{"id":202832,"date":"2025-11-27T10:32:13","date_gmt":"2025-11-27T10:32:13","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/202832\/"},"modified":"2025-11-27T10:32:13","modified_gmt":"2025-11-27T10:32:13","slug":"refugees-who-remain-in-state-accommodation-will-not-pay-new-fees-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/202832\/","title":{"rendered":"Refugees who remain in State accommodation will not pay new fees \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">New accommodation charges for <a href=\"https:\/\/www.irishtimes.com\/tags\/immigration\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/immigration\/\">asylum seekers<\/a> will not be imposed on thousands of people living in <a href=\"https:\/\/www.irishtimes.com\/tags\/direct-provision\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/direct-provision\/\">direct provision<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The fees, which mean some working asylum seekers will be charged almost 40 per cent of their weekly income, were approved by the <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> on Wednesday as part of an <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/26\/jim-ocallaghan-says-new-migration-restrictions-aimed-at-cutting-irelands-population-growth-rate\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/26\/jim-ocallaghan-says-new-migration-restrictions-aimed-at-cutting-irelands-population-growth-rate\/\">overhaul of immigration policy<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">New barriers to citizenship will be put in place for those who do not pay the charges or who have claimed certain welfare payments, while the rules on bringing relatives into the country will also be reformed as the Coalition seeks to tighten up the immigration system.<\/p>\n<p class=\"c-paragraph paywall \">However, the new accommodation charges will not apply to people who have been granted refugee status but remain in State accommodation. <\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/11\/1762720835460-2c6c4dbf-37eb-48a5-b3ba-8b0a2b1175c0.jpeg\"\/>Four top stories in 10 minutes: A \u2018cartel\u2019-style attack in Dublin, IP applicants sleep rough to &#8216;demonstrate homelessness, false vetting and Ukraine peace &#8216;betrayal&#8217;<\/p>\n<p class=\"c-paragraph paywall \">In July, there were 5,300 people housed by the <a href=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-service\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-service\/\">International Protection Accommodation Service<\/a> (Ipas) who had received permission to live and work in Ireland, which also means they are no longer entitled to State accommodation. Charities maintain they are unable to secure private accommodation and are left with no option but to remain in situ. There are more than 30,000 people living in Ipas centres. <\/p>\n<p class=\"c-paragraph paywall \">While Government sources said new legislation could yet be introduced extending the charging regime to these people, Ministers were told on Wednesday that there are significant difficulties in forcing these people to pay a contribution under the scheme as approved. <\/p>\n<p class=\"c-paragraph paywall \">It is believed that there is a nervousness in Government about charging this cohort as it could be construed as a legal relationship with the State effectively being their landlord.<\/p>\n<p class=\"c-paragraph paywall \">As such, Ministers were told that, for now, the new model will apply to people currently seeking protection, and the policy for those with status remains unchanged. A Government source said there will now be a renewed focus on continuing to move these people out of State accommodation.<\/p>\n<p class=\"c-paragraph paywall \">The Government has made repeated efforts to encourage this cohort to move on. It is understood that 4,000 people have left this year but about 5,000 remain. <\/p>\n<p class=\"c-paragraph paywall \">An Ipas team working in collaboration with charities and the Department of Wednesday, those seeking international protection will also have to show they have sufficient resources to support relatives coming under family reunification protocols. <\/p>\n<p class=\"c-paragraph paywall \">People in receipt of certain social welfare payments within three years of getting protection status will not be eligible to apply for reunification.<\/p>\n<p class=\"c-paragraph paywall \">Residency requirements for those granted international protection will rise from three to seven years before they can apply for citizenship, with extra conditions around self-sufficiency and not being in receipt of certain social protection payments within the two years before making a citizenship application.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, Ukrainians who fled the war in their country will not be able to count that time spent in the country towards an application for citizenship.<b> <\/b>There will be additional powers to revoke refugee status for someone convicted of a serious crime. <\/p>\n<p class=\"c-paragraph paywall \">People on work permits will have to demonstrate financial capacity and accommodation to provide for family members coming to Ireland. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Justice Jim O\u2019Callaghan said on Wednesday that Ireland\u2019s rate of population growth <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/26\/jim-ocallaghan-says-new-migration-restrictions-aimed-at-cutting-irelands-population-growth-rate\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/11\/26\/jim-ocallaghan-says-new-migration-restrictions-aimed-at-cutting-irelands-population-growth-rate\/\">was too high<\/a> population growth was good, and the Government wanted to see it continue, Ireland\u2019s rate  at 1.6 per cent last year was seven times the EU average and was putting pressure on services and State capacity.<\/p>\n<p class=\"c-paragraph paywall \">Irish Refugee Council chief executive Nick Henderson said the changes were \u201cdeeply alarming\u201d and \u201cseverely undercut\u201d refugee integration. <\/p>\n<p class=\"c-paragraph paywall \">Brian Killoran, national co-ordinator of the Ukraine Civil Society Forum, criticised the changes relating to Ukrainians\u2019 citizenship pathway, saying the Government\u2019s \u201cslash and burn\u201d approach damaged integration with the \u201capparent aim of deterring new people arriving\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The Migrant Rights Council of Ireland said it was an attack on migrant worker rights and family values and would make it harder for people to bring family members
