00edg\u00ed<\/a> group,  N\u00ed Shionnain was convicted by the <a href=\"https:\/\/www.irishtimes.com\/tags\/special-criminal-court\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/special-criminal-court\/\" target=\"_blank\">Special Criminal Court<\/a> and served four and a half years of a six-year sentence.  Connolly told RT\u00c9 Radio that  N\u00ed Shionnain worked for her for six months in Leinster House. \u201cShe was absolutely perfect for the job, and I took her on,\u201d she said. \u201cI\u2019m particularly proud that I represent a society that gives people a second chance, a society that shows care and compassion. It\u2019s really important.\u201d <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">She said  N\u00ed Shionnain had served her time, had been released early, and had been a model prisoner. Asked whether she supported \u00c9ir\u00edg\u00ed, which campaigned against the <a href=\"https:\/\/www.irishtimes.com\/tags\/belfast-agreement\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/belfast-agreement\/\">Belfast Agreement<\/a>,  Connolly said she did not. The <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/03\/deep-division-emerges-amongst-parties-over-connollys-hiring-of-convicted-woman\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/03\/deep-division-emerges-amongst-parties-over-connollys-hiring-of-convicted-woman\/\">left-wing parties supporting Connolly\u2019s campaign all backed her on the issue<\/a>,  while Fianna F\u00e1il and Fine Gael were highly critical of her.  The week will be bookended with another television debate, this time on RT\u00c9\u2019s The Week in Politics, on Sunday. Viewers can perhaps expect a livelier affair than the candidates\u2019 first TV outing, given the events of the past week.<\/p>\n<p class=\"c-paragraph paywall \"><b>Bust Up<\/b><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">There were more shots fired in the bike shed wars in the D\u00e1il on Tuesday when Sinn F\u00e9in leader <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/bike-shed-groundhog-day-dail-clashes-over-100000-tender-for-hospital-bike-shelter\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/bike-shed-groundhog-day-dail-clashes-over-100000-tender-for-hospital-bike-shelter\/\">Mary Lou McDonald challenged Taoiseach Miche\u00e1l Martin over a tender for a bike shed at the National Maternity Hospital (NMH)<\/a> with a maximum value of \u20ac100,000. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/bike-shed-groundhog-day-dail-clashes-over-100000-tender-for-hospital-bike-shelter\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/30\/bike-shed-groundhog-day-dail-clashes-over-100000-tender-for-hospital-bike-shelter\/\" target=\"_blank\"> As Marie O\u2019Halloran reported,  McDonald claimed  the tender is \u201coutrageous\u201d and called it \u201cbike shed Groundhog Day\u201d in the wake of the controversy last year over the \u20ac330,000 bike shelter at Leinster House.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Martin accused  McDonald of going for a \u201ccheap headline\u201d and said it was the Opposition who wanted the bike shelter in Leinster House. He said it \u201cshouldn\u2019t have to cost \u20ac100,000 to provide a bike shed\u201d, but also said it would be for hospital staff cycling to work and asked: \u201cAre we saying workers shouldn\u2019t have facilities in an active travel context to reduce traffic congestion?\u201d <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Work associated with the tender for the proposed shed at the NMH includes destroying the existing bike shed, removing rubbish and any tree stumps present, as well as making improvements to the ground. The new shed which will also include sensor lighting. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Amid Opposition heckling, Martin said many infrastructural projects had come in on target and on time. He told Sinn F\u00e9in finance spokesman Pearse Doherty to \u201cgo away and design a bike shed for us and give us the costs. We\u2019ll take it away and see what we do with it,\u201d and added: \u201cCop yourself on. For God\u2019s sake.\u201d <a href=\"https:\/\/www.irishtimes.com\/politics\/oireachtas\/2025\/10\/01\/the-taoiseach-resplendent-in-his-single-transferable-suit-wasnt-ready-for-bike-shed-part-ii\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/oireachtas\/2025\/10\/01\/the-taoiseach-resplendent-in-his-single-transferable-suit-wasnt-ready-for-bike-shed-part-ii\/\">Here\u2019s Miriam Lord\u2019s take on the row.<\/a> <\/p>\n<p class=\"c-paragraph paywall \"><b>That\u2019s all very well, but does any of this affect me?<\/b><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The budget is just days away (on Tuesday), but you would barely know it, given the dearth of kite-flying by Ministers on what they might be securing for their departments in the big political set-piece of the year. As for what has emerged so far, it would probably be wise for people not to expect a massive difference to their bank balances next year. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">For one thing, and as Political Editor Pat Leahy reported, no changes to personal tax bands and credits are planned, meaning the effective reductions in <a href=\"https:\/\/www.irishtimes.com\/tags\/income-tax\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/income-tax\/\" target=\"_blank\">income tax<\/a> \u2013 worth more than \u20ac1,000 to many workers in recent budgets \u2013 <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/budget-2026-no-changes-to-personal-income-tax-planned\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/budget-2026-no-changes-to-personal-income-tax-planned\/\">will not be repeated this year<\/a>. <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/budget-2026-no-changes-to-personal-income-tax-planned\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/02\/budget-2026-no-changes-to-personal-income-tax-planned\/\" target=\"_blank\"> Meanwhile,  Minister for Social Protection Dara Calleary appears to have a fight on his hands <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/28\/calleary-pushes-for-12-social-welfare-increase-in-budget-despite-government-resistance\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/28\/calleary-pushes-for-12-social-welfare-increase-in-budget-despite-government-resistance\/\">just to match the \u20ac12 increase in weekly social welfare payments<\/a> that were delivered last year. