Watson Research Center in Yorktown Heights, New York on June 6, 2025.<\/p>\n<p>Angela Weiss | Afp | Getty Images<\/p>\n<p>The Trump administration is in talks with several quantum-computing firms about giving the Commerce Department equity stakes in exchange for federal funding, the Wall Street Journal <a href=\"https:\/\/www.wsj.com\/business\/entrepreneurship\/trump-administration-in-talks-to-take-equity-stakes-in-quantum-computing-firms-60ee5143?mod=hp_lead_pos5\" target=\"_blank\" rel=\"nofollow noopener\">reported<\/a> on Wednesday.\u00a0<\/p>\n<p>The <a href=\"https:\/\/www.cnbc.com\/2025\/10\/23\/trump-quantum-stock-stake.html\" rel=\"nofollow noopener\" target=\"_blank\">Commerce Department<\/a> later denied that active talks were happening, telling CNBC that it is &#8220;not currently negotiating equity stakes with quantum computing companies.&#8221;<\/p>\n<p>The Journal, citing anonymous sources familiar with the matter, said the companies include <a href=\"https:\/\/www.cnbc.com\/quotes\/IONQ\/\" rel=\"nofollow noopener\" target=\"_blank\">IonQ<\/a>, <a href=\"https:\/\/www.cnbc.com\/quotes\/RGTI\/\" rel=\"nofollow noopener\" target=\"_blank\">Rigetti Computing<\/a> and <a href=\"https:\/\/www.cnbc.com\/quotes\/QBTS\/\" rel=\"nofollow noopener\" target=\"_blank\">D-Wave Quantum<\/a>. Other firms, such as <a href=\"https:\/\/www.cnbc.com\/quotes\/QUBT\/\" rel=\"nofollow noopener\" target=\"_blank\">Quantum Computing Inc<\/a>. and Atom Computing, are considering similar arrangements, it added.\u00a0<\/p>\n<p>Shares of <a href=\"https:\/\/www.cnbc.com\/2025\/10\/23\/quantum-stocks-trump-equity-denial.html\" rel=\"nofollow noopener\" target=\"_blank\">quantum stocks<\/a> pulled back slightly after the Commerce statement, but still stayed higher Thursday. IonQ jumped 7%. D-Wave climbed 15%. Rigetti added 11%. Quantum Computing was up 6%. <a href=\"https:\/\/www.cnbc.com\/quotes\/ARQQ\/\" rel=\"nofollow noopener\" target=\"_blank\">Arqit Quantum<\/a> added 12%.<\/p>\n<p>The WSJ report aligns with recent efforts by Washington to take stakes in major companies within industries seen as vital to U.S. national security, especially those receiving public funds.\u00a0<\/p>\n<p>One of the earliest examples under U.S. President Donald Trump&#8217;s second term came when the Defense Department <a href=\"https:\/\/www.cnbc.com\/2025\/07\/10\/pentagon-to-become-largest-shareholder-in-rare-earth-magnet-maker-mp-materials.html\" rel=\"nofollow noopener\" target=\"_blank\">invested $400 million<\/a> in American rare earths company MP Materials for about a 15% stake in the company.\u00a0<\/p>\n<p>A month later, the government <a href=\"https:\/\/www.cnbc.com\/2025\/08\/22\/intel-goverment-equity-stake.html\" rel=\"nofollow noopener\" target=\"_blank\">took a roughly 10% stake<\/a> in semiconductor firm Intel \u2014 the only American company capable of making advanced AI processors on U.S. soil.<\/p>\n<p>The stakes in quantum computing companies would come with minimum funding awards of $10 million each, according to the Journal, citing people familiar with the matter. Other technology companies are also expected to compete for the grants.<\/p>\n<p><a id=\"headline0\"\/>An interventionist shift in Washington<\/p>\n<p>The U.S. government&#8217;s growing interest in taking stakes in private companies is quite unprecedented in recent decades, especially outside of a financial crisis, signaling an ideological shift toward greater intervention in certain industries.\u00a0<\/p>\n<p>However, the Trump administration will not take stakes in nonstrategic industries, Treasury Secretary Scott Bessent <a href=\"https:\/\/www.cnbc.com\/2025\/10\/15\/trump-xi-china-bessent-price-floor-rare-earth-critical-mineral.html\" rel=\"nofollow noopener\" target=\"_blank\">told CNBC<\/a> in an exclusive interview on Oct. 15. &#8220;We do have to be very careful not to overreach,&#8221; he said.<\/p>\n<p>Trump and Commerce Secretary Howard Lutnick have argued that the government should benefit from a company&#8217;s success in cases where federal funds have played a role in its growth.<\/p>\n<p>The targeted industries also appear to reflect Washington&#8217;s focus on technological and economic competition with China.\u00a0<\/p>\n<p>The U.S. stake in MP Materials, for example, came after China restricted exports of rare earth elements \u2014essential components in high-tech products \u2014 prompting Washington to boost efforts to build its domestic supply chain.\u00a0<\/p>\n<p>Intel&#8217;s funding also aligns with U.S. efforts to strengthen its domestic semiconductor industry to support its broader race for dominance in artificial intelligence.<\/p>\n<p>Quantum computing, which utilizes quantum mechanics to solve problems beyond the capabilities of today&#8217;s most supercomputers, is likely viewed as one of the next strategically critical technologies for Washington to focus on, due to its massive economic and security implications.\u00a0<\/p>\n<p>Experts believe that the advanced tech could revolutionize fields including medicine, finance, and materials science by solving complex problems currently impossible for traditional computers, and pose major cybersecurity threats if it falls into the hands of adversaries.<\/p>\n<p>Stock Chart IconStock chart icon<img decoding=\"async\" src=\"https:\/\/static-redesign.cnbcfm.com\/dist\/a54b41835a8b60db28c2.svg\" class=\"Collapsible-dismissButton\" alt=\"hide content\"\/><\/p>\n<p>IonQ, D-Wave, Rigetti Computing, Quantum Computing, Arqit Quantum,1 day stock chart.<\/p>\n","protected":false},"excerpt":{"rendered":"Parts of the IBM Quantum System Two are displayed at IBM Thomas J.
