{"id":102366,"date":"2025-10-04T06:48:09","date_gmt":"2025-10-04T06:48:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/102366\/"},"modified":"2025-10-04T06:48:09","modified_gmt":"2025-10-04T06:48:09","slug":"kerry-town-that-banned-disposable-coffee-cups-sees-project-falter-amid-government-u-turn-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/102366\/","title":{"rendered":"Kerry town that banned disposable coffee cups sees project falter amid Government U-turn \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">An award-winning initiative by the town that banned disposable coffee cups has all but collapsed after a Government U-turn on supporting legislation. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The <a href=\"https:\/\/www.irishtimes.com\/tags\/killarney\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/killarney\/\">Killarney<\/a> Coffee Cup Project has lost all of its participating cafes, with just a few hotels and clubs carrying on. <\/p>\n<p class=\"c-paragraph paywall \">Even the founder cafe has gone back to offering paper cups. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s very difficult to swallow,\u201d said Killian Treacy of Luna cafe. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI don\u2019t want to be doing it but when you have 20 customers a day coming to the till and turning around because they can get a paper cup next door &#8230;\u201d <\/p>\n<p class=\"c-paragraph paywall \">Two fledgling projects in Rush and Malahide in Dublin, inspired by Killarney, are now also in doubt.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/life-style\/people\/2024\/10\/20\/latte-levy-now-youd-be-ashamed-to-be-seen-with-a-disposable-cup\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Latte levy: \u2018Now, you\u2019d be ashamed to be seen with a disposable cup\u2019Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The Killarney project began in 2023 amid Government plans to introduce a levy on single use beverage cups. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The so-called \u201c<a href=\"https:\/\/www.irishtimes.com\/tags\/coffee\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/coffee\/\">latte<\/a> levy\u201d, a 20 cent charge at the till, was intended to encourage people to carry reusable cups. <\/p>\n<p class=\"c-paragraph paywall \">A group of Killarney businesses decided to go a step further and ban disposable cups completely, charging customers \u20ac2 for a reusable cup which they could repeatedly exchange for a clean cup or return for their money back.<\/p>\n<p class=\"c-paragraph paywall \">Around 50 businesses took part, avoiding 1.5 million disposable cups in 18 months, and the scheme won several national sustainability awards. <\/p>\n<p class=\"c-paragraph paywall \">However, Mr Treacy said a small group of independent cafes could not sustain momentum without national policy behind them. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt needed a national policy for the big retailers to come on board but they never did and now we know there is no latte levy coming.\u201d <\/p>\n<p class=\"c-paragraph paywall \">The Department of Climate, Environment and Energy said a levy was still possible but rather than ask customers to pay it at the till, it would be imposed on cup producers or retailers who could then pass the cost on to customers. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Department has recently commissioned an update to the regulatory impact analysis which will explore the potential impacts of the revised collection model,\u201d it said. <\/p>\n<p class=\"c-paragraph paywall \">Mr Treacy said anything other than a point of sale levy would not work. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIf you levy businesses, whether you pass it on or not, it kind of washes through the system.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s more between the eyes if there is a 20 cent charge every time a customer buys a coffee in a disposable cup. That\u2019s habit-changing. <\/p>\n<p class=\"c-paragraph paywall \">\u201cYou take your reusable shopping bag with you because you don\u2019t want to pay for a plastic bag each time. We wanted that to happen with coffee cups.\u201d <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/2023\/11\/22\/the-timing-quite-literally-could-not-be-worse-coffee-retailers-warn-trouble-brewing-over-latte-levy\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">\u2018The timing quite literally could not be worse\u2019: Coffee retailers warn trouble brewing over \u2018latte levy\u2019Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Environmental group, Voice Ireland, is working with retailers in Rush and Malahide but said the project was struggling there. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe are deeply disappointed for Killian and everyone in Killarney who worked so hard to make their project succeed, and for the countless volunteers across the country who are left picking up the litter of discarded coffee cups,\u201d said Lyndsey O\u2019Connell, communications director. <\/p>\n<p class=\"c-paragraph paywall \">\u201cUnless Government acts and implements the levy, well-intentioned community projects will continue to falter, and millions of cups will keep going to landfill and incineration unnecessarily.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Conor Horgan of Irish Business Against Litter which supported the latte levy said its abandonment was \u201cshameful\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIn the absence of a national policy, those individual schemes [such as Killarney] aren\u2019t sustainable,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cMoney talks and if we had a 20 cent levy on a single use cup, I think that would make a difference especially for people where buying a coffee is part of their daily regime.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Mr Treacy said some regular customers still carried reusable cups. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThey made the change and they\u2019re not going back so it\u2019s not all doom and gloom.
