{"id":222711,"date":"2025-12-08T23:53:08","date_gmt":"2025-12-08T23:53:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/222711\/"},"modified":"2025-12-08T23:53:08","modified_gmt":"2025-12-08T23:53:08","slug":"majority-of-companies-paid-by-state-to-accommodate-international-protection-applicants-do-not-report-on-profits-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/222711\/","title":{"rendered":"Majority of companies paid by State to accommodate international protection applicants do not report on profits \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Government paid \u20ac367 million in three months to provide accommodation to <a href=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-service\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/international-protection-accommodation-service\/\">international protection<\/a> applicants and people fleeing Russia\u2019s war on <a href=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\/\">Ukraine<\/a>, new figures show.<\/p>\n<p class=\"c-paragraph paywall \">Most of the beneficiary companies have unlimited status, availing of legal structures in which they are not required to publicly report on profits, losses, dividends or debts. <\/p>\n<p class=\"c-paragraph paywall \">The shareholdings in some companies are also held offshore in the jurisdictions such as the Isle of Man, where tax on business is low and little or no financial information is publicly available. <\/p>\n<p class=\"c-paragraph paywall \">Figures from the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-children\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-children\/\">Department of Children, Disability and Equality<\/a> show the State paid \u20ac285.4 million on international protection and related costs in July-September. In the same period the amount spent on Ukraine accommodation and related costs was \u20ac81.7 million. <\/p>\n<p class=\"c-paragraph paywall \">Companies linked to Monaghan GAA football team manager <a href=\"https:\/\/www.irishtimes.com\/tags\/seamus-mcenaney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/seamus-mcenaney\/\">S\u00e9amus \u201cBanty\u201d McEnaney<\/a> and his wider family were  among those in receipt of payments. They include Brimwood Unlimited, which received \u20ac3.11 million in three months, and JMA Ventures, which received \u20ac2.69 million.<\/p>\n<p class=\"c-paragraph paywall \">The payments included \u20ac12.58 million to Cape Wrath Hotel Unlimited Company, the former <a href=\"https:\/\/www.irishtimes.com\/tags\/citywest-hotel\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/citywest-hotel\/\">Citywest Hotel<\/a> owner whose deal to sell the complex to the Government for  \u20ac148 million closed in September. <\/p>\n<p class=\"c-paragraph paywall \">Cape Wrath is part of the <a href=\"https:\/\/www.irishtimes.com\/tags\/tetrarch-capital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tetrarch-capital\/\">Tetrarch Capital<\/a> property group, led by businessman Michael McElligott. Tetrarch shareholders include Isle of Man companies Brayden Ltd and Tazmin Ltd. <\/p>\n<p class=\"c-paragraph paywall \">Department records show <a href=\"https:\/\/www.irishtimes.com\/tags\/tifco\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tifco\/\">Tifco<\/a> \u2013 the second-largest hotel operator in the State, with properties including Clontarf Castle \u2013 received \u20ac9.36 million in three months. <\/p>\n<p class=\"c-paragraph paywall \">Tifco\u2019s ultimate shareholders include Luxembourg company AEPF III 38. Another Tifco company \u2013 Travelodge Hotels (Smorgs ROI Ltd) \u2013 received \u20ac10.87 million. <\/p>\n<p class=\"c-paragraph paywall \">East Coast Catering Ireland Trading Unlimited, a division of the business that acquired the Crowne Plaza Dundalk from Tifco in 2023, received \u20ac2.68 million. Shares in East Coast, whose directors are Matthew O\u2019Callaghan of Canada and Denis Williams of Dundalk, are held by Glentramman Unlimited of the Isle of Man. <\/p>\n<p class=\"c-paragraph paywall \">Kintrona, whose directors include Tony O\u2019Neill of Cork and John Crean of Portlaoise, received \u20ac6.33 million from the department. A second company in which they are involved, Next Week &amp; Co, received \u20ac4.29 million and a third, Ravenglass, received \u20ac2.69 million.<\/p>\n<p class=\"c-paragraph paywall \">Seefin Events Unlimited, whose directors include Sin\u00e9ad Fennelly of Blessington, Co Wicklow, received \u20ac5.6 million. A second company in which she is a director, Gateway Integration Unlimited, received \u20ac3.91 million. A third, Airways Centre Unlimited, received \u20ac2.36 million. Shares in Seefin, Gateway and Airways are ultimately held by Besga LP Inc of the Isle of Man.<\/p>\n<p class=\"c-paragraph paywall \">Tirawley Ltd, which trades as Breaffy House Resort in Co Mayo, received \u20ac9.97 million in three months from the department. Tirawley\u2019s directors are Owen Kelly of Naas, Co Kildare, and Malaysia-based Cyril Duffy.<\/p>\n<p class=\"c-paragraph paywall \">Allpro Security Services, owned by Co Galway-based businessmen Alan Connolly of Ballinasloe and Conor Nolan of Loughrea, received \u20ac8.76 million. <\/p>\n<p class=\"c-paragraph paywall \">Holiday Inn Dublin Airport received \u20ac8.5 million. The hotel is operated by Skyview, a company controlled by Chart Forte Holdings Ltd in Harrow, England. <\/p>\n<p class=\"c-paragraph paywall \">Guestford, operator of the Red Cow Moran Hotel in west Dublin, received \u20ac8.45 million. <\/p>\n<p class=\"c-paragraph paywall \">Cloudview Properties, whose director is Ann McIntyre of Creeslough, Co Donegal, received \u20ac7.1 million. <\/p>\n<p class=\"c-paragraph paywall \">Mosney Holidays, owned by the McCloskey family and operator of the direct provision centre in Co Meath, received \u20ac6.5 million. Shareholders in Mosney companies include Sonninging Unlimited in the Isle of Man. <\/p>\n<p class=\"c-paragraph paywall \">Heronwell Unlimited, whose shareholders include Damien Bateman of Portmarnock, Dublin, received \u20ac4.67 million in three months.<\/p>\n<p class=\"c-paragraph paywall \">D\u00eddean D\u00f3chas Eireann Teoranta \u2013 whose directors are Edward Dunne of Mountrath, Co Laois, and Fiona Delaney of Clara, Co Offaly \u2013 received \u20ac3.88 million.
