{"id":132541,"date":"2025-10-19T19:43:08","date_gmt":"2025-10-19T19:43:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/132541\/"},"modified":"2025-10-19T19:43:08","modified_gmt":"2025-10-19T19:43:08","slug":"irelands-diplomatic-reshuffle-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/132541\/","title":{"rendered":"Ireland\u2019s diplomatic reshuffle \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">By nature, it likes to keep away from the public glare, but the Irish diplomatic machine is becoming more expansive \u2013 and as a result more conspicuous.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Last week saw an <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/14\/ambassadors-reshuffle-fraser-moves-to-un-post-byrne-nason-to-remain-in-washington\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/14\/ambassadors-reshuffle-fraser-moves-to-un-post-byrne-nason-to-remain-in-washington\/\">ambassadorial reshuffle<\/a> that helped to highlight the growing nature of the operation.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Former top civil servant at the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-the-taoiseach\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-the-taoiseach\/\">Department of Taoiseach<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/martin-fraser\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/martin-fraser\/\">Martin Fraser<\/a> is moving from his role as London ambassador to become ambassador to the United Nations (UN). It is part of a shake-up around the globe.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Joining Fraser on the move will be deputy secretary general of the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-foreign-affairs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-foreign-affairs\/\">Department of Foreign Affairs<\/a>, Sonja Hyland \u2013 who will take up the London role; Alison Milton who is to become ambassador to France while Jonathan Conlon moves from Ukraine to Poland.<\/p>\n<p class=\"c-paragraph paywall \">There are also a large number of moves due in Asia and Africa.<\/p>\n<p class=\"c-paragraph paywall \">Since 2018, the Department has added 25 new missions. Three new embassies have opened this year \u2013 with two more openings planned for 2026.<\/p>\n<p class=\"c-paragraph paywall \">The increase in scope can be seen in departmental spending too.<\/p>\n<p class=\"c-paragraph paywall \">Salary, wages and allowances for departmental staff stood at \u20ac143 million last year \u2013 up from \u20ac129 million in 2023.<\/p>\n<p class=\"c-paragraph paywall \">The Government justifies this wider footprint by pointing out that this is a time of increased geopolitical strife and \u2013 as a small country \u2013 Ireland needs to maximise its influence and presence wherever it can.<\/p>\n<p class=\"c-paragraph paywall \">It requires motivated individuals who are happy in many cases to move with their families to foreign postings. This might require shifting children out of their school and social circles for years at a time \u2013 with all the strain and stress that entails.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/10\/14\/ambassadors-reshuffle-fraser-moves-to-un-post-byrne-nason-to-remain-in-washington\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Martin Fraser to take up UN role in New York as part of ambassador reshuffleOpens in new window<\/a>\u00a0]<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Former ambassador Dan Mulhall says many appointees were expected to follow their postings wherever they might be.&#10;Photographer: Dara Mac D&#xF3;naill\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/CCQFSADNKJNRFP2JXAH4TOGZEQ.JPG\"   width=\"800\" height=\"534\"\/>Former ambassador Dan Mulhall says many appointees were expected to follow their postings wherever they might be.<br \/>\nPhotographer: Dara Mac D\u00f3naill <\/p>\n<p class=\"c-paragraph paywall \">Of course there are plum appointments \u2013 locations that are desirable and attractive places to work \u2013 but more challenging ones too.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThere are a lot of hard yards \u2013 diplomacy is not something that comes magically from the stem of a wine glass,\u201d says Dan Mulhall, whose first diplomatic role abroad saw him move to New Delhi in 1980 at the age of 24.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhen I got the phone call that I was going to New Delhi, it was a complete shock for me. I was geared up for Paris or Geneva. It was quite a challenge to go there at that age,\u201d he says.<\/p>\n<p class=\"c-paragraph paywall \">At that time, says Mulhall, many appointees were expected to follow their postings wherever they might be. The process of assigning roles has become more amenable to people\u2019s preferences over recent years \u2013 but you still \u201chave to be willing to take the rough with the smooth\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mulhall, who also had stints in Brussels and Washington, says he found the work very rewarding \u2013 and that the embassy network makes life more comfortable than if one was travelling and working on their own. <\/p>\n<blockquote cite=\"Dan Mulhall\" class=\"c-stack b-it-article-body__pullquote\" data-style-direction=\"vertical\" data-style-justification=\"start\" data-style-alignment=\"unset\" data-style-inline=\"false\" data-style-wrap=\"nowrap\">\n<p class=\"c-paragraph\">Diplomacy is not something that comes magically from the stem of a wine glass<\/p>\n<p>\u2014 \u00a0Dan Mulhall<\/p><\/blockquote>\n<p class=\"c-paragraph paywall \">However, it does place a strain on families.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMy children went to seven or eight schools in my time. Their schooling was a bit choppy. They didn\u2019t care at all for moving and always complained when we did. It is not an easy street for families.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Mulhall also mentions the strain of being away from elderly relatives \u2013 his two parents died while he was stationed abroad.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, his former colleague Bobby McDonagh began around the same time in Ireland\u2019s diplomatic service. Before ultimately ending up as an ambassador in London and Rome, he was first sent to Luxembourg in 1979.