{"id":282974,"date":"2026-01-14T00:55:26","date_gmt":"2026-01-14T00:55:26","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/282974\/"},"modified":"2026-01-14T00:55:26","modified_gmt":"2026-01-14T00:55:26","slug":"irish-prison-conditions-among-the-worst-anywhere-chief-inspector-tells-politicians-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/282974\/","title":{"rendered":"Irish prison conditions among the worst \u2018anywhere\u2019, chief inspector tells politicians \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Irish prison conditions are among the worst in Europe, according to their most senior inspector, who has spent three decades reviewing jails across the Continent. <\/p>\n<p class=\"c-paragraph paywall \">More than 600 inmates in Irish prisons are currently sleeping on mattresses, affecting a multiple of that number as most cells are occupied by three or four prisoners, an Oireachtas committee was told on Tuesday.<\/p>\n<p class=\"c-paragraph paywall \">Prisoners are spending up to 22 hours a day locked in their cells, it heard, and \u201ceating, drinking and sleeping near uncovered toilets\u201d.  <\/p>\n<p class=\"c-paragraph paywall \">The chief inspector of prisons, Mark Kelly, addressing the Joint Committee on Justice, said he spent 30 years inspecting prisons in the 46 member states of the Council of Europe before taking on his current role in 2022.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI can say with confidence that the <a href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/12\/02\/prison-system-at-breaking-point-with-urgent-response-needed-to-tackle-overcrowding\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/12\/02\/prison-system-at-breaking-point-with-urgent-response-needed-to-tackle-overcrowding\/\">current conditions<\/a> for some people living in Ireland\u2019s prisons are among the worst I have ever seen anywhere, at any time,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">As of January 7th, there were 5,761 people incarcerated,  against a capacity of 4,718, he said, a significant increase on the 5,001 inmates at the end of 2024. Of those, 613 were sleeping on mattresses on the floor.<\/p>\n<p class=\"c-paragraph paywall \">The overcrowding is <a href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/11\/06\/irish-prisons-see-50-surge-in-deaths-amid-inhumane-and-degrading-conditions\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/11\/06\/irish-prisons-see-50-surge-in-deaths-amid-inhumane-and-degrading-conditions\/\">contributing to a violent atmosphere<\/a>, the committee was told, and affecting the delivery of mental health services, education and training.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAlmost everyone agrees that the current situation is completely unacceptable, yet it continues to worsen day by day,\u201d Mr Kelly said.<\/p>\n<p class=\"c-paragraph paywall \">Independent Senator and former minister for justice <a href=\"https:\/\/www.irishtimes.com\/tags\/michael-mcdowell\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/michael-mcdowell\/\">Michael McDowell<\/a> said <a href=\"https:\/\/www.irishtimes.com\/tags\/thornton-hall\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/thornton-hall\/\">Thornton Hall<\/a>, the north Dublin site designated for a proposed new prison, has sat undeveloped for 20 years.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMountjoy is not capable of being rehabilitated as a new prison. We should go ahead with the Thornton Hall project,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Mr Kelly said he had reservations about Thornton Hall because of its proposed size but agreed there was need for \u201csome added capacity\u201d.<\/p>\n<p class=\"c-paragraph paywall \">However, he said, reducing the size of the prison population should be a priority and no country comparable to Ireland had ever \u201cbuilt its way out of overcrowding\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Labour TD Alan Kelly said the growth rate of the prison population was \u201cnot sustainable\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Mark Kelly said there were people \u201cwho need to be locked up\u201d but that most people in prison were not dangerous.
