{"id":107536,"date":"2025-10-08T00:19:08","date_gmt":"2025-10-08T00:19:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/107536\/"},"modified":"2025-10-08T00:19:08","modified_gmt":"2025-10-08T00:19:08","slug":"little-for-middle-income-earners-amid-vat-cuts-and-public-spending-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/107536\/","title":{"rendered":"Little for middle-income earners amid VAT cuts and public spending \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Cuts in VAT and increased public spending in a range of areas left no room in Tuesday\u2019s <a href=\"https:\/\/www.irishtimes.com\/budget\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/\">budget<\/a> for a repeat of recent giveaways to middle-income workers. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Many people who benefited by \u20ac2,000 to \u20ac3,000 in last year\u2019s budget from tax changes and \u201cone-off\u201d cash giveaways will see no benefit from the package of measures announced by Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paschal-donohoe\/\">Paschal Donohoe<\/a> and Minister for Public Expenditure <a href=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\">Jack Chambers<\/a> on Tuesday.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">As expected, the budget ministers unveiled a series of cuts in <a href=\"https:\/\/www.irishtimes.com\/tags\/vat\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vat\/\">VAT<\/a> for the hospitality industry, on energy and on new apartment sales. There was increased spending on disability, social protection, health and other areas throughout Government. Additional tax measures designed to promote home building were also announced.<\/p>\n<p class=\"c-paragraph paywall \">Overall spending will increase substantially, by \u20ac9.4 billion, bringing total voted spending next year to \u20ac117 billion, of which \u20ac19 billion will be spent on infrastructure projects.<\/p>\n<p class=\"c-paragraph paywall \">There will be an additional \u20ac2 billion for social welfare payments and an additional \u20ac1.2 billion for health, while public sector pay increases will cost \u20ac1.2 billion next year. An extra 13,500 public servants will be employed, bringing the total number of public employees to 440,000.<\/p>\n<p class=\"c-paragraph paywall \">The extra spending will be paid for by growing tax revenues, particularly in corporation tax and income tax. The Government will run a \u20ac5 billion surplus and continue to put money aside into its long-term savings funds. By the end of next year, Mr Donohoe said, the value of the funds will have grown to \u20ac24 billion.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/your-money\/2025\/10\/07\/budget-ireland-2026-main-points-tax\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Budget 2026 main points: Renters\u2019 tax credit extended, minimal personal tax changesOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Stressing that this is the first of five budgets the Coalition will introduce, Mr Donohoe placed the emphasis on prudence, saying: \u201cEvery budget is about choices. No budget can do everything, nor should it attempt to.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He said it is \u201ca sensible budget that will safeguard our future\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mr Chambers said the budget \u201clays the foundations for our future\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt shifts the focus from isolated departmental or sectoral needs to our country\u2019s broader strategic priorities, considering the trade-offs and choices we\u2019ll face along the way,\u201d he told the D\u00e1il.<\/p>\n<p class=\"c-paragraph paywall \">Opposition spokespeople rubbished the package, however, repeatedly questioning what had become of various election promises and attacking the Government for ignoring the needs of ordinary people.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Government\u2019s big message in this budget, and people have heard it loud and clear, is that people are on their own,\u201d said Sinn F\u00e9in finance spokesman Pearse Doherty.<\/p>\n<p>Minister for Finance Paschal Donohoe has delivered his statement for Budget 2026 to the D\u00e1il. Video: Oireachtas TV <\/p>\n<p class=\"c-paragraph paywall \">\u201cThere is no help with the cost-of-living crisis, no action to end the rip-off, no break on taxes, a blueprint for the continuation of the never-ending crises in our housing and health, and election promises torn up, one after the other, and thrown in the bin.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Labour Party finance spokesman Ged Nash described the package as a \u201cbudget for burger barons and big builders\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Representatives of rank-and-file garda\u00ed, teachers and nurses all sharply criticised the offering, saying it fails to address the need for further recruitment in their respective areas. Head of the Irish Nurses and Midwives Organisations Phil N\u00ed Sheaghdha said that for the price of the VAT cut for hospitality, the Government could have hired 11,400 more nurses. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">SIPTU general secretary Joe Cunningham said the Government\u2019s \u201ctax-cutting budget delivers for employers at the expense of workers\u2019 living standards\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said: \u201cWhile business owners are receiving VAT and corporation tax cuts, workers\u2019 wages will receive no protection from inflation. With the loss of electricity credits, many workers will receive no real wage increase and even a real wage cut from Budget 2026. Family Carers Ireland said the budget \u201cincludes some positive measures but offers little comfort to families already under financial strain\u201d.<\/p>\n<p class=\"c-paragraph paywall \">But the Disability Federation of Ireland said the removal of the \u201cone-off\u201d supports means disabled people will see their incomes fall. <\/p>\n<p class=\"c-paragraph paywall \">While the group said it welcomes the \u20ac600 million increase for disability services, \u201cthe budget overall represents a devastating setback for disabled people unable to work\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Business group Ibec welcomed the budget\u2019s focus on \u201cdriving innovation, protecting and creating jobs, and increasing investment in critical infrastructure\u201d.