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMy wife is a diplomat and we were the first couple to get married to each other after the (Civil Service) marriage ban was lifted,\u201d he says. \u201cOur first child was six weeks old when I received the posting to Luxembourg, so Mary took a career break \u2013 and that went on and on.\u201d<\/p>\n<p class=\"c-paragraph paywall \">McDonagh talks about the isolation of working abroad in the late 70s and early 80s \u2013 and contrasts that to the more integrated existence of modern diplomacy. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/life-and-style\/abroad\/do-you-have-what-it-takes-to-be-an-irish-diplomat-1.3584552\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Do you have what it takes to be an Irish diplomat?Opens in new window<\/a>\u00a0]<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Former ambassador Bobby McDonagh meeting Queen Elizabeth at Buckingham Palace in 2009. While there was a paid trip home every 18 months \u2013 it was not a case where people could nip back and forth like is now possible.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cThe stability of the children of diplomats depended on their parents. At home, you have the granny and the neighbourhood \u2013 in Luxembourg we didn\u2019t know anyone there.\u201d<\/p>\n<p class=\"c-paragraph paywall \">McDonagh says his children had a great experience of growing up abroad \u2013 but their young age was a crucial factor. \u201cIt does depend on age \u2013 it becomes very difficult if the children are between the ages of 15 and 18.\u201d<\/p>\n<p class=\"c-paragraph paywall \">\u201cBeing a diplomatic spouse is hugely important \u2013 I couldn\u2019t have done many of the things I needed to without Mary. To have somebody you can completely rely on for general judgment \u2013 being the spouse of a foreign diplomat is a very important role.\u201d<\/p>\n<p class=\"c-paragraph paywall \">This is a recurring theme when talking to diplomats. Their partners, in many cases, struggle to take their careers with them \u2013 while at the same time having to play what is essentially an unpaid support role.<\/p>\n<blockquote cite=\"Eamonn McKee\" class=\"c-stack b-it-article-body__pullquote\" data-style-direction=\"vertical\" data-style-justification=\"start\" data-style-alignment=\"unset\" data-style-inline=\"false\" data-style-wrap=\"nowrap\">\n<p class=\"c-paragraph\">The fact that modern living is now predicated on two incomes has made diplomatic life much more complicated<\/p>\n<p>\u2014 \u00a0Eamonn McKee<\/p><\/blockquote>\n<p class=\"c-paragraph paywall \">The financial challenge of taking a family around the world has only increased over recent years, says former ambassador to Korea and Israel, Eamonn McKee.<\/p>\n<p class=\"c-paragraph paywall \">\u201cEverybody depends on a double income these days,\u201d he says. \u201cBack in the day when women tended not to work \u2013 that was fine \u2013 but the fact that modern living is now predicated on two incomes has made diplomatic life much more complicated.\u201d<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">McKee met his wife Mary Rae McGillis while working in Washington. She was a legislative staffer with US congressman Bruce Morrison. They went on to have three children together \u2013 two of whom were born in the US.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhen you are head of mission \u2013 your partner is very much working for the department,\u201d says McKee. \u201cThey are helping to organise receptions \u2013 meeting with the public and engaging with them.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThey are very much part of your diplomatic presence\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He says the diplomatic space is now much more crowded \u2013 and points to examples of prime ministers and presidents exchanging mobile phone numbers with one another. This means diplomats are sometimes scrambling to catch up on personal contacts that don\u2019t always go through traditional routes. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Ireland\u2019s ambassadors are now expected to make economic diplomacy a central part of the job. Business breakfasts, think-tank invites and lunches with chambers of commerce dominate many an agenda.<\/p>\n<blockquote cite=\"Dan Mulhall\" class=\"c-stack b-it-article-body__pullquote\" data-style-direction=\"vertical\" data-style-justification=\"start\" data-style-alignment=\"unset\" data-style-inline=\"false\" data-style-wrap=\"nowrap\">\n<p class=\"c-paragraph\">Nothing beats living in a country in order to understand it \u2013 you have to be on the ground<\/p>\n<p>\u2014 \u00a0Dan Mulhall<\/p><\/blockquote>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The disruptive policies of US president Donald Trump have ensured that this type of work stays to the fore. With free trade seemingly in decline \u2013 and new barriers emerging to foreign direct investment \u2013 the hunt is always on for new markets and new relationships.<\/p>\n<p class=\"c-paragraph paywall \">McKee says the expansion of State agencies abroad has increased the workload. The presence of a local IDA Ireland or Enterprise Ireland office in a particular location means more functions and meetings to attend. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/obituaries\/2025\/10\/18\/obituary-david-neligan-diplomat-who-played-key-role-in-navigating-anglo-irish-relationships\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Obituary: Diplomat who played key role in navigating Anglo-Irish relationshipsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Mulhall describes the lifestyle and support available to an Irish diplomat abroad as \u201caverage\u201d when compared to other western European missions \u2013 but the Irish foreign service \u201cruns a fairly tight ship\u201d. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He points out that Irish diplomats continue to pay their tax at home \u2013 and if someone wants a really lucrative career abroad they are better off working for a multinational company.<\/p>\n<p class=\"c-paragraph paywall \">All three retirees, however, have little complaint about their postings down through the years and say it was an honour to be able to represent their country.<\/p>\n<p class=\"c-paragraph paywall \">McKee says the foreign service is as crucial as it ever was. \u201cNothing beats living in a country in order to understand it \u2013 you have to be on the ground.
