{"id":165652,"date":"2025-11-06T07:39:07","date_gmt":"2025-11-06T07:39:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/165652\/"},"modified":"2025-11-06T07:39:07","modified_gmt":"2025-11-06T07:39:07","slug":"pay-review-in-major-hospitals-to-follow-limerick-ceo-salary-disclosure-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/165652\/","title":{"rendered":"Pay review in major hospitals to follow Limerick CEO salary disclosure \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive\">Health Service Executive (HSE)<\/a> is examining salaries in all voluntary hospitals around the State after it emerged a Limerick hospital has been paying its chief executive a higher salary than her pay band stipulates.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In August, The Irish Times reported that the salary of Emer Martin, chief executive of the St John\u2019s Hospital in Limerick, was <a href=\"https:\/\/www.irishtimes.com\/health\/2025\/08\/25\/chief-executive-of-st-johns-hospital-salary-increased-in-breach-of-public-pay-scales\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/health\/2025\/08\/25\/chief-executive-of-st-johns-hospital-salary-increased-in-breach-of-public-pay-scales\/\">increased to that of a higher pay band<\/a> \u2013 breaching the consolidated public pay scales.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The <a href=\"https:\/\/www.irishtimes.com\/tags\/hse\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hse\/\">HSE<\/a> said the voluntary hospital is considered H2, under which chief executives can earn between \u20ac99,829 and \u20ac106,866. However, the board in 2023 agreed to increase Ms Martin\u2019s salary to that of a H3 hospital, which has a salary scale of between \u20ac119,571 and \u20ac140,747.<\/p>\n<p class=\"c-paragraph paywall \">Following publication of the article, an official in the Department of Public Expenditure wrote to the Department of Health about the \u201cunsanctioned rate of remuneration\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The email asked the department to provide an update about what occurred, how it occurred and what it is doing to \u201ccorrect it\u201d.<\/p>\n<p class=\"c-paragraph paywall \">An official from the Department of Health replied stating it was \u201cnews to us also\u201d, adding that it was \u201cfollowing up with the HSE to try to understand what has happened, and what actions are being taken to rectify\u201d.<\/p>\n<p class=\"c-paragraph paywall \">In response, the Public Expenditure official said: \u201cWe would also strongly advise that your side engages with the HSE such that the HSE checks to see that the CEOs of the other voluntary hospitals are not getting paid a rate that is outside of sanction.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The emails were released under the Freedom of Information Act. <\/p>\n<p class=\"c-paragraph paywall \">A spokesman for the Department of Health confirmed that \u201cfollowing the identification of an issue in the Midwest Region, the HSE is undertaking a routine survey of pay-policy compliance across all voluntary hospitals\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThis is part of ongoing efforts to ensure consistency, transparency, and accountability in the administration of public sector pay,\u201d the spokesman said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cCompliance with public sector pay policy is a clearly defined condition within the Service Level Agreements between the Health Service Executive (HSE) and each voluntary hospital. Adherence to these terms is a prerequisite for the allocation of public funding.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The examination of other voluntary hospitals comes amid escalating tensions between the Limerick hospital and the HSE. <\/p>\n<p class=\"c-paragraph paywall \">In a series of letters between July and August, the HSE said pension entitlements would be at risk and \u201cunsanctioned\u201d payments would have to be repaid.<\/p>\n<p class=\"c-paragraph paywall \">Furthermore, it was announced all current and future developments at St John\u2019s Hospital have been \u201cpaused\u201d in light of the HSE\u2019s concerns around governance in the hospital.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, the hospital maintains it acted in \u201cgood faith to avoid the risk of losing the CEO\u201d and that if her salary had not been increased, she would \u201cearn less than the deputy CEO at St John\u2019s\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe board acts in accordance with its Constitution and Revised Scheme of Arrangement. It is bound legally to do so.
