{"id":153998,"date":"2025-10-30T20:41:07","date_gmt":"2025-10-30T20:41:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/153998\/"},"modified":"2025-10-30T20:41:07","modified_gmt":"2025-10-30T20:41:07","slug":"hse-managers-to-get-up-to-e32000-each-in-back-pay-forgone-after-financial-crash-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/153998\/","title":{"rendered":"HSE managers to get up to \u20ac32,000 each in back pay forgone after financial crash \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Senior <a href=\"https:\/\/www.irishtimes.com\/tags\/hse\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hse\">HSE<\/a> managers who missed out on a 5 per cent pay increase due to the economic crash are to receive up to \u20ac32,000 in back pay under terms recommended by the <a href=\"https:\/\/www.irishtimes.com\/tags\/labour-court\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/labour-court\">Labour Court<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">Its recommendation will benefit 350 current and former managers working for the HSE and voluntary hospitals. <\/p>\n<p class=\"c-paragraph paywall \">The retrospective decision concerns an increase that was implemented last year.<\/p>\n<p class=\"c-paragraph paywall \">The decision has its roots in a 2007 report by the Review Body on Higher Remuneration in the Public Sector. <\/p>\n<p class=\"c-paragraph paywall \">This report had recommended implementing a 5 per cent pay increase for cohorts of managers across various departments and organisations, including assistant national directors in the health service. <\/p>\n<p class=\"c-paragraph paywall \">While the increases were generally applied elsewhere, the HSE did not pay them due to cuts in public spending after the crash.<\/p>\n<p class=\"c-paragraph paywall \">The union involved, <a href=\"https:\/\/www.irishtimes.com\/tags\/forsa\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/forsa\/\">F\u00f3rsa<\/a>, continued to pursue the cuts. It wanted full retrospective payment of the money, which would now amount to 18 years of back pay. The HSE argued the amount involved was prohibitive.<\/p>\n<p class=\"c-paragraph paywall \">The sides differed on whether Financial Emergency Measures in the Public Interest legislation prohibited retrospection.<\/p>\n<p class=\"c-paragraph paywall \">After talks last year at the <a href=\"https:\/\/www.irishtimes.com\/tags\/workplace-relations-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/workplace-relations-commission\/\">Workplace Relations Commission<\/a>, a deal was recommended, with implementation of the 5 per cent increase worth up to \u20ac8,000 a year to the staff involved. It recommended this should be paid for one retrospective year only.   <\/p>\n<p class=\"c-paragraph paywall \">The union then brought the issue to the Labour Court, which recommended the 5 per cent increase should be paid for four retrospective years.
