{"id":196772,"date":"2025-11-24T00:01:13","date_gmt":"2025-11-24T00:01:13","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/196772\/"},"modified":"2025-11-24T00:01:13","modified_gmt":"2025-11-24T00:01:13","slug":"concern-over-pull-factors-prompts-government-to-tighten-asylum-rules-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/196772\/","title":{"rendered":"Concern over \u2018pull\u2019 factors prompts Government to tighten asylum rules \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Concerns over \u201cpull\u201d factors on <a href=\"https:\/\/www.irishtimes.com\/tags\/immigration\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/immigration\/\">migration<\/a> are prompting the Government to plan further tightening of migration and asylum laws, with a package of measures to be unveiled this week.<\/p>\n<p class=\"c-paragraph paywall \">Two people with knowledge of the discussions within government confirmed that  Minister for Justice <a href=\"https:\/\/www.irishtimes.com\/tags\/jim-ocallaghan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jim-ocallaghan\/\">Jim O\u2019Callaghan<\/a> would bring forward a series of proposals this week to make Ireland a less attractive destination for <a href=\"https:\/\/www.irishtimes.com\/tags\/movement-of-asylum-seekers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/movement-of-asylum-seekers\/\">asylum seekers<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The Sunday Times reported that the measures would include <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/18\/government-considering-longer-wait-times-for-citizenship-amid-uk-asylum-system-overhaul\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/18\/government-considering-longer-wait-times-for-citizenship-amid-uk-asylum-system-overhaul\/\">requiring refugees to spend longer in Ireland before they can apply for citizenship<\/a>, and prohibiting those on social welfare from applying. <\/p>\n<p class=\"c-paragraph paywall \">The rules on family reunification \u2013 where members of a successful asylum seeker\u2019s family can be granted permission to join them in Ireland \u2013 would be tightened and limited to immediate family members only. Those seeking family reunification would have to show they have accommodation available and can support additional family members.<\/p>\n<p class=\"c-paragraph paywall \">Asylum seekers who have jobs \u2013 work is allowed for those waiting more than six months for an initial decision \u2013 will also be required to contribute to the cost of their State accommodation, a move previously signalled by the Government. <\/p>\n<p class=\"c-paragraph paywall \">Sources declined to confirm the detail of the reports, citing the need for them to be discussed by the Coalition leaders and by Ministers in Cabinet, though did they not dispute them.<\/p>\n<p class=\"c-paragraph paywall \">The moves come amid growing fears in Government that the introduction of stricter migration controls in the UK \u2013 announced by the British government last week \u2013 <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/22\/how-the-hardening-of-the-uks-immigration-laws-will-affect-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/22\/how-the-hardening-of-the-uks-immigration-laws-will-affect-ireland\/\">will lead to higher numbers of people seeking international protection in Ireland<\/a>, stressing an already under-pressure system.<\/p>\n<p class=\"c-paragraph paywall \">It is understood that the plans to be unveiled this week predate the UK moves, though sources said that further changes in response to the situation in the UK are likely. Mr O\u2019Callaghan has said that  80 per cent of people seeking international protection \u2013 or asylum \u2013 here enter the State via the border with Northern Ireland. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/17\/tougher-uk-asylum-laws-may-prompt-irish-changes-says-minister-for-justice\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Asylum seekers should not view Ireland more favourably than UK, says O\u2019CallaghanOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">About 1,000 people a month arrive in Ireland seeking international protection, which represents a decrease of about one third from last year\u2019s numbers. However, officials said there were concerns about a recent increase in people arriving from Somalia, while the number of young Ukrainian men has also recently jumped. Ukrainians are automatically entitled to temporary asylum status.<\/p>\n<p class=\"c-paragraph paywall \">Mr O\u2019Callaghan is due to meet the European Commissioner for Migration, Magnus Brunner, who is visiting Dublin on Monday for discussions on the issue.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/opinion\/2025\/11\/05\/michael-mcdowell-why-is-ireland-a-destination-of-choice-for-asylum-seekers\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Why is Ireland a destination of choice for asylum seekers?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, Taoiseach <a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\">Miche\u00e1l Martin<\/a>, who is on a visit to South Africa for the G20 conference, defended the proposed new rules on immigration when he spoke to journalists in Johannesburg on Sunday. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt is a modest enough overhaul, but an important one.
