{"id":127627,"date":"2025-10-17T08:28:07","date_gmt":"2025-10-17T08:28:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/127627\/"},"modified":"2025-10-17T08:28:07","modified_gmt":"2025-10-17T08:28:07","slug":"tusla-accommodation-where-teen-17-died-was-unregulated-private-emergency-placement-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/127627\/","title":{"rendered":"Tusla accommodation where teen (17) died was unregulated private emergency placement \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">The <a href=\"https:\/\/www.irishtimes.com\/tags\/tusla\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tusla\">Tusla<\/a> accommodation where a Ukrainian teenager <a href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/10\/16\/teen-17-stabbed-to-death-at-tusla-unit-in-dublin-second-teenager-is-chief-suspect\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/10\/16\/teen-17-stabbed-to-death-at-tusla-unit-in-dublin-second-teenager-is-chief-suspect\/\">died violently<\/a> on Wednesday was an unregulated emergency placement run by a private care provider. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Vadym Davydenko (17) suffered stab wounds in the incident at an apartment in Dublin that had been contracted by the child and family agency.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The teenager  had recently travelled to Dublin, via Poland. When he missed one of his flights his mother urged him \u201cdon\u2019t go, come home\u201d, but he decided to persist with his journey, arriving in Dublin on Tuesday. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe don\u2019t know Ireland, we don\u2019t really know what to do. Vadym\u2019s mother is now looking to go to Ireland so she can see her boy,\u201d a family friend said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Another 17-year-old boy, also from abroad, remained in a Dublin hospital on Thursday as he was injured during the incident. He is the chief suspect in the case and garda\u00ed are keen to interview him.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A  care worker who tried to intervene was also wounded, but she was expected to make a full physical recovery. <\/p>\n<p class=\"c-paragraph paywall \">Two other teenage boys, from a third country, were also present and tried to intervene, but it is understood they were not injured.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Vadym Davydenko, whose family is from Kyiv, was fatally stabbed in an apartment at the Grattan Wood complex in Donaghmede, Dublin 13, just after 11am on Wednesday. <\/p>\n<p class=\"c-paragraph paywall \">He was one of four separated children seeking international protection, so-called SCSIPs, being housed in the apartment.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/10\/15\/teenager-dies-following-serious-incident-at-emergency-care-facility-in-north-dublin\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Ukrainian teen Vadym Davydenko killed in Dublin had only just arrived in IrelandOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The apartment was contracted by Tusla as a special emergency arrangement (SEA). Fifteen companies shared \u20ac56 million in payments from Tusla last year to run such SEAs.<\/p>\n<p class=\"c-paragraph paywall \">The use of this type of accommodation for vulnerable children has been repeatedly criticised as they are unregulated, located typically in rented apartments or hotels and staffed by private providers. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">They are not inspected by the <a href=\"https:\/\/www.irishtimes.com\/tags\/health-information-and-quality-authority-hiqa\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/health-information-and-quality-authority-hiqa\/\">Health Information and Quality Authority<\/a> (Hiqa).<\/p>\n<p class=\"c-paragraph paywall \">A Hiqa spokeswoman, asked whether it had inspected the Donaghmede facility, said on Wednesday: \u201cThis service does not fall within the remit of the Health Information and Quality Authority.<\/p>\n<p class=\"c-paragraph paywall \">\u201cChildren\u2019s residential centres run by voluntary or private organisations commissioned by Tusla are not within Hiqa\u2019s remit, nor are special emergency arrangements.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Earlier this year Tusla, warned of an increasing risk it would \u201cnot be able to provide services in line with standards and regulations\u201d to children seeking international protection and from Ukraine \u201cdue to the significant increase in the number of arrivals and the lack of sufficient resources to meet the demand\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThis could result in a large number of children being placed in special emergency arrangements,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A source who knew Vadym Davydenko said he was \u201cquite into sport\u201d and was \u201cstudying IT, he wanted to move on to cybersecurity and, with everything happening in <a href=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\">Ukraine<\/a>, to support the military against the Russian aggression &#8230; to [go back] and fight on the frontline lines in a cyberdivision\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cHe wanted to get a better education in Ireland and, you know, that is going to be difficult in Ukraine, it\u2019s very difficult. People were covered in blood\u2019Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Tusla had 619 new referrals to its SCSIP teams last year \u2013 a 32 per cent rise on 2023. Of these, 570 were taken into care or accommodated by Tusla, bringing the total of such children in its care last year to 893.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">A third of this cohort were from Ukraine, with two-thirds of children seeking international protection from countries including Somalia, Afghanistan, Nigeria, Palestine, Syria, Zimbabwe and Pakistan.
