{"id":209265,"date":"2025-12-01T07:52:14","date_gmt":"2025-12-01T07:52:14","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/209265\/"},"modified":"2025-12-01T07:52:14","modified_gmt":"2025-12-01T07:52:14","slug":"ibec-alarmed-at-plans-to-set-minimum-contributions-on-staff-pensions-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/209265\/","title":{"rendered":"Ibec alarmed at plans to set minimum contributions on staff pensions \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Employers group Ibec has expressed alarm at Government plans to introduce last-minute legislation to prevent perceived abuse of the <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">State\u2019s new mandatory workplace pension scheme <\/a>that comes into effect on January 1st.<\/p>\n<p class=\"c-paragraph paywall \">In a letter to the Minister for Social Protection Dara Calleary, Ibec chief executive Danny McCoy says he is \u201cconcerned about the scope for adverse unintended consequences on existing pension schemes if the proposed regulation is enacted with undue haste and without proper consultation during the run-up to Christmas\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Mr Calleary plans to bring forward an urgent regulation forcing company pension schemes to ensure at least 3.5 per cent of a worker\u2019s salary is paid into the fund each month. Otherwise those workers will be signed up to the Government\u2019s My Future Fund under auto-enrolment.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>If Irish households are so rich, why does it feel like an illusion?<\/p>\n<p class=\"c-paragraph paywall \">The department said the move was designed to counter perceived abuse of the scheme by some employers.<\/p>\n<p class=\"c-paragraph paywall \">The 3.5 per cent figure matches the initial <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">contributions that will be made under auto-enrolment<\/a>. Of that, 1.5 per cent of gross salary will come from the worker, a matching 1.5 per cent from the employer and 0.5 per cent from the State on the basis of its \u20ac1 for every \u20ac3 invested by the worker.<\/p>\n<p class=\"c-paragraph paywall \">In a recent letter, the department said it had become aware that some employers were illegally looking to force employees to join in-house schemes with contributions of as little as 1 per cent, which would be of \u201cmarginal, if any, use to them\u201d in terms of <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">improving financial security in retirement<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">In response, Ibec, stressing its support for auto-enrolment, says the proposed \u201carbitrary\u201d new rules could force workers \u201cout of schemes that they have willingly belonged to for years\u201d. <\/p>\n<p class=\"c-paragraph paywall \">It notes that minutes of a Labour Employer Economic Forum pensions subgroup two years ago record the department\u2019s position being that as long as either an employer or employee was making any contribution to a pension scheme, the worker would be exempt from <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">auto-enrolment <\/a>\u2013 at least in the early years of the scheme.<\/p>\n<p class=\"c-paragraph paywall \">This was on the basis that \u201cthe complex issue of setting minimum standards should not be simply based on contribution rates\u201d, Ibec said, quoting minutes of that meeting. The forum is designed to allow trade unions, employers and Government discuss areas of shared concern affecting the economy, employment and the labour market.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis response was consistent with the current departmental guidance on its website, which states that for the first few years of <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">auto-enrolment<\/a>, any pension contribution greater than zero will be enough to exempt an employment,\u201d the letter adds.<\/p>\n<p class=\"c-paragraph paywall \">Ibec wants the Government to adopt what it calls a \u201cmore considered\u201d approach by deferring the introduction of any new rules for six months to assess the scale of any abuse and the capability of the <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">National Automatic Enrolment Retirement Savings Authority<\/a>, which is overseeing <a href=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/auto-enrolment\/\">auto-enrolment<\/a>, to identify such cases.<\/p>\n<p class=\"c-paragraph paywall \">It says that would also allow time to assess whether existing legislative safeguards could deter such abuse.<\/p>\n<p class=\"c-paragraph paywall \">From January, up to 750,000 Irish workers who are aged between 23 and 60, earning in excess of \u20ac20,000 and not yet a member of a workplace pension scheme, will be automatically signed up to the State\u2019s My Future Fund.
