China on Friday voted in favour of delaying the decision, while the others abstained.<\/p>\n<p>It is not clear when a carbon price would enter into force even if a consensus can be found next year, as the IMO <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/un-shipping-agency-strikes-deal-fuel-emissions-co2-fees-2025-04-11\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">had envisaged<\/a> ships would only pay for emissions from 2028.<\/p>\n<p>U.S. President Donald Trump called on IMO member states on Thursday to vote no, saying on his Truth Social platform that Washington would &#8220;not stand for this global green new scam tax on shipping and will not adhere to it in any way, shape or form&#8221;.<\/p>\n<p>The Trump administration is looking to take a bigger role in global shipping, and has previously used <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/business\/tariffs\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">tariffs as a weapon<\/a> to extract better terms from Washington\u2019s trade partners<\/p>\n<p>SHIPPING INDUSTRY REACTION<\/p>\n<p>The maritime sector had been expecting a regulatory framework to de-risk and unlock investment in alternative fuels and modern ships.<\/p>\n<p>Danish shipping company Maersk <a data-testid=\"Link\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/markets\/companies\/MAERSKb.CO\" rel=\"noopener nofollow\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC link-module__with-icon__qlg76\">(MAERSKb.CO), opens new tab<\/a> said the IMO&#8217;s decision was a loss of momentum for the industry&#8217;s efforts to decarbonise, adding that it will wait to see how the organisation intends to continue the work on the framework.<\/p>\n<p>&#8220;The delay leaves the shipping sector drifting in uncertainty,&#8221; said Faig Abbasov, director of shipping with environmental group Transport &amp; Environment.<\/p>\n<p>The IMO, which comprises 176 member countries, is responsible for regulating the safety and security of international shipping and preventing pollution.<\/p>\n<p>Global shipping accounts for nearly 3% of the world&#8217;s CO2 emissions. About 90% of the world&#8217;s trade is conducted by sea, and emissions are set to soar without an agreed mechanism.<\/p>\n<p data-testid=\"SignOff\" class=\"text-module__text__0GDob
