{"id":177984,"date":"2025-11-13T06:17:12","date_gmt":"2025-11-13T06:17:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/177984\/"},"modified":"2025-11-13T06:17:12","modified_gmt":"2025-11-13T06:17:12","slug":"berlin-at-risk-of-squandering-opportunities-to-revive-germanys-ailing-economy-new-report-says-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/177984\/","title":{"rendered":"Berlin at risk of \u2018squandering opportunities\u2019 to revive Germany\u2019s ailing economy, new report says \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Berlin is at risk of \u201csquandering opportunities\u201d to revive <a href=\"https:\/\/www.irishtimes.com\/tags\/germany\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/germany\/\">Germany<\/a>\u2019s ailing economy unless real, structural reforms follow on the heels of its debt-fuelled investment splurge.<\/p>\n<p class=\"c-paragraph paywall \">That was Wednesday\u2019s warning from the \u201cwise (wo)men\u201d, the German Council of Economic Experts, who advise the federal government on economic affairs in a report predicting another year of near-flat growth.<\/p>\n<p class=\"c-paragraph paywall \">Europe\u2019s largest economy is experiencing a post-war record of seven successively flat years, including two full recessions in 2023 and 2024.<\/p>\n<p class=\"c-paragraph paywall \">This year is likely to see growth of 0.2 per cent at most while the experts have cut their forecast for next year to just 0.9 per cent growth.<\/p>\n<p class=\"c-paragraph paywall \">The federal government is more optimistic, predicting 1.3 per cent next year thanks to the delayed effects of corporate tax relief measures and investment from its \u20ac500 billion debt-financed investment programme.<\/p>\n<p class=\"c-paragraph paywall \">The latter, however, is the main bone of contention in the economic experts\u2019 report.<\/p>\n<p class=\"c-paragraph paywall \">They pointed out that, since its launch six months ago, this programme has delivered \u201cmerely a low positive effect\u201d on growth: enough to drag Germany back out of recession but no more.<\/p>\n<p class=\"c-paragraph paywall \">The main reason, in their view: debate over reforms rather than actual implementation, while more than half of the borrowed money in the \u201cspecial fund\u201d is being used for election promises and pre-existing projects rather than the promised new infrastructure investment.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe opportunities for infrastructure and climate neutrality offered by the special fund must not be squandered,\u201d warned Prof Monika Schnitzer, chairwoman of the wise (wo)men group, presenting the annual report in Berlin.<\/p>\n<p class=\"c-paragraph paywall \">Even by the grim standards of recent years, the 2025 report is a gloomy read. It notes that the German economy has grown, in real terms, by only 0.1 per cent in the last five years.<\/p>\n<p class=\"c-paragraph paywall \">The economy is struggling with both cyclical and structural challenges, according to the analysis, while industrial output \u2013 a key factor for this export-driven economy &#8211; remains 5 per cent below 2019.<\/p>\n<p class=\"c-paragraph paywall \">Real incomes are down because of inflation spikes between 2021 and 2023, though that has stabilised at 2.1 per cent according to new data.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile saving remains high and private consumption down, as voters wait for the federal government of Friedrich Merz to deliver on key campaign promises around infrastructure, housing, education and defence.<\/p>\n<p class=\"c-paragraph paywall \">\u201cFuture-oriented spending in Germany has been too low for years,\u201d the report warns, with little hope of change in the near future.<\/p>\n<p class=\"c-paragraph paywall \">It makes several unpopular proposals that the government is unlikely to implement, such as a \u201cuser-based\u201d levy on infrastructure use \u2013 read tolls &#8211; for private cars on motorways.<\/p>\n<p class=\"c-paragraph paywall \">Germany\u2019s economic weakness is visible in other data, such as a jobless rate that has risen in the last three years to its highest level yet of 6 per cent.
