{"id":182108,"date":"2025-11-15T13:36:12","date_gmt":"2025-11-15T13:36:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/182108\/"},"modified":"2025-11-15T13:36:12","modified_gmt":"2025-11-15T13:36:12","slug":"two-government-departments-clash-over-plan-to-pressure-tech-giants-to-tackle-social-media-scams-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/182108\/","title":{"rendered":"Two Government departments clash over plan to pressure tech giants to tackle social media scams \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Two Government departments have clashed over a plan to pressure <a href=\"https:\/\/www.irishtimes.com\/technology\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/technology\/\">tech<\/a> giants to stop fraudsters using social media platforms to advertise investment scams, with some senior staff concerned it might harm Ireland\u2019s relationship with US multinationals. <\/p>\n<p class=\"c-paragraph paywall \">Officials in the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-enterprise\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-enterprise\/\">Department of Enterprise<\/a> raised \u201cserious concerns\u201d about a <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-finance\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-finance\/\">Department of Finance<\/a> proposal for new rules limiting who can promote financial investment opportunities online, internal emails show. <\/p>\n<p class=\"c-paragraph paywall \">Enterprise officials warned their finance colleagues the suggested changes would be bad for business and potentially conflict with the Republic\u2019s position as a destination of choice for many Big Tech players in Europe. <\/p>\n<p class=\"c-paragraph paywall \">The Department of Finance had proposed <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/05\/07\/government-proposed-stricter-rules-to-combat-scam-social-media-adverts\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/05\/07\/government-proposed-stricter-rules-to-combat-scam-social-media-adverts\/\">tech companies be made to vet those who post adverts promoting financial investment schemes<\/a> on Facebook, Instagram, X, Google, TikTok and other platforms, in an effort to cut off scams defrauding people. <\/p>\n<p class=\"c-paragraph paywall \">Tech firms would have to verify that those placing adverts for investments on their sites are genuine financial service providers registered with the Central Bank. <\/p>\n<p class=\"c-paragraph paywall \">The proposal was put forward late last year during negotiations in Brussels to update EU regulations governing financial payments. <\/p>\n<p class=\"c-paragraph paywall \">Typical online scams use images or deep fake videos of Irish politicians and celebrities to promote schemes promising huge financial returns, when in reality they are tied to sophisticated operations to steal people\u2019s savings. <\/p>\n<p class=\"c-paragraph paywall \">The adverts are linked to professional scam centres, usually based in eastern Europe, that deceive individuals into making payments they believe are for legitimate financial investments. <\/p>\n<p class=\"c-paragraph paywall \">Internal emails show the Department of Enterprise told finance colleagues they had a \u201cmajor issue\u201d with their proposal to tackle the problem. The suggested reforms would hurt Ireland\u2019s economic competitiveness and potentially clash with the EU\u2019s existing digital regulations, officials said. \u201cI have serious concerns about the current proposal,\u201d one high-ranking civil servant wrote in a March 14th email. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/10\/20\/social-media-platforms-need-to-be-accountable-for-scam-adverts-paypal-says\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Social media platforms need to be \u2018accountable\u2019 for scam adverts, PayPal saysOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The Department of Enterprise official said Minister for Finance Paschal Donohoe had noted \u201cthe connection between our regulatory environment and the important role the technology sector plays in our economy\u201d, in particular the jobs and investment created by \u201clarge, foreign-owned technology firms\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The official warned the Department of Finance against going further than existing EU rules on tech firms required. The differing levels of tech regulation on either side of the Atlantic has \u201ctaken on a greatly elevated political prominence in recent weeks\u201d, the official said. <\/p>\n<p class=\"c-paragraph paywall \">Brussels regulations of US tech multinationals are a particular source of frustration for US president Donald Trump, who wants the EU to scrap guardrails it has put on the online sphere. <\/p>\n<p class=\"c-paragraph paywall \">Correspondence revealing the inter-departmental fight was obtained by The Irish Times following Freedom of Information Act requests. <\/p>\n<p class=\"c-paragraph paywall \">In an earlier email, Department of Enterprise officials said they opposed reforms that would create uncertainty for businesses. <\/p>\n<p class=\"c-paragraph paywall \">The November 28th, 2024, email said the fact Ireland is responsible for enforcing EU digital and data rules for multinational companies with European headquarters in the country is \u201cgreatly valued\u201d by tech firms \u201cdue to the regulatory certainty it provides\u201d. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/10\/16\/irish-people-among-international-scammers-most-sought-after-targets\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Irish people among international scammers\u2019 most sought-after targetsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The enterprise official said that is an important part of the value Ireland offers when attracting foreign direct investment. <\/p>\n<p class=\"c-paragraph paywall \">\u201cAny erosion of this would be a concern and contrary to Ireland\u2019s digital agenda and competitiveness of the EU,\u201d the correspondence to finance officials said. <\/p>\n<p class=\"c-paragraph paywall \">The wider update of EU financial regulations, through which Irish finance officials proposed the tougher rules cracking down on online scams, is still being debated in Brussels. <\/p>\n<p class=\"c-paragraph paywall \">A Department of Finance spokeswoman said it has, \u201cwhere appropriate, consulted with and taken into account the position of the Department of Enterprise\u201d when making submissions to EU-level talks.
