{"id":222990,"date":"2025-12-09T03:33:14","date_gmt":"2025-12-09T03:33:14","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/222990\/"},"modified":"2025-12-09T03:33:14","modified_gmt":"2025-12-09T03:33:14","slug":"only-top-20-of-irish-earners-can-afford-to-rent-an-apartment-surveyors-say-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/222990\/","title":{"rendered":"Only top 20% of Irish earners can afford to rent an apartment, surveyors say \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Only the top 20 per cent of earners can afford to <a href=\"https:\/\/www.irishtimes.com\/tags\/renting\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/renting\/\">rent<\/a> an average <a href=\"https:\/\/www.irishtimes.com\/tags\/apartment\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/apartment\/\">apartment<\/a> built in Ireland in 2025, while just the top 40 per cent of earners can afford to buy one, according to a new analysis of their building costs and impact on affordability.<\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/society-of-chartered-surveyors-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/society-of-chartered-surveyors-ireland\/\">Society of Chartered Surveyors Ireland<\/a>\u2019s (SCSI) latest Real Costs of New Apartment Delivery report, the first in the series since 2021, shows buyers face a big affordability gap with sales prices for a two-bedroom apartment ranging from \u20ac480,000 in suburban medium-rise schemes to \u20ac650,000 in an urban development. <\/p>\n<p class=\"c-paragraph paywall \">To afford these apartments, a <a href=\"https:\/\/www.irishtimes.com\/tags\/first-time-buyers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/first-time-buyers\/\">first-time buyer<\/a> couple would require a combined salary of between \u20ac108,000 to \u20ac146,000, based on a 4:1 loan-to-income ratio. <\/p>\n<p class=\"c-paragraph paywall \">It means the Government\u2019s Help to Buy and First Home schemes are unavailable for a large proportion of the 11,000 apartments included in the SCSI\u2019s study, because their sale price is above the \u20ac500,000 price threshold. <\/p>\n<p class=\"c-paragraph paywall \">\u201cBased on [Central Statistics Office] CSO figures, only the top 20 per cent of earners in Ireland can afford to rent an apartment, only the top 40 per cent can afford to buy an average apartment, while the cost rental scheme, which has defined parameters, is targeted at couples earning less than \u20ac59,000-\u20ac66,000 net,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall \">It comes as a CSO report on Monday found that 14.8 per cent of the population were deprived of basic needs this year. Deprivation is defined as living in a household that cannot afford two or more of the 11 basic deprivation items considered to be the norm.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/12\/08\/homebuyers-purchasing-more-expensive-properties-could-be-blocked-from-vacant-property-grant\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Buyers of expensive homes could be blocked from vacant property grantOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">These include adequate heating, being unable to afford a meal with meat, chicken, fish, or vegetarian equivalent or being unable to afford new clothes. <\/p>\n<p class=\"c-paragraph paywall \">The CSO figures show that while around 30 per cent of people in Ireland live in rented or rent-free accommodation, they account for six in 10 (63.8 per cent) people living in enforced deprivation in 2025. This is an increase of 2.5 per cent on last year.<\/p>\n<p class=\"c-paragraph paywall \">The SCSI report indicates the total development costs of delivering two-bed apartments in a medium-rise development in an urban area have risen by between 4 per cent and 6 per cent over the past five years. <\/p>\n<p class=\"c-paragraph paywall \">Yet the increase has been steeper in the suburbs, where the cost of delivering a medium-rise apartment \u2013 typically the cheapest apartments to deliver \u2013 has risen 32 per cent, from \u20ac411,000 on average to \u20ac541,000. <\/p>\n<p class=\"c-paragraph paywall \">Paul Mitchell, a chartered quantity surveyor and one of the report\u2019s co-authors, said the disparity relates to a big shift in apartment design and delivery of the past five years. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIn the previous 2021 report, we didn\u2019t have cost-rental apartments. Now, cost-rental makes up half of the apartments in this data set,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">Mr Mitchell said that improvements in design and standardisation have also kept costs down.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Will the Government\u2019s new plan speed up the delivery of vital infrastructure projects? <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe are seeing a shift away from suburban apartments to duplexes to achieve required density, while the focus with apartment construction is on building more efficient, larger schemes,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">Mr Mitchell said that while the cost of what was once the cheapest apartment to build has increased sharply, the cost of the more expensive apartments has eased considerably. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOur analysis shows that while the difference between the cheapest and most expensive apartment in 2021 was 58 per cent, the difference or spread in our latest report is just 21 per cent,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIn practical terms, this means the variation in cost per square metre has narrowed across all apartment types to between \u20ac2,600 to \u20ac3,150 per sq m, where previously it was \u20ac1,850 to \u20ac2,850.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Speaking to reporters on Monday, he said he and his co-authors were \u201cpleasantly surprised\u201d by the numbers, given the sharp spike in general price inflation within the Irish economy since 2021. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s a kind of very positive news story, because if the rate [of delivery cost inflation] per square meter had followed inflation, no amount of measures would make these schemes viable today,\u201d Mr Mitchell said. <\/p>\n<p class=\"c-paragraph paywall \">Government interventions \u2013 including the reduction in the VAT rate on new apartments from 13.5 per cent to 9 per cent in Budget 2026 \u2013 have improved viability across several categories of apartment development. <\/p>\n<p class=\"c-paragraph paywall \">The report recommends that the Coalition explore a \u201ctime-limited\u201d package of incentives to increase foreign investment in the private rented sector to improve supply. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe need supply, but we can\u2019t build it on our own,\u201d Mr Mitchell said. \u201cThe recent reform of the rent pressure zones will help but it will still take time for international investors to return.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Only the top 20 per cent of earners can afford to rent an average apartment built in Ireland&hellip;\n","protected":false},"author":2,"featured_media":155510,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":"","_share_on_mastodon":"0"},"categories":[73],"tags":[6294,79,18,24078,8752,19,17,4097,120086],"class_list":["post-222990","post","type-post","status-publish","format-standard","has-post-thumbnail","category-business","tag-apartment","tag-business","tag-eire","tag-first-time-buyer","tag-housing-crisis","tag-ie","tag-ireland","tag-renting","tag-society-of-chartered-surveyors-ireland"],"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@ie\/115687509476052247","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/222990","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/comments?post=222990"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/222990\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media\/155510"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media?parent=222990"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/categories?post=222990"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/tags?post=222990"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
