{"id":150425,"date":"2025-10-28T23:30:12","date_gmt":"2025-10-28T23:30:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/150425\/"},"modified":"2025-10-28T23:30:12","modified_gmt":"2025-10-28T23:30:12","slug":"councillor-suspended-after-admitting-intimidatory-behaviour-towards-senior-staff-member-the-irish-news","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/150425\/","title":{"rendered":"Councillor suspended after admitting \u201cintimidatory\u201d behaviour towards senior staff member \u2013 The Irish News"},"content":{"rendered":"<p class=\"c-paragraph\">A Lisburn councillor has been suspended after accepting acts of \u201cintimidatory\u201d behaviour towards a \u201csenior council officer\u201d.<\/p>\n<p class=\"c-paragraph\">A public hearing was due to take place over two days this week, but no witnesses were called after legal teams came to an 11th hour agreement.<\/p>\n<p class=\"c-paragraph\">The conduct relates to a two person incident at the <a href=\"https:\/\/www.irishnews.com\/tags\/lisburn\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishnews.com\/tags\/lisburn\/\">Lisburn<\/a> and Castlereagh City Council (LCCC) full council meeting on 25 June 2024.<\/p>\n<p class=\"c-paragraph\">Lisburn North independent councillor, Gary Hynds issued a statement to the Local Democracy Reporting Service (LDRS) through his solicitor (Patrick Higgins, Donnelly &amp; Wall) following the adjudication hearing on Tuesday afternoon (Oct 28).<\/p>\n<p><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/hundreds-of-families-in-north-have-benefits-stopped-after-flying-home-through-dublin-airport-I5BVOO7RTRBKHBIPUYJMQIPDIY\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Hundreds of families in north have benefits stopped after flying home through Dublin Airport\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/UO2VFLQHTVMIDEXFVV4OAEYPLE.jpg\"  width=\"800\" height=\"450\"\/><\/a><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/up-to-five-informers-linked-to-ira-killing-of-man-wrongly-accused-of-being-a-tout-J2QCUTZ45BB3RH3HKV2T5IAZ4Q\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Up to five informers linked to IRA killing of man wrongly accused of being a &#x2018;tout&#x2019;\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/10\/BXP4YQJE75HV7MM3YE2ZLYODI4.JPG\"  width=\"800\" height=\"450\"\/><\/a><\/p>\n<p class=\"c-paragraph\">It reads: \u201cAt all times I have acted in what I believed to be in the best interests of my constituents and highlighted important issues that I believe all constituents have a right to know about.<\/p>\n<p class=\"c-paragraph\">\u201cI believe in transparency and public accountability. I accept the decision of the adjudicating Commissioner Mr Gordon and I will continue to hold Lisburn and Castlereagh City Council to account on all matters of public importance.\u201d<\/p>\n<p class=\"c-paragraph\">The LDRS understands all councillors present in chambers on the night in question provided witness accounts to the Commissioner for Standards about the altercation.<\/p>\n<p class=\"c-paragraph\">The LCCC minutes of the full council meeting show 30 elected members were present with 10 apologies for non-attendance.<\/p>\n<p class=\"c-paragraph\">The incident between Councillor Hynds and a senior member of staff took place after the council had been meeting confidentially so the live-stream of the meeting had been turned off and if any members of the public had been there they would have been asked to leave.<\/p>\n<p class=\"c-paragraph\">A statement released today (Oct 28) by the Northern Ireland Local Government Commissioner for Standards Office, reads: \u201cCouncillor Gary Hynds will be suspended for one month following an adjudication hearing held today (28 October).<\/p>\n<p class=\"c-paragraph\">\u201cThe sanction related to an incident in the council chamber on 25 June 2024 in which an altercation took place between the councillor and a senior member of council staff.<\/p>\n<p class=\"c-paragraph\">\u201cFollowing the altercation an allegation was made to the Commissioner for Standards that the councillor had failed to comply with the Councillor\u2019s Code of Conduct.<\/p>\n<p class=\"c-paragraph\">\u201cIn his investigation report the Deputy Commissioner stated that the councillor may have failed to comply with the Code\u2019s rules which deal with respect and consideration for others.<\/p>\n<p class=\"c-paragraph\">\u201cHe also presented evidence which suggested that the councillor may have conducted himself in a manner which could have brought his position as a councillor into disrepute.\u201d<\/p>\n<p class=\"c-paragraph\">It adds: \u201cIn advance of a number of witnesses giving evidence to the hearing to determine the facts of the case, the councillor agreed that his behaviour was intimidatory and that he had breached the respect provision of the Code. However, he denied that his actions amounted to bullying or harassment.<\/p>\n<p class=\"c-paragraph\">\u201cAlthough he believed he was motivated by the public interest, he agreed to issue an apology to the senior council officer for his behaviour.<\/p>\n<p class=\"c-paragraph\">\u201cThanking both parties for their willingness to cooperate to find an agreed position on the facts, Adjudication Commissioner Ian Gordon stated that he was able to move to a decision on sanction.<\/p>\n<p class=\"c-paragraph\">\u201cAfter taking account of the mitigating and aggravating factors, he believed the most appropriate sanction was to suspend Councillor Hynds from his position as councillor for one month, starting from the date of his full written decision.\u201d<\/p>\n<p class=\"c-paragraph\">It is understood that the Commissioner\u2019s Office will release its decision in a matter of days.<\/p>\n<p class=\"c-paragraph\">A council spokesperson said: \u201cThe matter is now closed and we will be making no further comment in relation to this issue.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"A Lisburn councillor has been suspended after accepting acts of \u201cintimidatory\u201d behaviour towards a \u201csenior council officer\u201d.
