{"id":105098,"date":"2025-10-06T12:01:08","date_gmt":"2025-10-06T12:01:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/105098\/"},"modified":"2025-10-06T12:01:08","modified_gmt":"2025-10-06T12:01:08","slug":"third-level-student-fees-to-be-cut-by-e500-permanently-in-budget-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/105098\/","title":{"rendered":"Third-level student fees \u2018to be cut by \u20ac500 permanently in Budget\u2019 \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">A permanent \u20ac500 cut to third-level student fees is set to be included in the <a href=\"https:\/\/www.irishtimes.com\/budget\/ \" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/ \">budget<\/a> as last-ditch negotiations over allocations for various Government departments are set to continue today.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Coalition has long signalled that the once-off cost-of-living measures seen in recent budgets \u2013 such as a previous \u20ac1,000 cut to the \u20ac3,000 student contribution fee \u2013 would be dropped as part of efforts to rein in spending.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">There was a backlash from parents and students when Minister for Higher Education <a href=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\">James Lawless<\/a> indicated in June <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/08\/13\/student-fees-minister-gets-barrage-of-complaints-after-suggesting-1000-cut-may-not-happen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/08\/13\/student-fees-minister-gets-barrage-of-complaints-after-suggesting-1000-cut-may-not-happen\/\">the temporary fee reduction would not be repeated this year<\/a>. He said at the time he intended to wind down college fees over the lifetime of the Government. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/your-money\/2025\/09\/27\/budget-2026-what-we-know-so-far-about-octobers-package\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Budget 2026: All we know so far about tax, Christmas bonus double payment and child benefitOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is understood Tuesday\u2019s Budget will include a \u20ac500 reduction, which is likely to be billed as the first permanent cut in the fee in decades. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cUnlike past temporary reductions, this is permanent. Students and their families can now plan ahead with confidence,\u201d a Government source said. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Meanwhile, talks on budget allocations for high-spending government departments such as <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-social-protection\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-social-protection\/\">Social Protection<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\">Education<\/a> continued late on Sunday night and key issues like the scale of welfare increases to be delivered remained undecided.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Coalition leaders met Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\">Paschal Donohoe<\/a> and Minister for Public Expenditure <a href=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\">Jack Chambers<\/a> on Sunday night in advance of Tuesday\u2019s budget.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Deliberations for the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\">Housing<\/a> allocation were unresolved on Sunday. Talks on the budget packages for a number of other departments are expected to resume on Monday. <\/p>\n<p class=\"c-paragraph paywall \">Negotiations on increases to the weekly core welfare payments including the state pension were expected to go down to the wire with continued doubt on whether the \u20ac12 weekly rise delivered last year will be repeated. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Minister for Social Protection <a href=\"https:\/\/www.irishtimes.com\/tags\/dara-calleary\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dara-calleary\/\">Dara Calleary<\/a> has been pushing for \u20ac12, but others within the Coalition have suggested this would mean fewer resources for targeted measures. A source suggested it might be \u20ac10 in a \u201ctight budget\u201d<\/p>\n<p class=\"c-paragraph paywall \">There is an expectation that the Coalition will make some movement in the budget on its commitment to phase out the means test for carers\u2019 allowance.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Decisions are yet to be finalised on the budget package for the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-equality-disability-integration-and-youth\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-equality-disability-integration-and-youth\/\">Department of Children and Disability<\/a>.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Minister for Children and Disability <a href=\"https:\/\/www.irishtimes.com\/tags\/norma-foley\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/norma-foley\/\">Norma Foley<\/a> is understood to have been pushing for a reduction of childcare costs for parents \u2013 though this is not expected to match the scale of recent years \u2013 as well as increased funding for disabilities and for <a href=\"https:\/\/www.irishtimes.com\/tags\/tusla\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tusla\">Tusla<\/a>, the Child and Family Agency. <\/p>\n<p class=\"c-paragraph paywall \">Separately, public-transport fares are set to remain at a reduced level next year including the across-the-board 20 per cent cut previously brought in.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A reduced 9 per cent <a href=\"https:\/\/www.irishtimes.com\/tags\/vat\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vat\">VAT<\/a> rate for restaurants is to kick in from July to help support jobs in the hospitality industry.<\/p>\n<p class=\"c-paragraph paywall \">Other VAT measures include a reduced 9 per cent rate for new apartments to encourage their development and an extension of the lower VAT rate for household electricity and gas bills. <\/p>\n<p class=\"c-paragraph paywall \">Elsewhere, the help-to-buy scheme for first-time buyers is set to be continued and the \u20ac1,000 renters\u2019 tax credit is expected to be extended at the same level in 2026, though this latter measure was said not to be finalised. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">On Friday Mr Donohoe said there would be no changes to personal income tax amid a focus on jobs and investment when it came to the \u20ac1.5 billion available for tax measures in the budget.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Negotiations for the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\">Department of Education<\/a> budget have been tense as a result of overruns this year.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\">Department of Health\u2019s<\/a> budget is understood to have been settled on Sunday night.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Minister for Health <a href=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\">Jennifer Carroll MacNeill<\/a> seemed to be preparing the ground for limited funding increases during a meeting of the
