{"id":161953,"date":"2025-11-04T08:08:15","date_gmt":"2025-11-04T08:08:15","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/161953\/"},"modified":"2025-11-04T08:08:15","modified_gmt":"2025-11-04T08:08:15","slug":"labour-must-break-free-from-the-gambling-lobby-and-raise-taxes","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/161953\/","title":{"rendered":"&#8216;Labour must break free from the gambling lobby \u2013 and raise taxes&#8217;"},"content":{"rendered":"<p>Earlier this month, the Culture Secretary Lisa Nandy said <a href=\"https:\/\/x.com\/cleanupgambling\/status\/1973291840414888037\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">in an interview<\/a> that \u201cgambling brings joy to millions\u201d but \u201csome people in particular\u201d can have their lives ruined by it. The very next day Gambling Commission (GC) new statistics showed <a href=\"https:\/\/www.theguardian.com\/society\/2025\/oct\/02\/landmark-study-shows-14m-britons-have-a-gambling-problem\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">1.4 million UK adults<\/a> were in the highest\u00a0 gambling harm group, with millions more in at-risk groups and millions of affected others.\u00a0\u00a0<\/p>\n<p>Against this backdrop, a Treasury consultation on gambling taxes is expected to inform the Budget on November 26.\u00a0<\/p>\n<p>The Social Market Foundation (SMF) and the Institute for Public Policy Research (IPPR) both published submissions calling for higher taxes on gambling. The IPPR proposal enables the Gordon Brown plan to reduce poverty by lifting the two-child benefit cap, funded through taxes on gambling, and possibly banks.\u00a0\u00a0<\/p>\n<p><strong>READ MORE: <a href=\"https:\/\/labourlist.org\/2025\/09\/wealth-tax-tuc-poll-labour-reform-budget-2025\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" data-wpel-link=\"internal\">TUC poll: Voters will \u2018reward\u2019 taxes on wealth, gambling and bank profits<\/a><\/strong><\/p>\n<p>If the Treasury consultation genuinely wanted to merge existing gambling tax rates \u2013 an idea first floated under Jeremy Hunt \u2013 this was as incompetent as it was unappealing to all sides. But if it was designed to flush out positions on gambling taxes, it was a brilliant manoeuvre.\u00a0<\/p>\n<p>My <a href=\"https:\/\/www.fairergambling.com\/wp-content\/uploads\/2025\/07\/Tax-Consultation-Derek-Webb-7.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">own submission<\/a> through my Campaign for Fairer Gambling (CFG), explains that tax for betting remotely should exceed that for land-based gambling. As some land-based casinos are paying over 40%, it makes no sense to have a remote casino rate lower than 50%. Based on what economists call the \u201cLaffer curve peak\u201d \u2013 the point where tax maximises revenue\u00a0 \u2013 I estimate the sweet spot to be over 60% for remote gaming and over 40% for remote betting.\u00a0<\/p>\n<p>But because gambling addiction causes major social and economic harm, the tax rate could justifiably go even higher. Electronic gambling, whether online or on machines, employs few people, has short supply chains, and generates little wider economic benefit. It also escapes VAT. Even more damning, much of the remote sector is offshore, avoiding UK corporate taxes.<\/p>\n<p>This week\u2019s <a href=\"https:\/\/committees.parliament.uk\/event\/25370\/formal-meeting-oral-evidence-session\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">Treasury Select Committee<\/a> on gambling tax heard some powerful evidence. Theo Bertram, a former No.10 advisor, represented the SMF, and economics expert Carsten Jung appeared for the IPPR. Stewart Kenny, an ex-Paddy Power co-founder, explained how the sector uses the spectre of the black market to oppose increases in tax and regulation.\u00a0\u00a0<\/p>\n<p>A <a href=\"https:\/\/www.fairergambling.com\/wp-content\/uploads\/2025\/10\/GYS_YS_CFG_GB-National_09.24.2025_Additional-Data_LS_FINAL-2.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">report<\/a> by the intelligence platform YieldSec shows that the UK\u2019s illegal gambling market is mostly made up of under-age gamblers and people who have self-excluded from legal sites. The GC work is not seriously comparable to the YieldSec work.\u00a0\u00a0\u00a0<\/p>\n<p>Appearing in opposition to tax increases was Grainne Hurst, CEO of the Betting and Gaming Council (BGC) and Stephen Hodgson, an ex-Entain BGC tax adviser. Entain owns Ladbrokes, Coral and other brands, and Hurst was herself an Entain executive until 2024.<\/p>\n<p>HM Treasury is familiar with Entain, having <a href=\"https:\/\/www.cps.gov.uk\/cps\/news\/first-ever-cps-deferred-prosecution-agreement-ps615-million#:~:text=Entain%20plc%20has%20agreed%20to,the%20CPS%20and%20HMRC%20costs.\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">demanded over \u00a3600 million<\/a> from them for overseas misconduct. Several former executives still <a href=\"https:\/\/www.cityam.com\/cps-charges-former-entain-execs-over-alleged-bribery\/#:~:text=The%20Crown%20Prosecution%20Service%20(CPS,Probe%20into%20Entain&#039;s%20Turkish%20business\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">face prosecution<\/a>, including one related to activity in 2024.\u00a0<\/p>\n<p>Neither the BGC nor Entain have published their Treasury submissions to enable public scrutiny. It says a lot about the sector that its witnesses lacked wider expertise and both have connections with Entain, a company with a history of poor candour with authorities. These witnesses represent a sector that extracts billions from the UK economy every year.\u00a0<\/p>\n<p>Hurst\u2019s evidence was <a href=\"https:\/\/www.theguardian.com\/society\/2025\/oct\/28\/gambling-does-not-cause-any-social-ills-lobbyist-grainne-hurst-tells-incredulous-mps\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">by all accounts<\/a> a car crash. She repeatedly denied when pressed that gambling was associated with any social ills, instead saying that all harm was due to individuals.<\/p>\n<p>Treasury Select Committee chair, <a href=\"https:\/\/www.itv.com\/news\/2025-10-28\/mps-flabbergasted-as-gambling-boss-denies-industry-causes-social-harm\" data-wpel-link=\"external\" target=\"_blank\" rel=\"nofollow external noopener noreferrer\">Dame Meg Hillier MP said<\/a> she was \u201cfrankly flabbergasted\u201d by this response.<\/p>\n<p><strong>Share your thoughts. Dugher remains well connected in Labour circles, raising questions about the gambling lobby\u2019s influence on Labour policy.\u00a0<\/p>\n<p>Labour\u2019s 2019 manifesto proposed a new Gambling Act, and the 2024 version recognised gambling as a public health issue.
