Back in 2023 the Commission said it would rework the rules to include other technologies.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/12\/7558029-1024x683.jpg\" alt=\"\" class=\"wp-image-7703022\"  \/>The new rules will \u201ccreate new opportunities for plastic chemical recyclers\u201d and \u201cimprove legal certainty, helping to unlock investment in chemical recycling across Europe,\u201d the Commission said. | Gian Ehrenzeller\/EPA<\/p>\n<p>Chemical recycling, meanwhile, turns hard-to-recycle plastics back into basic chemicals to make new products like the polymer used in bottles, along with wax, tarmac and fuel. It often uses a mix of consumer waste and virgin plastic\u2014 made from fossil fuels \u2014 as feedstock. Many environmental groups and mechanical recyclers argue that this reality means that calling it recycling <a href=\"https:\/\/zerowasteeurope.eu\/wp-content\/uploads\/2024\/11\/ZWE_Nov24_FiftyYearsChemicalRecycling_ExecSummary.pdf\" target=\"_blank\" rel=\"nofollow noopener\">amounts to greenwashing<\/a>.<\/p>\n<p>It\u2019s the second time the Commission has <a href=\"https:\/\/pro.politico.eu\/news\/176178\" target=\"_blank\" rel=\"nofollow noopener\">tried to pass this proposal<\/a>, which <a href=\"https:\/\/pro.politico.eu\/news\/178723\" target=\"_blank\" rel=\"nofollow noopener\">failed to win the backing of MEPs<\/a> back in 2024.
