{"id":15577,"date":"2025-08-22T06:26:09","date_gmt":"2025-08-22T06:26:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/15577\/"},"modified":"2025-08-22T06:26:09","modified_gmt":"2025-08-22T06:26:09","slug":"private-firm-caring-for-vulnerable-children-supplied-fake-garda-vetting-clearances-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/15577\/","title":{"rendered":"Private firm caring for vulnerable children supplied fake Garda vetting clearances \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">A company trusted to house some of the most vulnerable <a href=\"https:\/\/www.irishtimes.com\/tags\/childcare\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/childcare\/\">children<\/a> in the care of the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-equality-disability-integration-and-youth\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-equality-disability-integration-and-youth\/\">State<\/a> supplied false Garda vetting clearances of its care staff and accommodated young people in overcrowded, \u201cunsuitable\u201d conditions.<\/p>\n<p class=\"c-paragraph paywall \">Despite this, the businessman behind the group has gone on to win a further multimillion euro State contract, to work with asylum seekers, as well as provide housing for Ukrainian <a href=\"https:\/\/www.irishtimes.com\/tags\/migrant-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/migrant-crisis\/\">refugees<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">An investigation by The Irish Times has established that the Co Meath company Good People Homecare submitted forged Garda background checks, which falsely cleared some of its employees to work with at-risk children.<\/p>\n<p class=\"c-paragraph paywall \">The company was paid several million euros to oversee emergency housing for children in care, before <a href=\"https:\/\/www.irishtimes.com\/tags\/tusla\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tusla\/\">Tusla<\/a>, the child and family agency, became concerned Garda vetting clearances supplied about some of its workers were fake.<\/p>\n<p class=\"c-paragraph paywall \">An employee of Good People was earlier this year convicted of forgery and falsifying Garda vetting documentation of staff who were looking after children in State care. The company is run by Gerard Chimbganda, a businessman and evangelical pastor originally from Zimbabwe. <\/p>\n<p class=\"c-paragraph paywall \">Good People was one of several private firms Tusla had relied on to manage emergency accommodation for vulnerable children in care, due to a shortage of foster carers and lack of space in regulated group care homes. <\/p>\n<p class=\"c-paragraph paywall \">Tusla became concerned the company had \u201cfalsified\u201d paperwork indicating staff passed criminal background checks in late 2023, reporting the matter to the Garda, who began an investigation. <\/p>\n<p class=\"c-paragraph paywall \">Internal emails show Tusla flagged more than 20 cases where they had \u201cserious concerns\u201d about vetting being fake. <\/p>\n<p class=\"c-paragraph paywall \">The State\u2019s child protection agency stopped placing children into accommodation run by Good People, which was typically rented houses or apartments with care staff on site.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Good People was one of several private firms Tusla had relied on to manage emergency accommodation for vulnerable children in care, due to a shortage of carers and home spaces\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/ZCW2ZEKN7FFJXD6GOHSEVA7QIA.jpg\"   width=\"800\" height=\"533\"\/>Good People was one of several private firms Tusla had relied on to manage emergency accommodation for vulnerable children in care, due to a shortage of carers and home spaces <\/p>\n<p class=\"c-paragraph paywall \">One of its now former employees, who is understood to be a younger relative of Mr Chimbganda, was charged with 110 counts of forgery and falsification of Garda vetting disclosures. The 22-year-old woman was convicted in Trim Circuit Court this May and given an 18-month suspended sentence, according to court records.<\/p>\n<p class=\"c-paragraph paywall \">When contacted, Mr Chimbganda said the case concerned a \u201cformer junior employee, who acted entirely alone\u201d, without the knowledge of management. <\/p>\n<p class=\"c-paragraph paywall \">\u201cUpon discovery, Good People fully co-operated with the authorities, her employment was terminated, and she has never been re-engaged,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">All care staff hold valid Garda vetting clearance and \u201cno director or member of senior management engaged in any wrongdoing\u201d, he said.<\/p>\n<p class=\"c-paragraph paywall \">Briefing papers show Tusla told the Department of Children about the company supplying falsified Garda vetting checks in April 2024, five months after the agency first uncovered the issue. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/social-affairs\/2025\/08\/04\/tusla-expects-to-be-68m-over-budget-this-year-as-demand-for-services-rises\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Tusla expects to be \u20ac68m over budget this year as demand for services risesOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The department awarded another company run by Mr Chimbganda, Minana International, a public contract worth an estimated \u20ac6 million late last year, to carry out \u201cvulnerability assessments\u201d of asylum seekers. That company trades under the name Good People and shares the same directors and address. <\/p>\n<p class=\"c-paragraph paywall \">It was already being paid hundreds of thousands of euros a year to provide accommodation to Ukrainian refugees, including women and children, since late 2022. Good People Homecare continues to provide home care services to older people in Co Meath, on behalf of the Health Service Executive. <\/p>\n<p class=\"c-paragraph paywall \">In a statement, Tusla said its internal checks spotted \u201cirregularities in Garda vetting documentation\u201d supplied by Good People. <\/p>\n<p class=\"c-paragraph paywall \">Kate Duggan, Tusla chief executive, said children in its care had to be looked after by qualified, vetted professionals. \u201cThis case demonstrates our commitment to strong governance and our willingness to act swiftly when concerns arise,\u201d she said. <\/p>\n<p class=\"c-paragraph paywall \">Internal Tusla inspections of accommodation run by Good People found children were living in crowded conditions in \u201cunsuitable\u201d properties.
