{"id":214615,"date":"2025-12-04T07:21:09","date_gmt":"2025-12-04T07:21:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/214615\/"},"modified":"2025-12-04T07:21:09","modified_gmt":"2025-12-04T07:21:09","slug":"living-in-cold-mouldy-damp-council-homes-in-south-dublin-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/214615\/","title":{"rendered":"Living in cold, mouldy, damp council homes in south Dublin \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Council residents in south Dublin have described cold, <a href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/07\/07\/heartbreak-after-heartbreak-sallynoggin-residents-protest-mouldy-damp-council-flat-conditions\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/07\/07\/heartbreak-after-heartbreak-sallynoggin-residents-protest-mouldy-damp-council-flat-conditions\/\">mouldy and poorly insulated houses they live in<\/a> in a new survey, with one describing their home as being like a \u201cmeat locker\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Residents  of 25 houses in Sallynoggin took part in the survey carried out by the Community Action Tenants Union (Catu) in conjunction with <a href=\"https:\/\/www.irishtimes.com\/tags\/maynooth-university\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/maynooth-university\/\">Maynooth University<\/a>\u2019s Just Housing project. <\/p>\n<p class=\"c-paragraph paywall \">The houses, which were built in the 1950s, include some in Pearse Gardens and Pearse Villas and are owned by <a href=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\">D\u00fan Laoghaire-Rathdown County Council (DLRCC)<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The survey of these homes comes after a protest by residents of the Pearse maisonettes, a separate development in Sallynoggin also owned by DLRCC, over similar conditions.<\/p>\n<p class=\"c-paragraph paywall \">Some 88 per cent of respondents to this survey said they had at least one serious problem with the condition or maintenance of their home.<\/p>\n<p class=\"c-paragraph paywall \">The most common problem, reported by 21 out of 25 people, was not being able to keep the house warm due to a lack of insulation, old, draughty or poorly fitted windows and doors, and old, inefficient heating systems. <\/p>\n<p class=\"c-paragraph paywall \">One of the respondents described their home as like a \u201cmeat locker\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Several people said the solid block construction of the houses meant it was not possible to add cavity wall insulation and that the houses needed to be externally insulated.<\/p>\n<p class=\"c-paragraph paywall \">Some 44 per cent of respondents said the lack of insulation had resulted in condensation and dampness, and this was causing serious issues with mould in their homes.<\/p>\n<p class=\"c-paragraph paywall \">More than half of the respondents reported health issues as a result of their living conditions, including pneumonia, children with repeated chest infections and other respiratory problems including colds, flu, asthma and COPD.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/property\/residential\/2023\/03\/15\/the-apartment-im-renting-is-mouldy-and-damp-what-can-i-do\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">The apartment I\u2019m renting is mouldy and damp. What can I do?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The cold conditions in the homes was resulting in large heating bills for many residents, with several respondents saying they spent  between \u20ac80 and 100 per week to keep their homes warm.<\/p>\n<p class=\"c-paragraph paywall \">More than half of the respondents said DLRCC was unwilling to undertake the type of major renovations required to address the issues, such as insulating the homes or replacing windows and doors. <\/p>\n<p class=\"c-paragraph paywall \">Lynn Patton lives in a DLRCC-owned two-bed terraced house in Pearse Gardens with her mother and daughter.<\/p>\n<p class=\"c-paragraph paywall \">The exterior walls are \u201creally cold\u201d and the minute the heating switches off, \u201cyou instantly feel cold again\u201d, she says.<\/p>\n<p class=\"c-paragraph paywall \">This coldness of the uninsulated walls meeting  internal heating, combined with indoor water vapour, results in  condensation and mould.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhen you wake up in the morning, the windows are streaming with water, and all around the window ledges. The blinds are starting to go mouldy,\u201d she says.<\/p>\n<p class=\"c-paragraph paywall \">Ms Patton says the family members keep vents open, clean  off the mould and paint over it, but \u201cit\u2019s no sooner cleaned or painted over when it\u2019s coming back. It\u2019s a constant battle.\u201d <\/p>\n<p class=\"c-paragraph paywall \">\u201cMy Mam is sick, she has blood <a href=\"https:\/\/www.irishtimes.com\/tags\/cancer\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cancer\/\">cancer<\/a>, and in January, February and March this year she was in hospital with a chest infection that turned into pneumonia. I think a lot of that is to do with the damp and the coldness,\u201d she said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cNo matter how much we keep the heating on, the house is always draughty and cold \u2013 it\u2019s just not nice to live in. I have an eight-year-old daughter as well, and I really worry about what effect that will have on her chest.
