{"id":161263,"date":"2025-11-03T22:55:12","date_gmt":"2025-11-03T22:55:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/161263\/"},"modified":"2025-11-03T22:55:12","modified_gmt":"2025-11-03T22:55:12","slug":"governments-new-housing-plan-will-affect-property-valuations-for-years-auctioneers-say-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/161263\/","title":{"rendered":"Government\u2019s new housing plan will affect property valuations for years, auctioneers say \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The political decisions the Government is going to make in its imminent <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">new housing plan<\/a> will impact property valuations, residential and commercial, for years to come, auctioneers and valuers have said.<\/p>\n<p class=\"c-paragraph paywall \">Irish house prices rose at an annualised rate of 7.4 per cent in August, unchanged from the previous month, while the average price paid for a home was \u20ac423,000, the latest official figures show.<\/p>\n<p class=\"c-paragraph paywall \">Price growth is being fuelled by a combination of supply shortages, aggravated by a slowdown in new home completions, and State incentives to buy.<\/p>\n<p class=\"c-paragraph paywall \">The C<a href=\"https:\/\/www.irishtimes.com\/tags\/central-statistics-office\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/central-statistics-office\/\">entral Statistics Office\u2019s Residential Property Price Index<\/a> for August indicated prices in Dublin increased at an annual rate of 5.3 per cent while prices outside the capital were up by 9.2 per cent year-on-year.<\/p>\n<p class=\"c-paragraph paywall \">Speaking ahead of Tuesday\u2019s conference on European valuation to be held at the RDS, <a href=\"https:\/\/www.irishtimes.com\/tags\/institute-of-professional-auctioneers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/institute-of-professional-auctioneers\/\">Institute of Professional Auctioneers and Valuers <\/a>(IPAV) chief executive Genevieve McGuirk said the new plan must be strong enough to stimulate supply.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis can only be achieved by encouraging investment, speeding up planning and infrastructure, and co-ordinating the disparate and disjointed elements of housing policy,\u201d she said.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/11\/01\/the-eu-wants-to-help-fix-europes-housing-crisis-can-it\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">The EU wants to help fix Europe\u2019s housing crisis, can it?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe cannot afford to see price increases for homes continue at the level they\u2019ve been at in recent years.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The number of people homeless has reached another record high, surpassing 16,500 for the first time, including more than 5,200 children \u2013 another landmark high \u2013 latest figures show.<\/p>\n<p class=\"c-paragraph paywall \">Building up Ireland\u2019s construction force is considered key to tackling the problem. There are about 170,000 workers in the construction industry, down from 237,000 at the height of the Celtic Tiger period.<\/p>\n<p class=\"c-paragraph paywall \">The Government has set a target of building 303,000 homes between 2025 and 2030, when its term in office is due to end. The revised targets would mean delivering an average of 50,500 homes a year.<\/p>\n<p class=\"c-paragraph paywall \">Ms McGuirk, a former head of education at IPAV, said property valuations are a \u201ccritical element\u201d of a properly functioning economy, with \u201cmuch to be learned from the financial crash in advance of which property valuations were not taken seriously enough by lenders\u201d.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Tom O\u2019Brien of Nephin Energy on the importance of gas, the potential of biomethane, and whether our energy bills will come down <\/p>\n<p class=\"c-paragraph paywall \">\u201cIn this regard we\u2019re delighted to have Minister for Housing James Lawless address Tuesday\u2019s conference,\u201d she said.<\/p>\n<p class=\"c-paragraph paywall \">Housing completions last year were about 32,700, while the Economic and Social Research Institute (ESRI) is forecasting 35,000 completions this year and 36,000 in 2026.<\/p>\n<p class=\"c-paragraph paywall \">Sinn F\u00e9in spokesman on housing Eoin \u00d3 Broin has said that the Government\u2019s new housing plan, due to be launched in November, must prioritise ending homelessness by 2030.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Minister for Housing James Browne is due to publish his new housing plan in the coming weeks,\u201d he said. \u201cThis new plan must prioritise ending long term homelessness by 2030. <\/p>\n<p class=\"c-paragraph paywall \">\u201cTo achieve this the plan must include a dramatic increase in funding for and targets for social and affordable housing.
