{"id":112166,"date":"2025-10-09T23:08:08","date_gmt":"2025-10-09T23:08:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/112166\/"},"modified":"2025-10-09T23:08:08","modified_gmt":"2025-10-09T23:08:08","slug":"excessive-numbers-of-credit-cards-vehicles-at-fisheries-protection-body-watchdog-finds-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/112166\/","title":{"rendered":"Excessive numbers of credit cards, vehicles at fisheries protection body, watchdog finds \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">An excessive number of staff credit cards and a high number of vehicles were among concerns raised in an audit at the fishery protection agency.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The State\u2019s financial watchdog, the Comptroller and Auditor General, highlighted significant lapses in the system of controls operated for years at Inland Fisheries Ireland (IFI) in a report published on Thursday.<\/p>\n<p class=\"c-paragraph paywall \">A \u20ac278,000 settlement arising from benefit-in-kind payments due to the Revenue Commissioners was another issue raised by the external auditor.<\/p>\n<p class=\"c-paragraph paywall \">IFI is the State agency responsible for protection, management and conservation of Ireland\u2019s inland fisheries and sea-angling resources.<\/p>\n<p class=\"c-paragraph paywall \">The Comptroller report said that following a road traffic accident in 2021, IFI found that 15 of its hired vehicles, including the vehicle involved in the crash, had been uninsured for a period. <\/p>\n<p class=\"c-paragraph paywall \">The agency incurred costs of almost \u20ac230,000 from the incident.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Comptroller\u2019s report said that in 2020 the IFI had made 53 credit cards available to staff who used them to spend more than \u20ac148,000. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The number of staff credit cards was reduced to 17. However, the report said this remained excessive for an organisation of its size.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The report also said that during 2023 IFI staff had access to 436 vehicles, of which 196 were owned by the agency and 43 leased on a seasonable basis.<\/p>\n<p class=\"c-paragraph paywall \">\u201cNotwithstanding the nature of IFI\u2019s work, the number of vehicles used appears to be very high,\u201d the watchdog said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The report also said  that IFI incurred significant costs regarding benefit-in-kind liabilities.<\/p>\n<p class=\"c-paragraph paywall \">Following an internal review, IFI made a payment of tax, including interest and penalties, to Revenue of more than \u20ac17,600 in 2023 over the installation of electric vehicle charging points at seven workers\u2019 homes at a cost of \u20ac11,700.<\/p>\n<p class=\"c-paragraph paywall \">The charging points were installed between 2018 and 2021 and were later identified as a taxable \u201cbenefit-in-kind\u201d to the employees. The IFI did not verify with the Revenue in advance on whether a benefit-in-kind issue arose.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Six charging points were removed and were \u201ccurrently warehoused\u201d at IFI\u2019s offices in Citywest, Dublin. They are \u201ccurrently being assessed for reuse, or for sale or scrapping should reuse not be possible\u201d, the report said.<\/p>\n<p class=\"c-paragraph paywall \">The remaining charger was bought out by the IFI staff member.<\/p>\n<p class=\"c-paragraph paywall \">Separately, in 2019, the Revenue reviewed the use of pool vehicles bring brought home by IFI staff, resulting in a tax settlement of \u20ac278,000. <\/p>\n<p class=\"c-paragraph paywall \">The watchdog identified extensive use of agency staff, resulting in IFI \u201cconsistently operating above its sanctioned staff numbers\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Hiring agency staff cost \u20ac743,000 in 2021, increasing to \u20ac882,000 in 2022.<\/p>\n<p class=\"c-paragraph paywall \">The report also said that the IFI headquarters is located in Citywest, Dublin, but in November 2021 the chief executive\u2019s work base was changed to the organisation\u2019s regional office in Ballyshannon, Co Donegal.<\/p>\n<p class=\"c-paragraph paywall \">It said this change was made without the board\u2019s authorisation and that there was no evidence of a business case having been prepared to support the move.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It said that in March 2023 IFI discovered that formal delegated sanction for officers to initiate prosecutions had not been in place.<\/p>\n<p class=\"c-paragraph paywall \">About 50 cases, including prosecutions for serious fish kills and water pollution, were withdrawn, leaving the agency exposed to potential financial and legal risk.<\/p>\n","protected":false},"excerpt":{"rendered":"An excessive number of staff credit cards and a high number of vehicles were among concerns raised in&hellip;\n","protected":false},"author":2,"featured_media":112167,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[73],"tags":[79,61424,52,18,19,9762,17,1900],"class_list":{"0":"post-112166","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-business","9":"tag-comptroller-and-auditor-general","10":"tag-dublin","11":"tag-eire","12":"tag-ie","13":"tag-inland-fisheries-ireland","14":"tag-ireland","15":"tag-revenue-commissioners"},"share_on_mastodon":{"url":"","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/112166","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/comments?post=112166"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/112166\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media\/112167"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media?parent=112166"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/categories?post=112166"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/tags?post=112166"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
