We cannot do what we do without your support.<\/p>\n<p>Poland has recorded the EU\u2019s second-fastest annual increase in public debt, according to new figures from Eurostat.<\/p>\n<p>While Poland\u2019s overall level of public debt remains well below the EU average, its recent rapid increase has prompted concern over the country\u2019s finances and action from the European Commission, which last year <a href=\"https:\/\/notesfrompoland.com\/2024\/10\/10\/poland-sets-out-plan-to-bring-deficit-below-eus-3-limit\/\" rel=\"nofollow noopener\" target=\"_blank\">placed the country under its excessive deficit procedure<\/a>.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-85542\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/Screenshot-2025-10-23-135510.png\" alt=\"\" width=\"1040\" height=\"716\"  \/><\/p>\n<p>Public debt in Poland rose to 58.1% of gross domestic product (GDP) at the end of the second quarter of this year, up 6.1 percentage points from the same period a year earlier. Only Finland saw a faster increase, with debt rising 7.8 points to 88.4% of GDP, according to Eurostat.<\/p>\n<p>The EU statistical agency reported that the average public debt-to-GDP ratio across the EU stood at 81.9% at the end of the second quarter, while the eurozone average was higher at 88.2%.<\/p>\n<p>Greece remained the bloc\u2019s most indebted country, with public debt at 151.2% of GDP, followed by Italy at 138.3% and France at 115.8%. Estonia (23.2%), Luxembourg (25.1%), and Bulgaria (26.3%) had the lowest debt ratios. Poland ranked 13th among EU members.<\/p>\n<p>\u00a0<\/p>\n<p><strong>No matter where you are in the world, we help you stay connected to Poland. <\/strong><\/p>\n<p><strong>Our small, non-profit team delivers free, fact-checked news and analysis. <\/strong><\/p>\n<p><a href=\"https:\/\/notesfrompoland.com\/donations\/support-us-2\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-85179 aligncenter lazyload\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/week-2-landscape.png\" alt=\"\" width=\"500\" height=\"281\" style=\"--smush-placeholder-width: 500px; --smush-placeholder-aspect-ratio: 500\/281;\"\/><\/a><\/p>\n<p>\u00a0<\/p>\n<p>\u201cHowever, there are many indications that we will gradually move up in this inglorious ranking,\u201d wrote Tomasz Ho\u0144do, a financial analyst at Quercus TFI, noting that the government\u2019s latest debt strategy projects debt rising to 75% of GDP by 2029.<\/p>\n<p>Poland has been running sizeable budget deficits in recent years as it <a href=\"https:\/\/notesfrompoland.com\/2025\/03\/21\/polish-government-approves-bill-to-boost-spending-on-social-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">boosts social spending<\/a> and <a href=\"https:\/\/notesfrompoland.com\/2025\/08\/29\/poland-plans-record-defence-spending-of-4-8-gdp-in-2026-budget-along-with-lower-deficit\/\" rel=\"nofollow noopener\" target=\"_blank\">ramps up defence investment<\/a> following Russia\u2019s full-scale invasion of Ukraine.<\/p>\n<p>Economists warn that, despite strong economic growth, the government has shown little determination to rein in spending or curb the debt burden. They argue that temporary tax measures and ad hoc revenue increases will not be enough to reverse the rising debt trend.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"pl\" dir=\"ltr\">Finanse publ. \u2013 odc. 2. The government<a href=\"https:\/\/notesfrompoland.com\/2025\/08\/29\/poland-plans-record-defence-spending-of-4-8-gdp-in-2026-budget-along-with-lower-deficit\/\" rel=\"nofollow noopener\" target=\"_blank\">\u00a0expects a deficit of 271.7 billion zloty in 2026<\/a>.<\/p>\n<p>Ho\u0144do points to the cumulative effect of the budget deficit in rising debt. \u201cOver the past three years \u2013 since 2022, when the war in Ukraine began \u2013 [Poland\u2019s] public debt under the EU definition has risen by nearly 11% of GDP,\u201d he wrote.<\/p>\n<p>This was the third-largest increase in the bloc after Finland and Romania in that period. \u201cOf course, this can be partly explained by the need for military spending (it\u2019s no coincidence that the largest rise is seen in Finland),\u201d he added.<\/p>\n<p>Poland\u2019s defence spending has surged to<a href=\"https:\/\/notesfrompoland.com\/2025\/09\/02\/poland-largest-relative-defence-spender-in-nato-new-figures-confirm\/\" rel=\"nofollow noopener\" target=\"_blank\"> the highest level in NATO relative to GDP<\/a>, adding pressure to already stretched public finances.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-83618 lazyload\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/Screenshot-2025-09-02-110452.png\" alt=\"\" width=\"825\" height=\"546\"  data- style=\"--smush-placeholder-width: 825px; --smush-placeholder-aspect-ratio: 825\/546;\"\/><\/p>\n<p>Poland has been under the EU\u2019s excessive deficit procedure since last year, after its deficit exceeded the bloc\u2019s 3% of GDP limit. Warsaw has<a href=\"https:\/\/notesfrompoland.com\/2024\/10\/10\/poland-sets-out-plan-to-bring-deficit-below-eus-3-limit\/\" rel=\"nofollow noopener\" target=\"_blank\">\u00a0pledged the fastest possible correction<\/a>, aiming to bring the deficit down to 2.9% by 2028.<\/p>\n<p>Janusz Jankowiak, chief economist at the Polish Business Roundtable, however, described the latest actions proposed by the government to amend the situation, which include raising the VAT rate to 23% on non-alcoholic versions of alcoholic beverages and tightening tax enforcement, as \u201charvesting peanuts\u201d.<\/p>\n<p>\u201cThis will not stop the trend of increasing public debt,\u201d he said, noting also that some of the plans to raise taxes may never enter force, as they may get vetoed by opposition-aligned President Karol Narocki.<\/p>\n<p>Last week, as part of efforts to increase taxes,<a href=\"https:\/\/notesfrompoland.com\/2025\/10\/18\/polish-parliament-approves-corporate-income-tax-hike-for-banks\/\" rel=\"nofollow noopener\" target=\"_blank\"> the Polish parliament approved a hike of corporate income tax for banks,<\/a> a move described by the finance ministry as a form of \u201csocial justice\u201d given banks\u2019 high profits during a <a href=\"https:\/\/notesfrompoland.com\/2025\/05\/07\/poland-cuts-interest-rates-for-first-time-since-2023-citing-weaker-economy-activity-and-slowing-inflation\/\" rel=\"nofollow noopener\" target=\"_blank\">recent period of high interest rates<\/a>.