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Meanwhile, Opposition parties have ramped up pressure on the Government over the anticipated lack of electricity credits for households in the budget. They all unveiled their respective alternative budgets this week, and almost all of them include an energy credit or something similar. Sinn F\u00e9in is proposing a \u20ac2.5 billion cost-of-living package, including \u20ac990 million to provide  \u20ac450 in energy credits for all households. The Labour Party,  meanwhile, is proposing the introduction of a targeted energy income tax credit worth \u20ac400 that would cost \u20ac270 million and support more than 675,000 households. While once-off measures  such as electricity credits that have been a feature of recent years are expected to be dropped, the Coalition has promised targeted support for the most vulnerable households. But the budget may be underwhelming for many when it comes to how much cash they will have in their pockets in 2026.<\/p>\n<p class=\"c-paragraph paywall \"><b>Banana Skin<\/b><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The budget features here too. It has been very well-flagged by Government that what will be announced on Tuesday will not be of the order of the kind of giveaways seen in recent years. However, the cost of living is still a major concern for households, so this year\u2019s budget comes with increased peril of a possible backlash as the Government seeks to rein in spending amid the current economic uncertainty. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">One potential flashpoint is the proposed VAT cut for hospitality, restaurants and pubs. It is a very expensive measure that is a big part of the reason there seems to be little space in the mooted \u20ac1.5 billion tax package for income tax cuts. All in all, it looks set to be the trickiest budget for years. <\/p>\n<p class=\"c-paragraph paywall \"><b>Winners and Losers<\/b><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">North Dublin commuters are winners, of sorts, this week, as the long-awaited Metrolink rail line from Swords to the city centre via  Dublin Airport was finally given the greenlight by An Coimisi\u00fan Plean\u00e1la. They will not start popping champagne corks just yet though, as the metro &#8211; first proposed a quarter of a century ago \u2013 <a href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/10\/02\/two-consortiums-will-bid-to-build-long-awaited-metrolink\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/10\/02\/two-consortiums-will-bid-to-build-long-awaited-metrolink\/\">is not anticipated to begin operations until the mid-2030s<\/a>. <a href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/10\/02\/two-consortiums-will-bid-to-build-long-awaited-metrolink\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/10\/02\/two-consortiums-will-bid-to-build-long-awaited-metrolink\/\" target=\"_blank\"><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">This week\u2019s losers are Irish taxpayers in general, as the Comptroller and Auditor General\u2019s (C&amp;AG) annual report <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/watchdog-highlights-70m-museum-cost-and-overcharge-of-ipas-by-emergency-accommodation-provider\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/watchdog-highlights-70m-museum-cost-and-overcharge-of-ipas-by-emergency-accommodation-provider\/\">highlighted a range of issues uncovered by the State watchdog.<\/a> The report criticised the Office of Public Works (OPW) for its role over more than 20 years in a <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/mooted-childrens-science-museum-could-cost-state-70m\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/mooted-childrens-science-museum-could-cost-state-70m\/\" target=\"_blank\">yet-to-be-built children\u2019s science museum<\/a>, which may end up costing the State in excess of \u20ac70 million. It also set out how a provider of emergency accommodation overcharged the <a href=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-services-ipas\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-services-ipas\/\" target=\"_blank\">International Protection Accommodation Service<\/a> (IPAS) by \u20ac7.4 million. The provider has refunded amounts totalling \u20ac1.5 million to date. And the C&amp;AG also found that <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/gardai-booked-248500-worth-of-unused-hotel-beds-for-2024-uefa-europa-league-soccer-clash\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/gardai-booked-248500-worth-of-unused-hotel-beds-for-2024-uefa-europa-league-soccer-clash\/\" target=\"_blank\">An Garda S\u00edoch\u00e1na spent \u20ac590,000 on hotel accommodation<\/a> over three nights for members policing the May 2024 Uefa Europa final in Dublin, of which \u20ac248,500 was spent on accommodation that was never used. <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/watchdog-highlights-70m-museum-cost-and-overcharge-of-ipas-by-emergency-accommodation-provider\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/30\/watchdog-highlights-70m-museum-cost-and-overcharge-of-ipas-by-emergency-accommodation-provider\/\" target=\"_blank\"><\/p>\n<p class=\"c-paragraph paywall \"><b>The Big Read<\/b><\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Pat Leahy will have a big read in Saturday\u2019s newspaper on the political landmines to look out for in what is expected to be a tight budget next Tuesday.<\/p>\n<p class=\"c-paragraph paywall \"><b>Hear Here<\/b><\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1751385259703-344bb236-da7b-40da-8b68-b022c6126080.jpeg\"\/>American carnage: Keith Duggan at the Ryder Cup<\/p>\n<p class=\"c-paragraph paywall \">On Wednesday\u2019s Inside Politics podcast, presenter Hugh Linehan chatted to our Washington Correspondent Keith Duggan about the \u201cAmerican carnage\u201d at the Ryder Cup.
