{"id":16572,"date":"2025-08-22T17:22:10","date_gmt":"2025-08-22T17:22:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/16572\/"},"modified":"2025-08-22T17:22:10","modified_gmt":"2025-08-22T17:22:10","slug":"department-cuts-firms-ukraine-accommodation-contract-over-garda-vetting-controversy-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/16572\/","title":{"rendered":"Department cuts firm\u2019s Ukraine accommodation contract over Garda vetting controversy \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\/\">Department of Justice<\/a> is to stop leasing accommodation for Ukrainian refugees from a company caught up in controversy over forged Garda vetting clearances of staff working with vulnerable children. <\/p>\n<p class=\"c-paragraph paywall \">On Friday The Irish Times revealed a Co Meath company running emergency accommodation for children in care <a href=\"https:\/\/www.irishtimes.com\/ireland\/social-affairs\/2025\/08\/22\/forged-garda-vetting-certs-at-private-firm-minding-vulnerable-children\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/social-affairs\/2025\/08\/22\/forged-garda-vetting-certs-at-private-firm-minding-vulnerable-children\/\">was found to have supplied fake Garda vetting clearances to Tusla<\/a>, the child and family agency. <\/p>\n<p class=\"c-paragraph paywall \">The company, Good People Homecare, provided Tusla with forged criminal background checks, falsely clearing some unvetted workers to look after children in State care. <\/p>\n<p class=\"c-paragraph paywall \">Problems with Garda vetting paperwork supplied by the private care company were discovered by Tusla in late 2023, which severed ties with Good People afterwards. <\/p>\n<p class=\"c-paragraph paywall \">The company is run by a businessman and evangelical pastor, Gerard Chimbganda, who is originally from Zimbabwe. A former employee of Good People was convicted of forgery and falsifying Garda vetting paperwork in Trim Circuit Court earlier this year. <\/p>\n<p class=\"c-paragraph paywall \">Another company run by Mr Chimbganda, Minana International, which also trades as Good People and shares the same directors, owners and address, has separately been paid more than \u20ac1 million by the State to provide housing to Ukrainian refugees since late 2022. <\/p>\n<p class=\"c-paragraph paywall \">Following queries from The Irish Times about falsified Garda vetting supplied to Tusla, the Department of Justice has moved to cut off the company. <\/p>\n<p class=\"c-paragraph paywall \">A department spokeswoman said a \u201ccontract termination notice\u201d is being issued to the company this week. The firm\u2019s contract to house Ukrainian women and children in a 15-bed property in Co Wicklow was up for renewal next month. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/social-affairs\/2025\/08\/22\/forged-garda-vetting-certs-at-private-firm-minding-vulnerable-children\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Forged Garda vetting certs at private firm minding vulnerable childrenOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The Department of Children, which at the time was responsible for Ukrainian refugees and asylum seekers, was briefed by Tusla about the falsified vetting in April 2024, internal documents show. <\/p>\n<p class=\"c-paragraph paywall \">However, Minana International went on to win a further State contract worth \u20ac6 million to undertake \u201cvulnerability assessments\u201d of asylum seekers. <\/p>\n<p class=\"c-paragraph paywall \">The Department of Justice, which has since taken over asylum policy, said that contract was signed last September after a public competition. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe evaluation committee was not aware of any allegations of fraud or noncompliance with relevant legislation by Good People when the recommendation to award the [contract] was made,\u201d a spokeswoman said. <\/p>\n<p class=\"c-paragraph paywall \">The company had assured officials that all necessary staff were vetted, she said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe department reviews policies and practices relating to the management of commercial contracts on an ongoing basis, taking into account all relevant legislation and policy,\u201d she said. <\/p>\n<p class=\"c-paragraph paywall \">Mr Chimbganda said the forgery of vetting clearances was carried out by a \u201cformer junior employee, who acted entirely alone\u201d without the knowledge of management. <\/p>\n<p class=\"c-paragraph paywall \">All current Good People care staff held valid Garda vetting, he said. \u201cNo director or member of senior management engaged in any wrongdoing,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Figures show Tusla paid Good People \u20ac8.1 million to manage emergency housing for children in care in 2022-2024.
