The EU climate commissioner called it &#8220;disappointing&#8221;.<\/p>\n<p>The U.S. pullback from international climate agreements under President Donald Trump has created an opening for <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/sustainability\/cop\/diplomats-worry-absent-us-could-still-seek-influence-cop30-climate-summit-2025-11-07\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> to play a greater role in the matter, including at the U.N. COP30 climate summit in Brazil, which began on Monday.<\/p>\n<p>Flat emissions in the third quarter of 2025 came as rising chemical sector emissions offset declines or plateaus elsewhere.<\/p>\n<p>Transport emissions fell 5% and power-sector emissions were flat in the third quarter, even as electricity demand grew 6.1%, the analysis found.<\/p>\n<p>Electricity generation from wind, solar, nuclear and hydropower covered some 90% of that increase in demand. Gas-fired generation also cut into coal&#8217;s share.<\/p>\n<p>But growth in the chemical industry kept overall emissions from falling. Plastic production grew 12% on the year in January-September, driven by surging domestic demand for plastic in food delivery and e-commerce.<\/p>\n<p>China has also ramped up domestic production of polyethylene, the most widely used type of plastic, in response to the trade war with the U.S., the analysis said.<\/p>\n<p>The government has also encouraged refineries to shift to chemical production to make up for a drop in transport fuel demand amid a widespread shift to electric vehicles.<\/p>\n<p data-testid=\"SignOff\" class=\"text-module__text__0GDob text-module__dark-grey__UFC18 text-module__regular__qJJtA text-module__extra_small__8Buss body-module__full_width__kCIGb body-module__extra_small_body__Bfz20 sign-off-module__text__LQAMP\">Reporting by Colleen Howe;
