{"id":146928,"date":"2025-10-26T23:34:12","date_gmt":"2025-10-26T23:34:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/146928\/"},"modified":"2025-10-26T23:34:12","modified_gmt":"2025-10-26T23:34:12","slug":"spanish-firm-in-legal-challenge-over-awarding-of-e650m-fleet-contract","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/146928\/","title":{"rendered":"Spanish firm in legal challenge over awarding of \u20ac650m fleet contract"},"content":{"rendered":"<p style=\"color:var(--color-primary-80)\" data-testid=\"title-summary\">Irish Rail\u2019s plans suffer blow over judicial review and battery problems delaying roll out of hybrid trains\n<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Swiss manufacturer Stadler was set to be named as the winner in the procurement process but runner up Construcciones y Auxiliar de Ferrocarriles (CAF) is now seeking a judicial review at the High Court.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The legal move by the Spanish manufacturer is the latest setback to major plans for expansion that Irish Rail has over the coming years.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Last week, Irish Rail\u2019s new chief executive Mary Considine told the Joint Oireachtas Committee on Transport that battery problems will substantially delay the introduction of new hybrid trains for its planned northern Dart extension \u2013 which will run on the same line into Dublin city as the new Enterprise fleet.<\/p>\n<blockquote class=\"indo-1d70522a_marginbottom5 indo-1d70522a_margintop5 indo-26838ee5_paddingbottom3 indo-26838ee5_paddingleft7 indo-26838ee5_paddingright5 indo-26838ee5_paddingtop3 indo-b184cee3_openquote\" style=\"border-left-color:var(--color-primary-base);border-left-style:solid;border-left-width:0\" data-testid=\"inline-quote\">\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-91174671_secondary indo-66f0fec7_medium indo-1d70522a_marginbottom0\" style=\"color:var(--color-black-base)\">The new train fleet will knock up to 20 minutes off the journey<\/p>\n<\/blockquote>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Both projects are central to Irish Rail\u2019s plans to go from just over 50 million journeys a year today to 180 million journeys.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The Enterprise fleet contract is for an initial eight new hybrid electric\/diesel train sets, up to a maximum 200 metres in length, to operate the hourly service that was introduced last October between Dublin and Belfast.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The new train fleet will knock up to 20 minutes off the journey and tie in with further electrification of the line.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The existing Enterprise four-train rail fleet will come to the end of its standard design life in 2027. Photo: Arthur Ellis Photography<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">\u201cThe two companies have issued notifications regarding the outcome of the Enterprise Train Fleet procurement process,\u201d said a spokesman for Irish Rail. \u201cA challenge has been received by a bidder and this is being addressed by organisations through the legal process.\u201d<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">He said that Irish Rail and Translink \u2013 under which Northern Ireland Railways operates \u2013 had selected a preferred supplier for the replacement of the Enterprise fleet \u201cwith a new generation of modern, sustainable trains, following a robust and competitive procurement process\u201d.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The \u201ctransformational programme\u201d was being progressed in readiness for an application for funding approval to the Governments of Ireland and Northern Ireland, alongside the Special EU Programmes Body through the PEACEPLUS Programme. That application is to be submitted imminently, said the spokesman, and would bring funding of \u20ac165m for the project under the PEACEPLUS cross-border EU programme.<\/p>\n<blockquote class=\"indo-1d70522a_marginbottom5 indo-1d70522a_margintop5 indo-26838ee5_paddingbottom3 indo-26838ee5_paddingleft7 indo-26838ee5_paddingright5 indo-26838ee5_paddingtop3 indo-b184cee3_openquote\" style=\"border-left-color:var(--color-primary-base);border-left-style:solid;border-left-width:0\" data-testid=\"inline-quote\">\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-91174671_secondary indo-66f0fec7_medium indo-1d70522a_marginbottom0\" style=\"color:var(--color-black-base)\">During testing, a similar battery did not pass the required tests<\/p>\n<\/blockquote>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Any delays to the Enterprise fleet will only add to headaches that Irish Rail is facing on the line north of Dublin\u2019s Connolly station.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The introduction of the new timetable caused months of major problems for commuter services that share the line in the Dublin region. Irish Rail had been targeting the introduction of the first of the new Dart+ trains into service for the end of 2026 on the Northern commuter line.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The first new battery-electric trains of the 37 needed for this service have been delivered by manufacturer Alstom for that service and a testing and commissioning process is under way.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">But during testing for an Australian tram project, a similar battery did not pass the required tests and needed some redesign, forcing Alstom to redesign the Dart+ battery, likely delaying delivery until the second quarter of 2027.
