Operators hope a final, emergency meeting between the arts council and <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council<\/a> (DCC) on Wednesday afternoon can lead to a breakthrough. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt really is down to the last day,\u201d Vanessa Fielding, chief executive and artistic director of The Complex, told The Irish Times. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOur lease expires at midnight tomorrow night. We have one lifeline left, which is to hope that the Arts Council and Dublin City Council can come up with some kind of solution to our issue.\u201d <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"The Complex is located Mary&#x2019;s Abbey in Dublin city centre. Photograph: Dara Mac D\u00f3naill <\/p>\n<p class=\"c-paragraph paywall \">Despite receiving encouragement from various Government bodies in recent months, Ms Fielding has been frustrated by the uncertainty around which branch of Government is responsible for engaging with The Complex\u2019s request for funding. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI can\u2019t work out what has been going on,\u201d Ms Fielding said. \u201cI have been speaking to people all day, every day, for months. I\u2019m none the wiser and I don\u2019t really understand it. I\u2019m a humble theatre director who runs a centre for arts, and I haven\u2019t got a clue why it\u2019s going round and round.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWho is responsible? I still don\u2019t really know, because everybody is claiming that it\u2019s not them.\u201d<\/p>\n<p class=\"c-paragraph paywall \">At a meeting of DCC on Monday night night, <a href=\"https:\/\/www.irishtimes.com\/tags\/green-party\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/green-party\/\">Green Party<\/a> Cllr Janet Horner tabled an emergency motion to save The Complex, which was passed. Ms Horner suggested there has been a vocal desire among the Deptartment of Culture, the Department of Public Expenditure and Reform (DPER), and DCC to resolve the situation, but that funding has not yet been realised \u201cbecause we cannot get these people in the same room to talk about this issue\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cTo lose it from its current location would be an irreparable damage to the cultural fabric, particularly, of the north inner city area,\u201d Ms Horner said.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/opinion\/2025\/12\/08\/una-mullally-were-the-only-place-that-does-it-all-dublin-cannot-let-another-arts-venue-vanish\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">The Complex is \u2018the only place that does it all\u2019: Dublin can\u2019t let another arts venue vanishOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Should The Complex close as expected on Wednesday,  there are no current plans to relocate the arts centre. Ms Fielding said there is a \u201cmisconception that art happens in buildings, and as long as you provide the building, that\u2019s going to be it\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe impulse should come from the artists,\u201d she said. \u201cWe\u2019re all artists, we\u2019re all makers, and we\u2019ve made this space fit what we saw as our needs.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe fulcrum of our business, which pays staff and runs the place, is the depot. Without that, we can\u2019t really afford to run, however well-funded we are. It\u2019s just not enough. I don\u2019t know [if we\u2019ll find somewhere else] but I\u2019m doubtful and I\u2019m not hopeful at all.\u201d<\/p>\n<p class=\"c-paragraph paywall \">In a statement Tuesday evening, DPER said it \u201cis responsible for policy and expenditure for culture\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe Department of Public Expenditure agrees annual estimates for Government Departments but does not fund projects that are the responsibility of another Government Department eg cultural and arts expenditure.<\/p>\n<p class=\"c-paragraph paywall \">\u201cLocal authorities can also sometimes have a role in such areas and it may be of use for the Complex to engage with Dublin City Council.\u201d<\/p>\n<p class=\"c-paragraph paywall \">A spokesperson for the Department of Culture said \u201cproposals for the development of local arts centres are a matter in the first instance for the relevant local authority. <\/p>\n<p class=\"c-paragraph paywall \">\u201cCounty and city development plans are drawn up by local authorities in accordance with their functions under the Planning and Development Acts. This would include policy objectives for development in that county, including the arts.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The spokespoerson said that annual support, including programming and revenue supports, \u201cis provided to arts and culture centres by local authorities and the Arts Council. The Department of Culture, Communications and Sport provides grants as a contribution towards maintaining and enhancing existing arts and culture facilities but does not provide funding for the purchase of buildings. Officials from the Department met with the chair of The Complex and other members of the team in December 2024 and advised them of this position.
