It is the first time Moscow has so fulsomely praised such a document from its former Cold War foe.<\/p>\n<p class=\"c-paragraph paywall \">The US National Security Strategy described Mr Trump\u2019s \u200dvision as one of \u201cflexible realism\u201d and argued that the US should revive the 19th century Monroe Doctrine, which declared the Western Hemisphere to be Washington\u2019s zone of influence.<\/p>\n<p class=\"c-paragraph paywall \">The strategy, signed by Mr Trump, also warned that <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/\">Europe<\/a> faces \u201ccivilisational erasure\u201d, that it was a \u201ccore\u201d US interest to negotiate an end to the war in Ukraine and that Washington wanted to re-establish strategic stability with Russia.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe adjustments \u200cthat we see correspond in many ways to our vision,\u201d Kremlin spokesman Dmitry Peskov told state television reporter Pavel Zarubin when asked about the new US strategy.<\/p>\n<p class=\"c-paragraph paywall \">Such fulsome public agreement between Moscow \u2060and Washington on the tectonic plates of global politics is rare. They did, however, co-operate closely after the 1991 fall of the Soviet Union \u200con returning \u200bnuclear \u200dweapons from former Soviet republics to Russia, and after the September 11, 2001, attacks on the US.<\/p>\n<p class=\"c-paragraph paywall \">During the Cold War, Moscow portrayed the US as a decadent capitalist empire doomed by the historical certainties of Marxism. In 1983, US president Ronald Reagan called the Soviet Union an \u201cevil empire\u201d and the \u201cfocus of evil in the \u2060modern world&#8221;.<\/p>\n<p class=\"c-paragraph paywall \">After the Soviet collapse, Moscow expressed hopes for a partnership with the West. However, as Washington moved to support the enlargement of the <a href=\"https:\/\/www.irishtimes.com\/tags\/north-atlantic-treaty-organisation-nato\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/north-atlantic-treaty-organisation-nato\/\">NATO<\/a> alliance, as outlined \u2060in US president Bill Clinton\u2019s 1994 strategy, tensions began to mount. \u2060They were pushed to breaking point under Russian president Vladimir Putin, who rose to the top Kremlin job on the last day of 1999.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/12\/07\/russia-says-it-has-taken-control-of-two-villages-in-ukraine\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Russia says it has taken control of two villages in UkraineOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Asked about the pledge in the US document to end \u201cthe perception, and preventing the reality, of the NATO military alliance as \u200da perpetually expanding alliance\u201d, Mr Peskov said it was encouraging.<\/p>\n<p class=\"c-paragraph paywall \">But the Kremlin spokesman also cautioned that the US \u201cdeep state\u201d saw the world differently to Mr Trump. The US president has used the \u201cdeep state\u201d term to refer to an allegedly entrenched network of US officials who seek to undermine those who challenge the status quo, including Mr Trump himself.<\/p>\n<p class=\"c-paragraph paywall \">Critics of Mr Trump say there is no such thing as a \u201cdeep state\u201d.
