{"id":204744,"date":"2025-11-28T12:47:10","date_gmt":"2025-11-28T12:47:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/204744\/"},"modified":"2025-11-28T12:47:10","modified_gmt":"2025-11-28T12:47:10","slug":"putin-says-us-ukraine-text-could-form-basis-for-future-peace-deal-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/204744\/","title":{"rendered":"Putin says US-Ukraine text could form basis for future peace deal \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/russia\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/russia\/\">Russian<\/a> president <a href=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\">Vladimir Putin<\/a> said on Thursday that outline draft peace proposals discussed by the United States and Ukraine could become the basis of future agreements to end the <a href=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\/\">conflict in Ukraine<\/a>, but that if not Russia would fight on.<\/p>\n<p class=\"c-paragraph paywall \">US president <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">Donald Trump <\/a>has long said he wants to end the war in Ukraine, Europe\u2019s deadliest conflict since the second World War, but his efforts so far, including a summit with Mr Putin in Alaska in August, have not brought peace.<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/11\/26\/leaked-audio-reveals-us-envoy-coached-putin-aide-on-talking-to-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/11\/26\/leaked-audio-reveals-us-envoy-coached-putin-aide-on-talking-to-trump\/\">A leaked 28-point US peace plan<\/a> emerged last week, spooking Ukrainian and European officials who felt it bowed to Moscow\u2019s key demands on Nato, Moscow\u2019s control of a fifth of Ukraine and restrictions on Ukraine\u2019s army.<\/p>\n<p class=\"c-paragraph paywall \">European powers then gave their counter-proposal for peace and at talks in Geneva, the US and Ukraine said they had created an \u201cupdated and refined peace framework\u201d to end the war.<\/p>\n<p class=\"c-paragraph paywall \">Mr Putin, speaking in Bishkek after a summit with the leaders of a grouping of former Soviet republics, told reporters that the discussions so far were not about a draft agreement of any kind but about sets of issues.<\/p>\n<p class=\"c-paragraph paywall \">He said that in Geneva, the US and Ukraine had decided to divide up the 28 points into four separate components \u2013 and that a copy had been transmitted to Moscow.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIn general, we agree that this could be the basis for future agreements,\u201d Mr Putin said. \u201cWe see that the American side takes into account our position.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Mr Putin said that some things still needed to be discussed. If Europe wanted a pledge not to attack it, then Russia was willing to give such a formal pledge, he said, though he added that it was \u201ccomplete nonsense\u201d to suggest Russia would attack Europe.<\/p>\n<p class=\"c-paragraph paywall \">Mr Putin mixed a clear public expression of readiness to engage with the Trump administration over a possible peace plan for Ukraine with several warnings that Russia was prepared to fight on if necessary and take more of Ukraine.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/11\/24\/in-his-tightest-corner-yet-zelenskiy-faces-a-make-or-break-moment-of-wartime-leadership\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">In his tightest corner yet, Zelenskiy faces a make-or-break moment of wartime leadershipOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Russian forces control more than 19 per cent of Ukraine up one percentage point from two years ago, and have advanced in 2025 at the fastest pace since 2022, according to pro-Ukrainian maps.<\/p>\n<p class=\"c-paragraph paywall \">Russia, Mr Putin noted, was being told that it should cease the fighting but needed Kyiv\u2019s forces to pull back before it could do so.<\/p>\n<p class=\"c-paragraph paywall \">\u201cUkrainian troops must withdraw from the territories they hold, and then the fighting will cease. If they don\u2019t leave, then we shall achieve this by armed means. That\u2019s it,\u201d Mr Putin said.<\/p>\n<p class=\"c-paragraph paywall \">Mr Putin said that he considered the Ukrainian leadership to be illegitimate and so it was legally impossible to sign a deal with Kyiv.<\/p>\n<p class=\"c-paragraph paywall \">It was therefore important, he said, to ensure that any agreement was recognised by the international community \u2013 and that the international community recognised Russian gains in Ukraine.<\/p>\n<p class=\"c-paragraph paywall \">\u201cTherefore, broadly speaking, of course, we ultimately want to reach an agreement with Ukraine. But right now, this is practically impossible.
