{"id":199019,"date":"2025-11-25T08:21:11","date_gmt":"2025-11-25T08:21:11","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/199019\/"},"modified":"2025-11-25T08:21:11","modified_gmt":"2025-11-25T08:21:11","slug":"daa-set-to-drop-no-build-plan-for-raising-dublin-airport-passenger-cap-above-32m-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/199019\/","title":{"rendered":"DAA set to drop \u2018no-build\u2019 plan for raising Dublin Airport passenger cap above 32m \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/daa\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/daa\">DAA<\/a> board is set to scrap a key planning application at the centre of a row with <a href=\"https:\/\/www.irishtimes.com\/tags\/fingal-county-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fingal-county-council\/\">Fingal County Council<\/a>, as the endgame approaches in a standoff over the future of chief executive <a href=\"https:\/\/www.irishtimes.com\/tags\/kenny-jacobs\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/kenny-jacobs\">Kenny Jacobs<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The planning move comes before DAA directors send their definitive response to Minister for Transport <a href=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\">Darragh O\u2019Brien<\/a> on his decision to <a href=\"https:\/\/www.irishtimes.com\/business\/2025\/11\/20\/potential-litigation-looms-as-minister-blocks-near-1m-exit-package-for-daa-chief-kenny-jacobs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/2025\/11\/20\/potential-litigation-looms-as-minister-blocks-near-1m-exit-package-for-daa-chief-kenny-jacobs\/\">block a near-\u20ac1 million exit payment for Mr Jacobs<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">The payout was supposed to end a boardroom rift in the State airports group. <\/p>\n<p class=\"c-paragraph paywall \">After months of stalemate over Mr Jacobs\u2019s future, Mr O\u2019Brien\u2019s return to Dublin from the Cop30 climate summit in Brazil has raised expectations of fresh board steps to finally settle the matter. <\/p>\n<p class=\"c-paragraph paywall \">This presents the prospect of court conflict if an agreed resolution cannot be found.<\/p>\n<p class=\"c-paragraph paywall \">In the meantime, the board has resolved to halt a planning application lodged almost a year ago in which DAA sought Fingal Council approval for \u201cno-build\u201d measures to raise annual 32 million passenger cap at <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-airport\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-airport\/\">Dublin Airport<\/a> to 36 million. <\/p>\n<p class=\"c-paragraph paywall \">The decision was taken at a scheduled board meeting last Friday that ended without new moves in relation to Mr Jacobs.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/2025\/11\/20\/potential-litigation-looms-as-minister-blocks-near-1m-exit-package-for-daa-chief-kenny-jacobs\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Potential litigation looms as Minister blocks near-\u20ac1m exit package for DAA chief Kenny JacobsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The planning file in question was one of two separate DAA applications to Fingal Council for the loosening of legal restrictions on passenger numbers. The other is more detailed major infrastructure application lodged in late 2023 that remains with planners. <\/p>\n<p class=\"c-paragraph paywall \">The cap was breached in 2024 and is expected to be breached again this year, but legal enforcement was suspended for two years in April pending litigation in the European courts. <\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>How AI is beginning to wreak havoc in the jobs market <\/p>\n<p class=\"c-paragraph paywall \">Current projections suggest the number of passengers in 2025 will reach 36.5 million, a figure which is 4.5 million more than is permissible under the cap. <\/p>\n<p class=\"c-paragraph paywall \">The \u201cno-build\u201d application, backed by Mr Jacobs, was advanced as a fast-track solution to achieve Fingal Council\u2019s blessing to lift the cap without new infrastructure. <\/p>\n<p class=\"c-paragraph paywall \">But the December 2024 application ran into immediate trouble with planners, who quickly deemed it invalid.
