{"id":11759,"date":"2025-08-20T14:35:08","date_gmt":"2025-08-20T14:35:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/11759\/"},"modified":"2025-08-20T14:35:08","modified_gmt":"2025-08-20T14:35:08","slug":"talks-ongoing-over-works-for-empty-gorgeous-art-deco-library-dublin-council-says-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/11759\/","title":{"rendered":"Talks ongoing over works for \u2018empty, gorgeous art deco\u2019 library, Dublin council says \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Talks are \u201congoing\u201d within <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council<\/a> about works required for the old Inchicore Library building in <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-8\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-8\/\">Dublin 8<\/a> that has been empty for more than five years. <\/p>\n<p class=\"c-paragraph paywall \">It is expected the building on Emmet Road will not come back into operation again until early 2027, with no decision yet made as to what it will be used for. <\/p>\n<p class=\"c-paragraph paywall \">Since its closure, a temporary library has been operating out of Richmond Barracks with a permanent library included in plans for the regeneration of the former St Michael\u2019s Estate. <\/p>\n<p class=\"c-paragraph paywall \">Labour councillor Darragh Moriarty said it was taking the council \u201cfar too long to come to a decision\u201d regarding the future use of the building. <\/p>\n<p class=\"c-paragraph paywall \">The building was shut in early 2020 for refurbishment works, which were halted during Covid-19 restrictions. <\/p>\n<p class=\"c-paragraph paywall \">When restrictions were lifted, the preferred contractor said they could no longer stand over the costs quoted for the work due to inflation. <\/p>\n<p class=\"c-paragraph paywall \">In December 2022, pipes burst in the building and the ceiling fell in.<\/p>\n<p class=\"c-paragraph paywall \">Constructed in 1937, it was one of four similar libraries built by Dublin Corporation between 1935 and 1940 in the suburbs of Phibsborough, Ringsend, Drumcondra and Inchicore. <\/p>\n<p class=\"c-paragraph paywall \">Dublin city councillors were told in May that the council remained \u201cfully committed\u201d to the refurbishment of the building. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2024\/09\/25\/inchicore-in-dublin-named-one-of-38-coolest-neighbourhoods-on-the-planet\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Inchicore in Dublin named one of 38 \u2018coolest neighbourhoods on the planet\u2019Opens in new window<\/a>\u00a0]<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Cllr Darragh Moriarty: 'You have this empty, gorgeous art deco building with no real end use in mind.'&#10;Photograph: Dara Mac D&#xF3;naill\/ The Irish Times\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/ZH3P5RIAVZBOVBS6C56CJCIRZA.jpg\"   width=\"800\" height=\"533\"\/>Cllr Darragh Moriarty: &#8216;You have this empty, gorgeous art deco building with no real end use in mind.&#8217;<br \/>\nPhotograph: Dara Mac D\u00f3naill\/ The Irish Times <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe plan to have an anchor tenant in place to maintain and manage the building whilst facilitating community groups outside of normal business hours is still at the forefront of the engagement process with local community groups and elected members in the area,\u201d it said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe current proposed timeline for the project is that the procurement of the design team, preparation of detailed drawings and completion of the tender process is 10 months from June 2025 to March 2026.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAfter this period of time it is anticipated that the contractor will take eight months to complete the refurbishment from April 2026 until December 2026.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Cllr Moriarty said it was \u201cshambolic\u201d that the building had been empty since 2020.<\/p>\n<p class=\"c-paragraph paywall \">\u201cYou have this empty, gorgeous art deco building with no real end use in mind, and the building is decaying all the time. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThere\u2019s a real sense of fatigue with consultations and asking the community what they want, they\u2019re just like: \u2018Do something\u2019. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe people of Inchicore and Kilmainham have a huge connection to that space. They remember going down to the library as a child, people in their 60s, 70s, and 80s.<\/p>\n<p class=\"c-paragraph paywall \">\u201cPeople are really frustrated to not see it bustling and see some activity in there. It is sad because it\u2019s been locked up for five years and we\u2019re not really going to have it refurbished for 15 or 16 months if all timelines go to plan.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Cllr Moriarty added there was an educational organisation looking into using the building once renovated to operate adult day and evening classes, with plans for community groups to be able to avail of the space also. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThat\u2019s something we\u2019ve been keen to get out of this &#8211; that it does become a multi-use space,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe council have been telling us in order for it to be viable in terms of costs and everything, it needs an anchor tenant that\u2019s getting permanent use out of it and then auxiliary uses tagged onto it as well.
