{"id":255600,"date":"2025-12-28T12:31:15","date_gmt":"2025-12-28T12:31:15","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/255600\/"},"modified":"2025-12-28T12:31:15","modified_gmt":"2025-12-28T12:31:15","slug":"mary-robinsons-pinochet-handshake-showed-era-of-uncritical-coverage-was-over-official-said-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/255600\/","title":{"rendered":"Mary Robinson\u2019s Pinochet handshake showed era of uncritical coverage was over, official said \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Media backlash to <a href=\"https:\/\/www.irishtimes.com\/tags\/mary-robinson\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mary-robinson\/\">Mary Robinson<\/a>\u2019s handshake with former <a href=\"https:\/\/www.irishtimes.com\/tags\/chile\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/chile\/\">Chilean<\/a> dictator <a href=\"https:\/\/www.irishtimes.com\/tags\/augusto-pinochet\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/augusto-pinochet\/\">Augusto Pinochet<\/a> showed that some commentators were now \u201cready to exploit the slightest weakness\u201d and the era of uncritical coverage was gone, an official warned in 1995.<\/p>\n<p class=\"c-paragraph paywall \">The then president of Ireland visited Chile, Argentina and Brazil in March 1995. <\/p>\n<p class=\"c-paragraph paywall \">The Chilean leg of the State visit proved particularly controversial after Mrs Robinson\u2019s encounter with the former dictator. Pinochet, who died in 2006, was the head of Chile\u2019s military government from 1974 until 1990. During his dictatorial reign, many opponents of his regime were tortured and killed.<\/p>\n<p class=\"c-paragraph paywall \">The visit elicited extensive negative media coverage \u2013 about the handshake, as well as the overall itinerary and cost. <\/p>\n<p class=\"c-paragraph paywall \">In a briefing note dated April 4th, 1995, Joe Hayes, an official in the Department of Foreign Affairs, wrote: \u201cFrom a media viewpoint the coverage of the recent visits to South America suggests that the Irish media are no longer content with bland uncritical coverage of the ceremonial of State visits abroad. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe several lengthy (and occasionally hostile) conversations which I had with journalists over the duration of the South American visit persuades me that, when it comes to the President and her visits abroad, there are now some singularly ill-disposed media commentators who are ready to exploit the slightest weakness.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Mr Hayes added that officials needed to be prepared for \u201cpress interest which will focus, in a critical manner, on the costs of these visits, their purpose, the planning behind them and the itinerary\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said, upon reflecting on the coverage of the South American visit, \u201cthe \u00c1ras, and the Department, are fortunate that these three visits did not produce even more extensive and negative coverage\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cYou should be aware, for example, that RT\u00c9\u2019s main phone-in programmes \u2013 the Gay Byrne show, the Pat Kenny Show and Liveline \u2013 received a significant number of calls criticising the visits and their planning. As far as we can judge from our contacts in local radio the same broad picture was replicated in this important sector.\u201d<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/opinion\/pinochet-a-political-leper-who-tainted-all-those-involved-with-him-1.374979\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">From The Irish Times archive: Pinochet: a political leper who tainted all those involved with himOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Mr Hayes noted that \u201cdespite the considerable significance of The Irish Times as the paper of record, it is RT\u00c9\u2019s coverage which will ultimately determine popular perceptions of an event like a State visit\u201d. <\/p>\n<p class=\"c-paragraph paywall \">He wrote: \u201cIf RT\u00c9 can be kept on-side, whatever may be written in The Irish Times can be heavily counterbalanced by the packages on the main evening RT\u00c9 news bulletins and the reports on Morning Ireland. In the case of the visits to Argentina, Chile and Brazil it was Eileen Whelan\u2019s reports, particularly her damaging Morning Ireland interview from S\u00e3o Paulo, which ultimately turned the tide of opinion very decisively. <\/p>\n<p class=\"c-paragraph paywall \">\u201cUp until then it was possible to respond to the negative publicity from Argentina and Chile. The Morning Ireland interview, however, prompted the attentions of the Pat Kenny show and from there on we were, to put it mildly, attempting to bolt the doors on a decidedly vacant stable.\u201d<\/p>\n<p class=\"c-paragraph paywall \">In relation to the handshake between Mrs Robinson and Pinochet, <a href=\"https:\/\/www.irishtimes.com\/news\/meeting-with-robinson-1.1036645\" rel=\"nofollow noopener\" target=\"_blank\">previous reports<\/a> stated that an RT\u00c9 camera crew covering the trip had been ordered by Chilean authorities to leave the room before the handshake \u2013 at her request.<\/p>\n<p class=\"c-paragraph paywall \">Mrs Robinson subsequently said it was \u201cwith dismay\u201d she discovered that the former Chilean dictator was present at the banquet held in her honour by the president of Chile.<\/p>\n<p class=\"c-paragraph paywall \">In an interview with RT\u00c9 in April 1995, Mrs Robinson said: \u201cPeople should understand that &#8230; I am not an individual. I am the president of Ireland. I was the guest of President Frei [the democratically elected president of Chile] just as Pinochet was.
