That includes such products legally brought into the country, and those smuggled in, it says.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">From next month, each person coming to Ireland from another EU country will be limited to bringing a maximum of:<\/p>\n<ul data-testid=\"content-list\" class=\"indo-3ee38419_root indo-3ee38419_bullet indo-1d70522a_marginbottom5 indo-a58b1f03_root\">\n<li class=\"indo-3ee38419_listitemroot\">800 cigarettes<\/li>\n<li class=\"indo-3ee38419_listitemroot\">200 cigars<\/li>\n<li class=\"indo-3ee38419_listitemroot\">400 cigarillos<\/li>\n<li class=\"indo-3ee38419_listitemroot\">1kg of other products such loose tobacco<\/li>\n<\/ul>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The changes come into effect on December 9.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">\u201cUnder the new regulations, where an individual brings in duty-paid tobacco products in excess of these quantities, this will be taken as clear evidence that the goods are not for personal use,\u201d insisted Revenue.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">The rules are being brought in under the Control of Excisable Products (Amendment) Regulations 2025.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">Excise duty reliefs enable individuals to bring duty-paid tobacco products from another EU member state into Ireland, without paying additional duty and taxes.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">This relief is subject to several conditions, including that the goods must have been acquired by the individual for their own personal use and not for onward sale. The person bringing in the products must be aged 17 and over and must transport and accompany the goods themselves.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">\u201cPreviously, the indicative quantities were used as a guide to determine if tobacco products being transported by an individual were for their own use,\u201d said Michael Gilligan, manager of Revenue\u2019s Dublin Airport Frontier Management Branch.<\/p>\n<p><img decoding=\"async\" alt=\"There is enough evidence to suggest vapes are helpful to those quitting smoking. Stock image: Getty<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_caption1 indo-300db776_none indo-91174671_secondary indo-66f0fec7_regular indo-1d70522a_marginbottom0 indo-1d70522a_marginleft0 indo-1d70522a_marginright0 indo-1d70522a_margintop3 indo-b48c4984_left\" style=\"color:var(--color-grey-60)\">Today&#8217;s News in 90 Seconds &#8211; Monday, November 10th<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">\u201cThe new regulations make it clear that from 9 December 2025, where the quantity of tobacco products someone brings into Ireland from the EU exceed the permitted amounts, the full quantity will be seized,\u201d he added.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">That means that if someone tries to bring in 1,000 cigarettes for personal use, the whole quantity will be seized, rather than the 200 excess over the 800 permitted under the new rules.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">With successive budgets having continually added more excise duty to the tobacco products in an effort to cut consumption, the attraction of buying and products such as cigarettes in EU countries where prices are much cheaper to bring to Ireland has grown.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">But Revenue seized more than 112 million cigarettes last year, valued at almost \u20ac96m. It also seized 39,407 kgs of loose tobacco, valued at \u20ac32.6m.<\/p>\n<p class=\"indo-ebe0ecc6_root indo-ebe0ecc6_paragraph indo-300db776_none indo-91174671_primary indo-1d70522a_marginbottom5 indo-1d70522a_margintop0 indo-b48c4984_inherit\" style=\"color:var(--color-primary-80)\">During the summer, the European Commission said that illicit tobacco manufacturing and trade is responsible for the EU losing \u20ac13bn in tax revenues every year.
