Artificial intelligence giant Nvidia&#8217;s <a data-testid=\"Link\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/markets\/companies\/NVDA.O\" rel=\"noopener nofollow\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC link-module__with-icon__qlg76\">(NVDA.O), opens new tab<\/a> most advanced chips will be reserved for U.S. companies and kept out of China and other countries, U.S. President Donald Trump said.<\/p>\n<p>During a taped interview that aired on Sunday on CBS&#8217; he told CBS, echoing remarks made earlier to reporters as he returned to Washington from a weekend in Florida. &#8220;We don&#8217;t give (the Blackwell) chip to other people,&#8221; he said during the flight.<\/p>\n<p>The remarks suggest Trump may impose tighter restrictions around cutting-edge American AI chips than U.S. officials previously had indicated, with China and potentially the rest of the world barred from accessing the most sophisticated semiconductors.<\/p>\n<p>In July, <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/legal\/government\/trump-administration-supercharge-ai-sales-allies-loosen-environmental-rules-2025-07-23\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">the Trump administration released<\/a> a new artificial intelligence blueprint seeking to loosen environmental rules and vastly expand AI exports to allies, in a bid to maintain the American edge over China in the critical technology.And just last Friday, Nvidia said it would <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/business\/media-telecom\/nvidia-supply-more-than-260000-blackwell-ai-chips-south-korea-2025-10-31\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">supply<\/a> more than 260,000 Blackwell AI chips to South Korea and some of the country&#8217;s biggest businesses, including Samsung Electronics <a data-testid=\"Link\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/markets\/companies\/005930.KS\" rel=\"noopener nofollow\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC link-module__with-icon__qlg76\">(005930.KS), opens new tab<\/a>.Questions have also swirled about whether Trump would allow shipments of a scaled-down version of Blackwell chips to China since August, <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/world\/china\/trump-opens-door-sales-version-nvidias-next-gen-ai-chips-china-2025-08-12\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">when he suggested he might allow such sales<\/a>.<\/p>\n<p>Trump told CBS he would not allow the sale of the most advanced Blackwells to Chinese companies, but he did not rule out a path for them to obtain a less capable version of the chip. &#8220;We will let them deal with Nvidia but not in terms of the most advanced,&#8221; he said during the &#8220;60 Minutes&#8221; interview.<\/p>\n<p>The possibility that any version of Blackwell chips might be sold to Chinese firms has drawn criticism from China hawks in Washington, who fear the technology would supercharge China&#8217;s military capabilities and accelerate its AI development.<\/p>\n<p>Republican Congressman John Moolenaar, who chairs the House Select Committee on China, <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/world\/china\/giving-nvidias-blackwell-chip-china-would-slash-uss-ai-advantage-experts-say-2025-10-29\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">said such a move<\/a> &#8220;would be akin (to) giving Iran weapons-grade uranium.&#8221;Trump had hinted he might discuss the chips with Chinese President Xi Jinping ahead of their summit in South Korea last week, but ultimately said the <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/world\/china\/despite-high-expectations-trump-didnt-discuss-nvidias-blackwell-chip-with-xi-2025-10-30\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">topic did not come up<\/a>.<\/p>\n<p>Nvidia has not sought U.S. export licenses for the Chinese market because of Beijing&#8217;s stance on the company, CEO Jensen Huang said last week.<\/p>\n<p>&#8220;They&#8217;ve made it very clear that they don&#8217;t want Nvidia to be there right now,&#8221;
